Power from SDG&E

Electrician in Vista: SDG&E meter, Clean Energy Alliance power

Vista prices a panel swap in two lines, one for the panel and one for the meter release, and an EV charger in a third. SDG&E handles the meter even though Clean Energy Alliance sells the power.

Two fees for one job

Vista’s schedule has separate lines for the panel and the meter release, with an hourly rate for inspections after the first two. A residential hardwired EV charger has its own line. The table above shows the amounts from the July 2023 schedule, so treat them as a starting point. Ask the Building Division at 760-639-6100 for the current numbers. For the broader price picture, see the typical SoCal panel upgrade cost and the permit and inspection steps.

Solar and the fee discount

On the 2023 schedule, the panel and EV electrical fees are halved when they come with a solar permit. That makes it worth asking whether a charger, panel and solar array can be filed as one project rather than three. If a battery is part of the plan, read home battery installation first.

Who does what on the power side

Vista joined Clean Energy Alliance in 2024, along with Oceanside. The alliance buys the electricity. SDG&E still delivers it, bills you and works on the meter. SDG&E has a faster path for a panel upgrade that adds no load, and the meter panel needs a clear, level work space of 3 feet by 3 feet. If you add load or upsize the service line, the job goes through a different SDG&E channel. See the SDG&E programs guide.

Homes of the 1980s

Two in three Vista homes predate 1990, though only about 1 in 5 predate 1970 and over a third predate 1980 (median 1985). That is mostly breaker-panel housing, and 58 percent of homes are single-family. A detached unit, a charger or a heat pump adds load, so the service size has to cover it. Read ADU electrical requirements before you design a unit. The city also has an ADU fee waiver program, and whether it reaches electrical permits is not stated, so ask.

Vista sits in climate zone 7, with a July high near 79 F. That is milder than inland Escondido, so air conditioning drives less of the load here. SDG&E’s shutoff notices are still worth watching in fall wind season.

Scheduling around the city

The Building Division is closed on alternate Fridays. A Friday closure can add days to a cutover that depends on an inspection. Book the inspection early in the week when the power will be off.

SDG&E: meter, service and rate steps

SDG&E sets and reconnects the meter and issues a work order for service changes. How the steps fit together.

Vista joined Clean Energy Alliance with Oceanside in 2024 (KPBS, April 2, 2024); CEA now has seven members including Carlsbad, Del Mar, Escondido, San Marcos and Solana Beach. Each of the two new cities chose a default of 75% clean energy, and about 2% of residents opted out. Customers keep getting a single SDG&E bill, and SDG&E still does meter and service work.

The City's fee schedule has a separate 'Meter Release/New Weather Head' permit line, so a panel swap normally involves both a panel permit and a meter release.

A KPBS update of Jan 10, 2025 lists planned outages remaining in 'Vista, Rancho Del Rey, Eastlake' and near the Otay Reservoir, which are mostly Chula Vista neighborhoods, so it likely refers to Chula Vista rather than Vista. Brush fires occur.

Questions about electrical work in Vista

Why does a Vista panel swap show two permit lines?

Vista's fee schedule lists a new or replacement panel and a meter release or new weather head as two separate items, so a panel swap usually carries both. The schedule posted is dated July 2023, and fee schedules often change each July, so call the Building Division at 760-639-6100 for current amounts before you budget.

Is the EV charger permit in Vista cheaper if I add solar?

The July 2023 schedule charges half of the panel and EV electrical fees when they are combined with a photovoltaic system permit. A residential hardwired EV charger has its own fee line. Ask the Building Division whether the discount still applies to your exact mix of permits under the current schedule.

Does Clean Energy Alliance change my meter or panel work in Vista?

No. Clean Energy Alliance only supplies the electricity. SDG&E still owns the meter, delivers the power and handles service upgrades. Vista joined the alliance with Oceanside in 2024 and chose a 75% clean energy default. About 2% of residents opted out.

When can I get my Vista inspection after the electrician finishes?

Requests made before 3:30 p.m. get a next-business-day inspection. The city has noted high volume that may push some to 2 business days. Call the 24-hour line at 760-639-6106 or use the online form. The Building Division is closed on alternate Fridays, so plan the cutover around that.

Do I need a separate permit for the meter release when I replace my panel in Vista?

The fee schedule lists Meter Release or New Weather Head as its own permit code, so a panel swap normally involves both items. Confirm with the Building Division how it applies to your job, since a like-for-like swap and a service upsizing are treated differently by SDG&E and may be treated differently by the city.
