EV charger permits. State law (AB 1236, Government Code 65850.7, and AB 970 for cities over 200,000 and then all cities from 2023) requires a streamlined administrative approval, a posted checklist and electronic submittal; Orange's Civic Portal is the electronic route.

Old Towne and the Eichlers
Old Towne is a one-square-mile National Register district around Plaza Park, listed in 1997, with about 1,230 contributing buildings. It is the largest such district in California. Exterior changes go through the city’s design review, and a new service mast, meter or panel on the front of a house is the kind of change to raise early. Ask before you design the job. For the electrical side, see knob-and-tube replacement and partial rewire.
Orange also has three Eichler tracts, which the city designated historic districts in 2018: Fairhaven, begun in 1960, Fairmeadow in 1962 and Fairhills in 1963. About 350 Eichler homes stand in Orange, his only Orange County work. Their open post-and-beam construction leaves little space for new conduit, so a charger or subpanel route needs planning on site.
Housing by age
Outside Old Towne, Orange is mostly mid-century to 1980s tract homes: the median home dates to 1973, 20 percent were built before 1960, 45 percent before 1970 and 64 percent before 1980. Orange Park Acres on the east side has large lots, and two-thirds of homes are single-family. If your panel is original, read how to read your electrical panel and do I need a panel upgrade for an EV charger.
Fees and filing
Ask the Building Division how to file. The electrical fees are in the city’s Master Schedule of Fees (Resolution 11665, effective June 1, 2026), but the plan check time is not posted, so call 714-744-7200 for it. No city EV charger page is posted either, but state law requires administrative approval, a checklist and electronic submittal. Read AB 1236 permit rules and electrical permits in Southern California.
SCE and the east edge
SCE supplies all power in Orange. The city is not part of Orange County Power Authority, even though Buena Park, Fullerton and Irvine are, so generation comes from SCE too. The panel steps are a meter spot request to SCE, the city permit, the city inspection, then SCE sets the meter. A simple swap on an existing service is usually shorter than a new service, but plan for weeks. See the panel upgrade timeline guide.
The east and northeast edge borders Very High fire zones. Look up your parcel before choosing backup power, using the wildfire zones guide and shutoff prep.

What SCE handles on a panel or charger job
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE supplies and delivers all electricity in the City of Orange. The east side of the city (Orange Park Acres, Santiago foothills) is where SCE's foothill PSPS circuits sit.

What the record shows on outages in Orange
Shutoff record: Power was cut in a past event
Orange County SCE PSPS events in 2019 to 2022 were mostly foothill and canyon circuits, and one SCE notice listed parts of Orange among areas under consideration. The Silverado Fire (Oct 26, 2020) burned about 12,465 acres and destroyed 14 structures in the canyon area east of Irvine and Orange; SCE told the CPUC its equipment may have started it (lashing wire contacting an overhead primary conductor, cause under investigation). SCE cut power to tens of thousands of customers in five counties in that wind event.
Worth knowing in Orange
- Orange takes permit applications only through its Civic Portal, per the city's Building and Safety Services page, and the Building Division counter is at 300 E. Chapman Ave. Source
- The October 2020 Silverado Fire, which burned about 12,465 acres east of the city, was reported by SCE to the CPUC as possibly caused by a lashing wire on an underbuilt telecom line touching an SCE overhead primary conductor. It came in the same wind event as SCE's shutoffs across five counties. Source

Questions about electrical work in Orange
Can I upgrade my panel in an Old Towne Orange historic home without design review?
Ask the city before assuming. Old Towne is a National Register district of about 1,230 contributing buildings, and exterior changes go through the city's design review. A service mast or meter on the front of the house may count as an exterior change. Call Building and Safety at 714-744-7200 and ask before the electrician orders parts.
Can I add an EV charger to my Fairhaven or Fairhills Eichler?
Probably, but ask the city first. The city designated the Fairhaven, Fairmeadow and Fairhills tracts as historic districts in 2018, and exterior changes are the part that can trigger review. The electrician should inspect the panel and plan the path to the charger, since these post-and-beam homes have few places to hide new conduit.
How do I submit a permit for panel work in the City of Orange?
Ask the Building Division how it takes applications and what its counter hours are. Call 714-744-7200 before you go in person. Ask at the same time how inspections are requested for your permit and how long review usually takes.
Is my Orange Park Acres home at risk of an SCE power shutoff?
It could be. The east side of the city borders foothill areas where SCE has cut power in past Santa Ana wind events, though no count for the city itself is published. Look up your address on SCE's circuit map and on the CAL FIRE map, and sign up for SCE alerts before fall.
Does a 1930s Orange bungalow need its wiring replaced before a panel upgrade?
Not always. A new panel and old branch wiring are separate questions. The electrician checks the wire type and condition in the walls the panel feeds, then recommends a full, partial or no rewire. Knob-and-tube or cloth-covered wire usually needs attention. A permit covers the work either way.
