Power from Anaheim Public Utilities
Electrician in Anaheim: APU meter spot report and panel rebate
Anaheim Public Utilities, not Southern California Edison, serves every Anaheim address, so a panel or charger job follows the city's own steps. About 2 in 3 homes here were built before 1980.

Turnaround. The city lists a Single Family Residential Electric Panel Upgrade permit as an online permit. After permit, the sequence is building inspection, then APU meter shop inspection, then energizing in 3 to 5 business days.
EV charger permits. Anaheim Municipal Code 15.05.040 requires a permit for each EV charging station. The city publishes an EV Charger Checklist (AB 1236 streamlining) and says that if the electrician's load calculation shows an upgrade is needed, a meter spot report from APU is required. Under AB 1236 (Government Code 65850.7) the city must approve compliant applications administratively and accept them electronically. Questions go to Building Services at 714-765-5153.
Inspections. Two inspections for a panel upgrade: city building inspector first, then APU meter shop inspection (714-765-6847).

Why SCE advice does not apply
Anaheim Public Utilities (APU) is a city department, and it supplies electricity to the whole city. Most online advice about panel upgrades assumes SCE, with an SCE service planner and SCE rates. None of that applies here, and Anaheim is not in a community choice program either.
The practical result is a two-agency job. The electrician deals with the Building Division for the permit and with APU for the meter. Read the panel upgrade process and how the utility is pulled in for the general order, then call APU at 714-765-3300 before the work is scheduled.
What the two inspections mean for scheduling
A panel upgrade here is inspected twice, by the city first and by APU’s meter shop second, and the order matters. Booking the APU visit before the city has passed the work wastes a trip. The city lists the single-family panel upgrade as an online permit, but it does not publish how long plan check takes, so ask the Building Division at 714-765-5153 before you plan around a date. For sizing, see 200 amp panel upgrade and the cost guide.
Rebates follow the paperwork
The rebate table above lists the charger and panel amounts. What it does not say is that APU pays only after the permit has final sign-off, so an unpermitted charger earns nothing. Keep the receipts and a photo of the charger’s serial number from day one. The EV charger page covers the install, and the load calculation guide explains why the panel question comes first.
APU has a Domestic Time-of-Use rate and tells EV owners to charge off-peak. Prices change, so read the current rate sheet on the APU site before choosing a plan.
Bungalows, tracts and the hills
Three eras sit side by side here. The 1857 German Colony streets near downtown have Craftsman bungalows, the flatlands have large tracts from the 1950s to the 1970s, and Anaheim Hills has homes from the 1970s to the 1990s. About 27 percent of homes date before 1960, which is a smaller old-house share than many Orange County neighbors, so do not assume a fuse box. Check the panel label instead. If it names an old brand, the Zinsco and Federal Pacific page explains the risk.
Four historic districts exist: Anaheim Colony, Five Points, Historic Palm and Hoskins. Exterior changes there can add design review, and moving a meter or service mast changes the outside of the house. Ask the city whether your address is covered before the permit is filed.
Fire weather in Anaheim Hills
Anaheim Hills and the canyon area are the fire-exposed part of town. The 2008 Freeway Complex Fire and the 2017 Canyon Fire 2 both reached homes there. APU uses its own shutoff procedure, and sign-up for Anaheim Alert is the way to hear about problems. The shutoff guide explains what to prepare, and hillside owners can look at backup power.

Anaheim Public Utilities: meter, service and rate steps
SCE does not serve Anaheim, so SCE panel-upgrade rules, SCE rates and SCE PSPS events do not apply. Anaheim is not in a community choice program (OCPA members are Buena Park, Fullerton, Irvine and, from April 2027, Fountain Valley).
A residential panel upgrade also needs an electrical permit from the Building Division, which can be pulled online.
EV rate. The charger rebate pays more ($600 vs $300) if the customer joins an available time-based rate.

Wildfire and outage notes for Anaheim
Shutoff record: None on record
APU is a municipal utility and runs its own PSPS procedure: it first adds field monitoring and system settings. Only as a last resort shuts off specific line segments in extreme wind and fire weather, using the Santa Ana Wildfire Threat Index. APU's 2020 wildfire plan said about 98 percent of APU-owned lines in the fire threat zone were underground.
Local notes
- Anaheim is on its own city utility, not SCE. An SCE service planner is not involved. Source
- The Anaheim Colony Historic District (adopted October 1997) covers about 1.8 square miles and more than 1,000 qualifying structures, mostly Craftsman and bungalow houses on the original 1857 German colony streets. Source
- Anaheim Municipal Code 15.05.040 requires every EV charging station to be permitted. Anaheim's rebate also depends on the permit having final sign-off. Source
- Customers sign up for Anaheim Alert and check APU's outage map, phone 714-765-3300. Source
- The Canyon Fire 2 started October 9, 2017 near the 91 Freeway and burned into Anaheim Hills, forcing thousands to evacuate and destroying or damaging dozens of structures. It followed the 2008 Freeway Complex Fire, which also hit Anaheim Hills homes. Source

Questions about electrical work in Anaheim
Who approves my panel upgrade in Anaheim, the city or SCE?
The city and Anaheim Public Utilities approve it. SCE does not serve Anaheim. The city building inspector checks the panel and wiring first. Then the APU meter shop inspects it, and an APU crew energizes the panel after both inspections pass. APU customer service at 714-765-3300 is the first call for the utility steps.
Can I get an Anaheim Public Utilities rebate for a panel upgrade when I add an EV charger?
Yes, as an add-on. APU lists up to $750 for a panel upgrade for customers in its EV charger rebate program, as of October 2026. The permit must have final sign-off, so the work has to pass inspection first. Funds are limited, so check the APU rebate page before you start.
Do I need a permit to install a Level 2 EV charger in Anaheim?
Yes. Anaheim Municipal Code 15.05.040 requires a permit for every EV charging station. The city also publishes an EV charger checklist under AB 1236. The permit matters twice, because the APU charger rebate is only paid after the permit is finaled.
Does my 1950s Anaheim house need a 200 amp panel for an EV and air conditioning?
Often a house that size needs a load calculation first, and the answer depends on the result. Many flatland homes from the 1950s to 1970s have 60 to 100 amp services, and a charger plus central air can exceed that. The electrician adds up the loads before anyone picks a panel size.
Will an electrical upgrade in the Anaheim Colony historic district need extra approval?
It can. The Colony district has more than 1,000 qualifying bungalows, and exterior changes may go through design review. Moving a service mast or meter changes the outside of the house. Ask the city whether your address needs review before the permit is filed.
