Electrical work in Riverside County

Riverside County mixes SCE, a city-owned utility in Riverside and the Imperial Irrigation District in the desert. Heat is the constant, and wind shutoffs hit the Pass, the Temecula Valley and the Hemet area.

Who serves which address

Riverside County has several utilities. Across the 16 cities covered on this site, Southern California Edison serves most addresses. The exceptions change what a homeowner can claim and what notices apply:

  • Riverside is served by Riverside Public Utilities (RPU), a city utility.
  • Indio is served by the Imperial Irrigation District (IID), and Palm Desert has some IID parcels.
  • Corona is mostly SCE, with a few small areas served by the City of Corona Utilities Department.
  • Moreno Valley is mostly SCE, with the city-owned Moreno Valley Utility serving southern and eastern parts.
  • In Palm Springs and Cathedral City, SCE delivers and Desert Community Energy buys the power.

An address-level check matters most in Corona, Moreno Valley and Palm Desert, where the boundary runs through the city.

Heat is the main load

Inland Riverside County, from Corona and Riverside out to Temecula, Hemet and Beaumont, runs air conditioning through long summers. The four desert cities, Palm Springs, Palm Desert, Cathedral City and Indio, run it for most of the year. That puts stress on older panels and services, and it is why a load calculation should count cooling before any new load is added. IID heat-wave outages in Indio include 284 customers for nearly two hours in August 2020 and over 1,000 briefly in July 2023.

Wind shutoffs and fire

Riverside County has two different wind patterns.

The Pass and the Temecula Valley. The San Gorgonio Pass is one of SCE’s Santa Ana wind corridors. On December 10, 2024, SCE cut power to 9,003 customers in Banning, the Pass area, Cabazon and the Morongo Reservation, with another 6,000 at risk. Beaumont was not listed as shut off in that event, but it had a wind-driven outage on November 13, 2018 that hit 2,506 customers. SCE’s November 6 and 7, 2024 shutoff cut power to more than 13,500 customers across Temecula, Murrieta, Wildomar, Winchester and Hemet. Murrieta told residents on January 23, 2025 that parts of the city were shut off, and the city posted a possible shutoff for June 16 and 17, 2025.

The Santa Ana River and the Cleveland National Forest side. SCE began shutting off power in Jurupa Valley on October 26, 2020. The Bain Fire started May 19, 2026 at Limonite Avenue and Bain Street in Jurupa Valley and burned about 1,470 acres, per CAL FIRE. The Holy Fire, which started August 6, 2018 in the Cleveland National Forest, burned about 23,100 acres and destroyed 24 structures, per CAL FIRE, with the fire burning above Corona and Lake Elsinore. The Cranston Fire (July 25, 2018) burned 13,139 acres above Hemet.

Many other places in the county have only had warnings. Perris, Menifee and Hemet were named in SCE’s October 2019 warning, and Moreno Valley’s city release that month said customers of the city-owned Moreno Valley Utility were shielded because its system is underground and can move customers to another circuit. RPU says about 13.7 percent of its territory is wildland-urban interface, and that SCE shutoffs on lines feeding Riverside could still cause outages for RPU customers. The PSPS guide and the prep checklist explain what to expect.

Housing eras

Riverside and Palm Springs have the oldest stock in the county, with median build years of 1976 and 1977. In Riverside, 39 percent of homes were built before 1970 and 57 percent before 1980. In Palm Springs the figures are 29 percent and 57 percent, and 80 percent were built before 1990. Jurupa Valley is similar to Riverside: 33 percent before 1970 and 51 percent before 1980. Most of the fast-growth cities are newer: Eastvale (median 2007), Beaumont (2006), Lake Elsinore (2002) and Menifee (2001). Only 1 percent of Eastvale’s homes predate 1970. New homes have modern wiring, but even they can run short of panel capacity once solar, an EV charger and a heat pump are added. Homes from the 1960s and 1970s call for a different conversation: panel condition first, then capacity. See panel upgrades.

Local money

RPU customers have the strongest local cash programs in the county, as of October 2026:

  • EV charger: up to $1,500 for a Level 2 charger, or up to $2,500 for SHARE enrollees. Hard-wired or new or modified 240-volt circuits need an electrical permit.
  • Used EV: up to $1,000, or up to $4,000 for SHARE enrollees.
  • Battery storage: $500 per kWh up to $10,000, or $850 per kWh up to $17,000 for qualified SHARE customers. It needs a permit with final inspection.
  • Heat pump: $750 per ton.

Corona Utilities Department customers get appliance rebates, including an air conditioner purchase at $200 per ton up to 25 percent of project cost, and induction stove rebates up to $200. It lists no EV, panel or battery rebate. SCE customers should look at the city utility rebates guide to see which of these they cannot use. Desert households and homes in shutoff areas may also want backup power.

Questions people ask

Is Indio on SCE or IID?

Indio is served by the Imperial Irrigation District. IID is not subject to SCE's wind shutoff program, so SCE notices do not apply. Indio's recorded outages are heat and equipment related, such as about 3,500 customers out in March 2023. Palm Desert is split: most of the city is on SCE and some parts are on IID. Check your bill before you plan a panel upgrade.

Which Riverside County cities have had SCE shutoffs?

SCE's November 6 and 7, 2024 shutoff cut power to more than 13,500 Riverside County customers in an area including Temecula, Murrieta, Wildomar, Winchester and Hemet. On January 23, 2025, Murrieta said portions of the city were shut off. On October 26, 2020, SCE shut off power in Jurupa Valley. Others, such as Perris and Menifee, were warnings only.

What rebates does Riverside Public Utilities offer?

Up to $1,500 for a Level 2 home charger, or up to $2,500 for customers on its SHARE program. A battery rebate of $500 per kWh up to $10,000, or $850 per kWh up to $17,000 for SHARE customers. Heat pumps earn $750 per ton. These are for city utility customers only, so SCE customers in Riverside County cannot claim them.

Do desert cities need a different panel or wiring?

The code is the same, but heat drives the load. In Palm Springs, Palm Desert, Cathedral City and Indio, air conditioners run long and hard for much of the year. A load calculation should include that cooling load before an EV charger or a heat pump goes on the same panel, and an older panel may need work first.
