A permit process built around the counter
The Building Division counter is open Monday to Thursday, 7:30 a.m. to 6:00 p.m., and closed Friday through Sunday. Applications are in person at City Hall, and the city does not publish a plan check time for electrical permits. Plans accepted on or after January 1, 2026 follow the 2025 California codes. A job that needs a Friday inspection or a same-day fix does not fit this schedule, so plan around it. Read the panel upgrade permit and inspection page for what to have ready.
Reading the fee lines
The schedule effective September 21, 2026 has a short list: an issuance fee, a line for the service or panel, and a miscellaneous apparatus line that the city names for EV chargers and backup batteries. A panel upgrade with a charger therefore adds three lines, and the fee table on this page shows the amounts. Plan check and extra inspections are billed by the hour, and a same-day cancellation or no-show brings a re-inspection fee.
Inspections are booked by phone and need 24 hours notice to cancel. Whoever books should have the gate code on hand. For job costs beyond the permit, see the panel upgrade cost page.
Old Town, and the tracts around it
Placentia was a citrus town incorporated in December 1926, and Old Town houses and shops are close to a century old. Outside Old Town, most houses are tract-era: 9 percent date before 1960, 35 percent before 1970 and 60 percent before 1980. Many are older than the rules that now call for a dedicated 240 volt EV circuit and a load calculation. See load calculation explained and Zinsco and Federal Pacific panels for a first look.
Chargers, mobile homes and the Edison side
California’s AB 1236 requires expedited review for EV chargers, and the city’s page says so. A charger needs a building permit, the application and the city’s charging guidelines checklist, filed in person, and the approved permit is picked up in person. Read the AB 1236 guide for the details. For other charger types, such as the Tesla Wall Connector, the same circuit and load questions apply. Mobile home electrical work is permitted by the state, not the city.
Edison supplies and delivers all the power. Placentia is not an Orange County Power Authority city, so generation also comes from SCE. After the city inspection and clearance, SCE sets or releases the meter, so book the utility early.
Wind and fire to the north and east
Placentia is mostly flat, in climate zone 8. The nearest fire-exposed areas are the Yorba Linda and Brea hills, where the 2008 Freeway Complex Fire and the October 2020 Blue Ridge Fire burned. See Brea and Fullerton for neighbors, and the PSPS explainer.

Questions about electrical work in Placentia
Which Placentia permit fees apply to a panel upgrade and who sets them?
The fee schedule effective September 21, 2026 lists $160 for a service or panel and $30 for the permit issuance fee. A subpanel is also $160. If plans are required, plan check is $207 an hour. An EV charger on the same job adds the $90 miscellaneous apparatus line.
Can I book a Placentia electrical inspection online?
No online booking is listed. Inspections are booked by phone at 714-993-8124 with the address, permit number, inspection type, contact and gate code. They run Monday to Thursday, 9 a.m. to 5 p.m., with no same-day slots. A voicemail request counts only after staff call back.
Do I need to pick up my Placentia EV charger permit in person?
Yes. The city's EV page says applications are submitted in person at Development Services and the approved permit must be picked up in person at City Hall. A building permit, the permit application and the city's EV charging guidelines checklist are required.
Who permits a mobile home electrical upgrade in Placentia?
The state does. Placentia does not issue mobile home permits and sends owners to the California Department of Housing and Community Development office in Riverside. That office is at 3737 Main Street, Suite 400, phone 951-782-4420. Call before you hire anyone for the work.
Is an older 100 amp panel enough for central air and an EV in Placentia?
Often not for both. About six in ten Placentia homes were built before 1980, and many have small original services. Central air alone can take much of a 100 amp panel. A load calculation shows whether the panel can carry both, and the city's charger checklist is where the result goes.
