Turnaround. Express permits (including residential panel upgrade) are issued through the online permit portal on application. Inspection requests need at least 24 hours notice and a specific time is not guaranteed.

EV charger permits. The city uses its EVSE checklist form BD-072 (AB 1236 style) as a supplement to the building permit application. It asks for the rating of the existing main service, the panel feeding the charger and the circuit rating, and says an undersized panel must be replaced. Once the checklist is deemed complete, the permit is issued.

Inspections. Log in to the city website, find the permit number and choose Request Inspection.

Your supply comes from the city

PRIME, Pico Rivera Innovative Municipal Energy, buys and builds the clean power supply for over 18,000 accounts. SCE delivers it, repairs lines and bills. PRIME is not Clean Power Alliance. For EV time-of-use plans, SCE’s TOU-D-PRIME needs an EV, battery or heat pump on file, and PRIME customers keep SCE delivery pricing. Ask PRIME about its matching generation rate. See the utility rebate finder for what else may apply.

The release step

The city’s fee schedule has a separate Electrical Release line on top of issuance and the service line. That is the step where the city releases the finished panel to the utility, and then SCE reconnects. Because the schedule on the city site is a proposal for the coming year, ask the Building Division which amounts are in force. There is no EV charger line, so a charger is priced from the circuit and appliance lines. Read the permit and inspection page. For ranges, see the panel upgrade cost page.

Mid-century homes on small lots

Two thirds of Pico Rivera homes were built before 1960 and about 4 in 5 before 1970, with a median year of 1957. Only 3 percent are from after 2000. Houses of that era were wired for far fewer circuits than a family uses now, so an ADU, heat pump or charger often means a service upgrade. See the ADU electrical cost page, and if the panel is an old brand, the Zinsco and Federal Pacific page.

Charger form BD-072

Once the checklist is deemed complete, the permit is issued. The form asks for the rating of the existing main service, the panel that feeds the charger, and the circuit rating, so have the panel label photographed before the electrician arrives. It follows AB 1236 EV charger permit rules. For sizing, use the load calculation page and the load management page, since sharing a circuit can avoid a service change.

Solar and battery through PRIME

A battery changes the panel work, since it needs a protected circuit or subpanel for the loads it backs up. See critical loads subpanel and the home battery page. The city is flat and urban, so the exposure is mostly equipment failures and heat-day outages rather than wildfire shutoffs. Whittier is the closest city page.

Local notes

  • The city offers an Express Permit for a residential electrical panel upgrade (single-family, estate, multifamily, variable density and Specific Plan 301 zones). The contractor must show an active state contractor licence and a city business licence. Source
  • The city's fee schedule lists a separate Electrical Release charge ($69 in the FY 2026-27 schedule adopted April 28, 2026), which is the step that lets SCE reconnect after a service change. Source
  • PRIME's Power Choice program pairs solar with battery backup for residents. In 2026 it ran an EV giveaway for customers who finish an install by August 31, 2026. Source
  • The city's EVSE checklist (form BD-072) asks for the existing main service rating and states an undersized panel must be replaced, so charger permits often turn into panel permits. Source

Questions about electrical work in Pico Rivera

Is PRIME better than SCE power for charging my EV in Pico Rivera?

It depends on the generation rate. PRIME buys the power and SCE still delivers it, so the delivery price stays with SCE. Rates and enrollment rules change, so ask PRIME at 1-800-GOPRIME for its current rate and how it pairs with SCE's EV time-of-use plan before you decide on a charging schedule.

How fast can I get a panel upgrade permit in Pico Rivera?

The city offers an Express Permit for a residential panel upgrade, issued through the online portal on application. It covers single-family, estate, multifamily, variable density and Specific Plan 301 zones. The contractor must show an active state contractor licence and a city business licence. Inspection requests need at least 24 hours notice.

What is the Electrical Release fee on a Pico Rivera panel job?

It is a separate line on the city's fee schedule. It is the city step that releases the finished panel so SCE can reconnect. It comes on top of the permit issuance fee and the service line. The amounts are in the fee table on this page, but check the adopted figure with the Building Division before you budget.

Will my EV charger trigger a panel upgrade in Pico Rivera?

It can. The city's EVSE checklist, form BD-072, asks for the rating of the existing main service, the panel feeding the charger and the circuit rating, and says an undersized panel must be replaced. In a city of older homes, many charger permits turn into panel permits, so ask the electrician to run the load numbers first.

How do I add solar with a battery through Power Choice in Pico Rivera?

PRIME promotes Power Choice, a solar plus battery program for residents who enroll. The city's pages do not state incentive amounts, so ask PRIME for current terms before you sign anything. Then ask the electrician how the battery ties into the panel, since a battery needs its own protected circuit or subpanel.
