Flat fees, appointment review
Yorba Linda bundles common home jobs into flat fees. Ask the Building Division for the current panel and charger amounts and for any charges added on top, because the posted schedule is not clear on them. See the panel upgrade cost page for the whole job, since the permit is a small part.
Since April 1, 2026, plan review at the counter is by appointment, online or in person. A Level 2 charger needs a site plan, a load calculation worksheet and the residential checklist, sent by email or at City Hall, with review within 15 business days. The rule behind it is in the AB 1236 guide. Have the load calculation and a short description of each circuit ready before the appointment so the reviewer does not have to send the packet back. Inspections are booked in the Accela portal and run Monday to Thursday, plus alternate Fridays, so a job that finishes on a Thursday afternoon can wait until the next week.
The foothills and the fire map
More than 6,500 acres of Yorba Linda are in CAL FIRE’s Moderate, High or Very High zones, and over 4,700 acres are Very High. In October 2020 power to the city was cut as Santa Ana winds rose and the Blue Ridge Fire forced evacuations. The 2008 Freeway Complex Fire destroyed homes here and in Anaheim Hills. SCE lists foothill circuits for shutoff consideration, so look up your address on its circuit map. Read wildfire zones and electrical work and PSPS explained, then compare a battery with a standby generator hookup.
Owners, single-family and capacity
Age is rarely the issue here. Only about 15 percent of Yorba Linda homes predate 1970, the median was built in 1984, and 83 percent are owner-occupied and 88 percent single-family, with a median value of about $1.15 million, so the typical question is capacity. When a pool, a second unit and two chargers share one meter, a 400-amp service comes up. Check ADU electrical requirements if a casita is planned and pool and spa wiring for the equipment pad.
Who supplies power
SCE supplies and delivers all of it. Yorba Linda is not part of Orange County Power Authority, unlike Buena Park. For a charger, TOU-D-PRIME fits homes with an EV, battery or heat pump; see time-of-use rates.

Questions about electrical work in Yorba Linda
Do I need a 400 amp service for my Yorba Linda house with a pool and two EVs?
Maybe, and a load calculation decides it. A pool, a second unit and two chargers can add up on one meter. A 200-amp panel can carry some of that with load management. A 400-amp service adds utility coordination and a meter-spot request to SCE, so compare both before you commit.
What backup power can I add for Yorba Linda power shutoffs?
Battery storage, a generator or both. Power to Yorba Linda was cut in October 2020 as Santa Ana winds rose. Which fits depends on the circuits you need and how long an outage you want to cover. Both need an electrical permit.
Is the Yorba Linda panel permit a flat fee?
Yorba Linda uses flat bundled fees for common residential jobs, with inspection and plan review included. The city's posted schedule does not give a clear current amount for a panel or charger, so ask for the adopted figure and for any added processing charges. Call the Building Division at 714-961-7120 before you budget.
Does my Yorba Linda hillside home in a Very High fire zone have extra electrical requirements?
The city adopted CAL FIRE's map on July 15, 2025. New buildings in those zones need ignition-resistant construction, and owners must keep defensible space. The city does not list extra rules for a panel or charger swap, so ask the Building Division at 714-961-7120 whether your parcel changes anything.
Do I need an appointment at Yorba Linda City Hall for an EV charger permit?
For plan review, yes. Since April 1, 2026, over-the-counter plan reviews and code consultations are by scheduled appointment, online or in person. Walk-ins remain for permit pickup, fee payment and status checks. You can also email the packet, and EV charger plan review is promised within 15 business days.
