Power from SDG&E

Planning a panel upgrade in Vista

The permit is not what shapes a Vista panel job. What you plan to add, such as an ADU or a charger, decides the panel size, and the closed Fridays at the Building Division shape the schedule.

Decide what the house needs next

In Vista, new load often means an ADU, and a share of homes here have room on the lot for one. Say what you plan to build or install in the next few years before anyone sizes the panel. A load calculation lists the existing loads, the new ones and the margin left. It tells you whether a 200 amp upgrade is enough or the ADU needs its own service. Read the ADU electrical requirements before asking for bids, since the answer changes the quote.

A project that adds load goes through a longer utility process than a plain swap, so ask about the utility part first. The utility coordination guide explains the sequence. Ask who files with SDG&E.

Which homes are likely to need one

Vista’s median build year is 1985. About 19% of homes date from before 1970 and 37% from before 1980. Homes from the 1960s and 1970s may still have original panels, and some have Zinsco or Federal Pacific equipment. Many 1980s homes are fine until the load grows, and a load calculation is the way to find out when that happens. A standard swap is a typical SoCal range of $2,500 to $4,500, and $5,500 to $10,000 for a meter move or new service run, per the panel cost page.

What the city charges

The City of Vista fee schedule updated 07/01/2026 lists $522.12 for a new or replacement panel and $364.82 for a meter release or new weather head. The panel fee drops to $261.06 when the job is combined with a solar system permit. These are the city’s flat permit fees only. The electrician’s labor, the equipment and any SDG&E work are separate.

Cutover day and inspection

The city inspects the new panel before the meter is released, so the timing of that inspection decides when the power comes back on in a normal job. The Building Division is closed on alternate Fridays, so a late-week finish may wait until the next week for sign-off. Ask the electrician to confirm the inspection date before the old panel is opened up, so the power-off window is as short as it can be. Request the inspection by 3:30 p.m. to be considered for a next-business-day slot; the city says that depends on availability. If a charger is part of the plan, the Vista charger page covers the permit question and the rate.

Utility and meter work

The City's fee schedule has a separate 'Meter Release/New Weather Head' permit line, so a panel swap normally involves both a panel permit and a meter release.

Questions people ask

I am planning an ADU. Should the panel be sized for it now?

Yes, if the ADU is likely within a few years. An ADU adds its own loads, and a load calculation shows whether one panel can serve both buildings or the unit needs its own service. Doing it once costs less than a second upgrade. Tell the electrician about the ADU before the first quote.

How do I book the inspection after a Vista panel swap?

Call the 24-hour line at 760-639-6106 or use the online form, with the permit number, address, inspection type and contact details. Requests made by 3:30 p.m. are considered for the next business day, depending on availability. The Building Division is closed on alternate Fridays, so avoid a Thursday finish.

Does switching to Clean Energy Alliance change who handles my meter?

No. Clean Energy Alliance supplies the electricity, but SDG&E still owns the meter and does the service work, and you keep getting one SDG&E bill. The panel work goes through SDG&E and the city the same way it did before. Ask the electrician which SDG&E steps they handle for you.

How do I tell if my Vista panel is a Zinsco or Federal Pacific?

Open the door and read the label. Federal Pacific panels say Stab-Lok, and Zinsco panels carry the Zinsco or Sylvania name. A 1983 federal review of Federal Pacific breakers did not order a recall, but many electricians still recommend replacing them. Photograph the label and breaker rows and send them with your quote request.
