EV charger permits. El Monte's EV Charger Permitting Checklist (AB 1236 style) is a supplement to the electrical permit application. Once it is deemed complete a permit shall be issued, in most cases within 2 business days, unless the installation might have a specific adverse impact on public health or safety. Contractors may put the same information in the plans instead.

Older homes, more load
Six in ten El Monte homes (58 percent) predate 1970 and 40 percent predate 1960, with a median year of 1965, so many panels were sized for a household with far fewer devices. Only 40 percent of households own, and 63 percent of homes are single-family, so shared walls and shared meters are part of the picture. Only 28 percent of homes heat with electricity today, which makes a heat pump a real jump in load. When an ADU or a garage conversion adds circuits to an older service, the service often has to grow with it. See the ADU electrical page and subpanels.
Two permit lanes
A panel change is an electrical permit, and the city lets you apply for it online without a counter visit. The city’s FY 2026/2027 fee schedule lists a panel fee by service size, so use that line and compare it with the typical SoCal panel cost. Solar runs on a different lane: the city has a separate SolarAPP+ page, so a rooftop system and a panel change do not share a permit. See the permit guide.
The EV checklist is the real gate
The checklist is a supplement to the electrical permit application, and the state requires every city to offer one. Its load summary is what a house with a 100 amp panel must answer before a Level 2 circuit is approved. If the numbers do not fit, the answer is a load management device, a subpanel or a bigger service. Run the EV load calculation first, then read load management and panel upgrade need. The AB 1236 guide explains where the two-day promise comes from.
SCE and the rebate
SCE serves El Monte, and the city has no utility of its own. Limited panel help comes through Charge Ready Home, which is open only to income-qualified or disadvantaged-community households and takes applications while you plan, during the work or up to six months after. The guide explains how to check.
El Monte is in climate zone 9, with hot inland summers, and no shutoff or wildfire event has been reported for the city. Before you meet an electrician, read three numbers off the panel: the main breaker size, the open slots and the rating of the circuit you want to use. The checklist asks for them, and so will any quote. Alhambra and Baldwin Park are separate permit offices.

Working with SCE on a service change

Questions about electrical work in El Monte
Can I apply for a panel upgrade online in El Monte instead of going to City Hall?
Yes. The city lists Residential Electrical (Panel Service Upgrade) as an online permit type in its Tyler EnerGov portal, so no counter visit is needed to apply. City Hall is at 11333 Valley Boulevard, and the Building Division number is (626) 580-2050. The city does not say online how inspections are scheduled, so ask when you apply.
How fast can I get an EV charger permit in El Monte?
The city's EV checklist says that in most cases it can issue a permit within 2 business days once the checklist is complete. A permit shall be issued unless the installation might have a specific adverse impact on public health or safety. Contractors may put the same information in their plans instead.
My El Monte house has a 100 amp panel. What does the EV checklist ask about the load?
It asks for the existing main service rating, the panel supplying the charger, the circuit rating and a load summary. The summary can be connected, calculated or demand load, and a utility demand reading is allowed as the documented load. A 100 amp house has to show room for the charger on that sheet.
Is a plan check required for a 200 amp panel upgrade in El Monte?
Probably not. The city's application worksheet sets its plan check threshold at 400 amps, with 400 amp, 240 volt single-family homes excepted. The worksheet may predate the current fee schedule, so ask the Building Division before you plan around it.
Do I need Edison's approval before the El Monte inspector releases my meter?
The order runs the other way. SCE sets the meter after the city inspection and release, and a larger service may need an SCE meter spot first. Ask your electrician to request the spot early, because the utility's queue adds days or weeks after the city signs off.
