Power from SDG&E

Electrician in Carlsbad: EV charger checklist and the SDG&E meter

Carlsbad lists a service up to 200 amps among its simple electrical permits and posts an EV charger checklist. Clean Energy Alliance supplies the power, but SDG&E still owns the meter and does the service work.

Turnaround. Under the City's AB 1236 ordinance, an EV charger application that satisfies the checklist is deemed complete within five business days. Residential solar permits through SolarAPP+ are issued immediately after approval and application on the CSS portal.

EV charger permits. Carlsbad adopted an ordinance creating an expedited, streamlined EV charging permit consistent with state law (AB 1236) and its Climate Action Plan. Applicants file the residential B-1 building permit application with the City's residential EV checklist (load calculation, whether a panel upgrade is needed. Circuit sized at 125% for a continuous load). Expedited packets can be emailed to the Building Division. One inspection is required after the wiring and charger are installed.

Inspections. Request an inspection online or at 442-339-2700. Requests before 2 p.m. are scheduled for the next business day. After 2 p.m. in two business days. No inspections on city holidays. Inspection times are posted by 8 a.m. daily. Construction hours are Monday to Friday 7 a.m. to 6 p.m., Saturday 8 a.m. to 6 p.m., no Sundays or federal holidays.

No city-run rebate is listed for Carlsbad. See the rebate finder for programs from SDG&E and the state.

Reading the fee schedule

Carlsbad publishes enough to plan around. Its Master Fee Schedule for FY 2026-27 puts services up to 200 amps in the simple electrical group, next to receptacles, switches and temporary power. For a standard 200-amp panel upgrade that points to one permit, though the Building Division should confirm which line your job uses. Past 400 amps the work moves to a complex electrical line. The permit and inspection page covers what the inspector looks for.

The schedule has no EV-specific line, so a home Level 2 charger is most likely handled as a simple permit. An older city bulletin quoted a lower price, so do not trust a figure you find on a 2021 flyer.

The charger path is written down

Carlsbad adopted its own ordinance for fast EV charger permits, in line with the state rule in the AB 1236 guide. You file the residential B-1 building permit application with the EV checklist, and expedited packets can be emailed to the Building Division. The checklist wants a load calculation and a circuit rated at 125% of a continuous load.

The Climate Action Plan adds a consistency checklist, form B-50, to building permits. Residential solar has been part of that since the 2019 CALGreen code, so a solar-plus-panel job carries a bit more paperwork than a charger alone.

Who does what on the utility side

Clean Energy Alliance buys your power, but SDG&E owns the wires and the meter, so every service question goes to SDG&E. If the panel job adds load or changes the service line, expect it to go through SDG&E’s larger project route rather than the quick one. For rate choices once the charger is in, read time-of-use rates for EV owners.

Newer houses, different problems

A worn-out original panel is the exception in Carlsbad: only about 1 in 10 homes dates to before 1970, while about a third went up after 2000. Most calls are about adding load: a charger, a heat pump or an induction range. Capacity, not condition, drives the decision.

Scheduling around city rules

Work hours are limited to Monday to Friday 7 a.m. to 6 p.m. and Saturday 8 a.m. to 6 p.m., with no work on Sundays or federal holidays. The 2014 Poinsettia Fire began in Carlsbad, which is one reason homeowners near canyons ask about backup power options.

What SDG&E handles on a panel or charger job

SDG&E sets and reconnects the meter and issues a work order for service changes. How the steps fit together.

Carlsbad is a founding CEA member (Solana Beach began service in 2018 as Solana Energy Alliance, then joined Carlsbad and Del Mar in 2021). CEA's default product is Clean Impact Plus (55% renewable, 75%+ carbon-free as of July 2026). Net Energy Metering customers transition to CEA at their annual true-up month.

Worth knowing in Carlsbad

  • Carlsbad has its own EV charging ordinance and a posted checklist under AB 1236. A complete application is deemed complete within five business days, and the checklist requires the charging circuit to be sized for a 125% continuous load. Source
  • Carlsbad's Climate Action Plan (2015) produced five implementation measures that change building permits: building energy efficiency, photovoltaic (residential since the 2019 CALGreen code), alternative hot water heating, electric vehicle charging, and (non-residential) transportation demand management. Source
  • Inspection requests made before 2 p.m. are scheduled for the next business day, and Carlsbad bars construction on Sundays and federal holidays (CMC 8.48.010). Source

Questions about electrical work in Carlsbad

Which Carlsbad fee line covers a service up to 200 amps?

The city's FY 2026-27 fee schedule (effective September 1, 2026) lists services of 600 volts or less and not over 200 amps as a simple electrical item at $270 per permit. A single-family EV charging station permit is $162. Adding a panel upgrade to a solar permit is $221. Services over 400 amps up to 1,000 amps are $528. Confirm which line applies to your job with the Building Division.

What does the Carlsbad EV charger checklist require?

The residential checklist asks for a load calculation, whether a panel upgrade is needed, and a charging circuit sized at 125% for a continuous load. You file it with the B-1 building permit application. Under the city's AB 1236 ordinance, a packet that meets the checklist is deemed complete within five business days, and one inspection follows the install.

Does my Carlsbad home need to meet Climate Action Plan rules when I add a charger or solar?

The city's Climate Action Plan measures cover EV charging and residential solar, and building permits carry a consistency checklist, form B-50. A basic charger or panel swap is mainly a checklist step, not a redesign. Ask the Building Division whether your specific job needs more than the form.

Who do I call about my meter if I'm in Clean Energy Alliance?

Call SDG&E. Clean Energy Alliance supplies your electricity by default, but SDG&E still owns the meter, bills you and handles service upgrades and outages. Alliance questions are about generation charges and program offers only. Net metering solar customers move to the Alliance at their annual true-up month.

How soon can I get the electrical inspection after the panel work in Carlsbad?

Request it online or at 442-339-2700. If you ask before 2 p.m., the inspection is scheduled for the next business day. After 2 p.m., it is two business days. There are no inspections on city holidays, and times are posted by 8 a.m. on the day.
