Turnaround. Minor work, such as a panel swap, is usually issued over the counter. Counter and plan check hours are Monday through Thursday 7:30 a.m. to 5:00 p.m.. Permit issuance until 5:30 p.m. The city does not accept plans by courier, electronic submission or mail, only in person. From January 1, 2026 plan check submittals must use the 2025 California codes (the last 2022-code submittal date was November 25, 2025).
EV charger permits. Buena Park lists EV charging systems with solar as eligible for expedited processing after an eligibility checklist (the city page lists the checklist for one- and two-family systems of 10 kW or less). Plan submittal is in person.
Inspections. Inspections are requested online through a link on the Building Division page. The city also offers a free Plan PreCheck by CrossBeam (upload plans, get a fix list, usually under an hour), paid for by the city.
No city-run rebate is listed for Buena Park. See the rebate finder for programs from SCE and the state.

Counter service, not a portal
The Building Division does not take plans by courier, email or mail. Plans go in person at City Hall, Monday through Thursday, 7:30 a.m. to 5 p.m. Larger projects need plans prepared by a professional and plan review, and the city does not publish a turnaround. Minor jobs such as a panel swap are usually issued over the counter.
Before you make the trip, the city pays for a free Plan PreCheck by CrossBeam. You upload a plan set and get a fix list, usually in under an hour. Plans submitted after November 25, 2025 must follow the 2025 California codes, and the city says plans citing the wrong code cycle will not be accepted. See what changed in the 2025 code.
The city’s fee schedule (adopted 2022) sets electrical permit fees by job valuation, plus a $25 issuance fee, so ask the counter for a total. Fire plan review goes to the Orange County Fire Authority separately. The permit overview shows the usual steps.
What the home age means
Three in four Buena Park homes were built before 1980, and the median is 1965. That is a long stretch of original panels and small services meeting new loads like air conditioning, a charger or an ADU. It does not mean every panel is a problem, so start with a look at the label and the breakers. Two pages help: how to read your electrical panel and Zinsco and Federal Pacific panels. If the wiring is old throughout, see rewiring and the main panel upgrade page.
Who sends the bill
SCE delivers the power and sends one bill. Orange County Power Authority sets the generation charge and has changed which plan some customers sit on, so check the plan name before you compare rates. Delivery follows SCE plans such as TOU-D-PRIME for homes with an EV; read the rates guide before choosing.
Heat, not fire
The city is flat and urban. The fire-prone hills are to the north and east, in Brea and La Habra, which is where shutoff talk centers. Check SCE’s outage notices when wind is forecast. Summers are hot in climate zone 8, so air conditioning is the load that fills an old panel first. If you want a charger on a crowded panel, read do I need a panel upgrade for an EV charger.

What SCE handles on a panel or charger job
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE owns the wires, meters and poles and sends the bill. A January 2025 OCPA mailer says Buena Park customers on the 100% Renewable plan were moved to Smart Choice from February/March 2025 unless they asked to stay; Basic Choice and Smart Choice customers were unchanged.
EV rate. SCE time-of-use plans (TOU-D-PRIME for homes with an EV, battery or heat pump, and TOU-D whole-home plans) apply to the delivery side; OCPA sets the generation charge.

What the record shows on outages in Buena Park
Shutoff record: None on record
The city is flat and mostly urban. The nearest fire-prone hills are the Puente Hills and Chino Hills foothills in Brea and La Habra to the north and east. SCE PSPS events in Orange County in 2019 to 2022 targeted canyon and foothill circuits (Silverado, Trabuco Canyon, Yorba Linda area in Oct 2020), not Buena Park.

Questions about electrical work in Buena Park
Which electric plan am I on in Buena Park, SCE or Orange County Power Authority?
Both appear on one SCE bill. Buena Park joined Orange County Power Authority in December 2020, so residents are enrolled for generation unless they opted out. SCE still owns the wires and meter and sends the bill. Look for the plan name on your statement, since OCPA moved some customers between plans in 2025.
Do I need to go to Buena Park City Hall in person to get a panel upgrade permit?
For plans, yes. The Building Division accepts plan submittals in person only, Monday through Thursday, with no courier, electronic or mail submittals. Minor work like a panel swap is usually issued over the counter, with permit issuance until 5:30 p.m. Call 714-562-3636 to confirm what your job needs.
Is a 100 amp panel from the 1960s enough for an EV charger in Buena Park?
It depends on the load calculation, not the year. The median home here dates to 1965, so many panels are original and already carry air conditioning. An electrician adds up your actual loads. A smaller charger, load management or a panel upgrade may be the answer, and the calculation tells you which.
How long does SCE take to set the meter after my Buena Park panel is inspected?
The city does not publish a figure. SCE owns the meter, so its step follows the city's final inspection and clearance. A simple panel swap on an existing service is usually shorter than a new service, but SCE's time is separate from the city's. Ask your electrician for SCE's current timing before you schedule.
Do EV charger permits in Buena Park qualify for expedited review?
Possibly. The city lists expedited processing for EV charging systems with solar after an eligibility checklist, for one- and two-family systems of 10 kW or less. State law, AB 1236, also requires a streamlined path for chargers. Ask the Building Division which checklist applies to a charger with no solar.
