What the house ages say
Whittier’s stock is old for the region: 30 percent of homes were built before 1950, 67 percent before 1960 and 80 percent before 1970, and only 4 percent are from after 2000. That is among the oldest stock in this part of the county, and it leans toward original panels and original wiring. Ask the electrician to look for knob-and-tube or cloth cable in the oldest houses, and to read the panel label in the 1950s tracts. The knob-and-tube page explains the options, and the cost page gives ranges. For brand questions, see Zinsco and Federal Pacific panels.
Four historic districts
Whittier has four locally designated historic districts: Hadley-Greenleaf (designated 1990, 190-plus properties around Uptown), Central Park, College Hills (hillside, subdivided in 1923, designated 2002, 97 properties) and Earlham. Preservation rules cover exterior work. Ask Planning before moving a meter or panel on the front of a designated house.
Permits are online only
Residential EV charger, rewire and main panel upgrade permits are handled online only, and the city lists an EV Charger Permit Application on its forms page. The city applies the 2025 California Electrical Code and issues electrical permits only to contractors licensed for the work. The city’s fee resolution lists service fees by amperage and a sub-panel fee, so ask Building and Safety at 562-567-9320 for the total before you compare bids.
Inspections are booked online or by phone at least one business day ahead, and a building permit stays valid for 180 days. The city’s SolarAPP+ page says panel upgrades do not qualify for the instant solar route, so adding solar to an old panel can mean two permits. Read the panel permit and inspection page.
SCE wires, CPA power
SCE owns the wires and bills. Clean Power Alliance buys the power and replaces SCE’s supply charge by default. SCE’s time-of-use plans for EV households still apply on the delivery side. SCE customers in income-qualified or disadvantaged-community households can look at Charge Ready Home; the rebate guide lists current terms.
Heat, hills and brush
Summers are hot and dry, with strong air conditioning use, so a full panel is felt in July. The Whittier hills border brush land, so wind-fire risk exists even though no shutoff has been reported. Check SCE’s shutoff map and read PSPS power shutoffs explained. Nearby is Pico Rivera.

What SCE handles on a panel or charger job
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

Questions about electrical work in Whittier
Do I have to replace knob-and-tube wiring in an older Whittier house?
Not automatically, but it has limits. Concealed knob-and-tube may not be used where insulation covers the wires, because it relies on free air to shed heat. An electrician checks which circuits are original, and an insurer or a sale can force the issue. Replacement is often done room by room, and rules vary by city.
Can I change the electric meter or service on a College Hills historic home?
Ask Planning first. College Hills is a designated local historic district, with 97 properties, and exterior work on homes in these districts falls under the city's preservation rules. Moving a meter or panel on the front of a designated house is the kind of change to raise early. A side or rear location may be easier.
How do I get an EV charger permit online in Whittier?
The city lists an EV Charger Permit Application on its Applications and Forms page, and handles residential charger, rewire and main panel permits online only. Electrical permits go only to contractors licensed for the work, a C-10. Start from the Building and Safety page, or call 562-567-9320 to confirm the current steps.
Is my Clean Power Alliance bill different from SCE for charging my EV?
The supply line differs. SCE delivers the power and bills you, while Clean Power Alliance, which Whittier joined, buys it. CPA customers keep SCE's delivery pricing, so ask CPA for the generation rate that matches SCE's EV plans. CPA offers more than one clean-energy tier, and your bill shows which one you are on.
Does my 1950s Whittier tract home need a panel upgrade for a heat pump?
Often, yes. The median home here dates from 1956, and homes of that era commonly have 60 to 100 amp service. A heat pump adds a large 240 volt load, so a load calculation decides it. If the home has a Zinsco or Federal Pacific panel, replacement is usually recommended on its own.
