Turnaround. Applications, plan check, payment and status all run through the Accela Online Permit Center, 24/7. After uploading documents, applicants must also email [email protected] so staff see them. Inspection requests made before noon are considered for next-day inspection. Current turnaround is typically 24 hours.

EV charger permits. Brea posts AB 1236 streamlining material: a 2022 Checklist for Installing a Residential EV Charging Station, plus multi-family and non-residential versions and a fact sheet. The residential checklist requires the checklist, an electrical load calculation worksheet (Level 2), the electrical permit application, a site plan, a single-line diagram (Level 2) and manufacturer specs. Asks whether a separate permit has been pulled for a panel upgrade. Level 2 charger submittals carry a plan check fee.

Inspections. Book and cancel inspections online in the permit center. Inspections run Monday through Friday except holidays. Cancellations with less than 24 hours notice are subject to a fee (call 714-990-7600).

No city-run rebate is listed for Brea. See the rebate finder for programs from SCE and the state.

Online, but not quite hands-off

Brea’s permit center runs on Accela, open at any hour for applications, plan check, payment and status. The catch is a manual step. After you upload a document, email the Building and Safety address so staff see it, or the file can sit unnoticed. A panel swap is a single flat-fee line on the schedule, which makes the cost easy to predict. The panel upgrade permit page covers what comes after the application.

Inspection requests that arrive before noon are considered for the next day, and cancelling with under 24 hours of notice carries a fee. The 2025 California Building Standards Code has been enforceable here since January 1, 2026. The 2025 code changes guide lists what moved.

The charger checklist ties to the panel

State law requires a streamlined path for home chargers, and Brea posts its checklist for it. For a Level 2 charger it wants the application, a load calculation worksheet, a site plan, a single-line diagram and the manufacturer’s specs. The question that decides cost is the panel. If the calculation shows the service is smaller than the minimum main breaker, the new panel needs its own permit, and the form asks whether you have pulled it. The posted checklist dates from 2022, so ask whether a newer version applies. Start with do I need a panel upgrade for an EV charger and the load calculation page.

Hills, canyon and recent fires

The Freeway Complex Fire of November 2008 burned homes in Olinda Ranch and along Carbon Canyon Road. The Carbon Fire of April 2026 started near Carbon Canyon Road and Olinda Place and brought evacuation warnings for Hollydale, Olinda Village, El Rodeo Stables and Brea Hills. Brea sits against the Puente and Chino hills, so Santa Ana winds are a real exposure even without a reported shutoff. For a house in or near the hazard zone, read wildfire zones and electrical work and consider a critical loads subpanel so a small battery can carry the essentials.

A mixed housing stock

Brea splits in two. About 27 percent of homes predate 1970 and 25 percent went up after 2000, with a median year of 1978, so older central streets sit beside newer growth in Olinda Ranch and the hills. Roughly two thirds are single-family, 60 percent are owner-occupied, and 32 percent heat with electricity, which raises the odds that a heat pump or electric furnace already uses much of the service. In a house from the 1960s or earlier, ask the electrician to check whether the panel is a Zinsco or Federal Pacific model before adding load. Neighboring Yorba Linda prices the same job differently.

Getting power work done with SCE

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

SCE supplies and delivers all electricity in Brea. Brea is not a member of Orange County Power Authority (members are Buena Park, Fullerton, Irvine and, from April 2027, Fountain Valley). Clean Power Alliance does not serve Orange County, so generation comes from SCE. Brea runs its own fire department but not its own electric utility.

After the city inspection, SCE sets or releases the meter.

Questions about electrical work in Brea

What does Brea add to the $285 panel fee?

About $96 before small extras. The schedule, updated July 1, 2026, lists a flat $285.00 for a residential main panel upgrade or replacement, then adds a $93.00 permit issuance fee and a $3.00 state training surcharge, plus small valuation-based fees. Paying by card carries a 2.5 percent service fee. Confirm the effective date with the city.

Do I need a separate permit for the panel when I add an EV charger in Brea?

Yes, if the load calculation says the existing service is too small. The city's checklist says a new service panel must then go in under a separate permit, and it asks whether that permit has been pulled. The checklist also needs a load worksheet, site plan, single-line diagram and spec sheet for a Level 2 charger.

Can I do the whole Brea permit online?

Mostly. Applications, plan check, payment and status all run through the Accela Online Permit Center at any hour. After you upload documents, you must also email [email protected] so staff see them. The city does not publish a plan check turnaround for a panel or charger permit, so ask when you submit.

Is my Brea Hills or Carbon Canyon home affected by power shutoffs or fire rules?

The Brea Hills and Carbon Canyon areas are in the fire hazard zone, so ask the city whether your parcel is inside it. No Brea-specific SCE shutoff has been reported. The 2008 Freeway Complex Fire and the April 2026 Carbon Fire both burned in Carbon Canyon. Check SCE's circuit map for your address.

How long after the Brea city inspection does SCE energize the new panel?

The city does not publish a time. SCE sets or releases the meter after the city inspection, and that step has its own wait. A like-for-like panel swap is usually shorter than a new service, but expect weeks, not days. Brea considers inspection requests made before noon for next-day inspection.
