Power from SDG&E

EV charger installation for Vista homes

Vista treats a hardwired home charger as its own kind of permit, so the first step is a call to the Building Division. After that, the job comes down to panel room and when to book the inspection.

Ask before you file

State law requires every city to adopt a charger permit checklist and publish it, and the AB 1236 guide explains the rule. For a Vista home, call the Building Division and ask what it wants in the packet: a load calculation, a panel schedule, a drawing of the circuit run. Your electrician should already know, but a short call confirms it, and it prevents a correction notice that stalls the job.

What the city charges

The City of Vista fee schedule updated 07/01/2026 lists a hardwired residential EV charger permit at $316.00 each (commercial or common-use chargers are $632.00 each). If the job also needs a new panel, the same schedule lists $522.12 for a new or replacement panel. That is the city’s flat permit fee only, not the electrician’s price.

How much room is left in the panel

Vista’s median home dates to 1985. About one in five homes was built before 1970 and more than a third before 1980. Panels from those decades may be small, and a full panel or a low main breaker rating is the usual problem. For a charger on a panel with room, the typical SoCal range is $1,000 to $2,000. With panel work it is $3,600 to $7,500, per the charger cost page. If the panel is the problem, see Vista panel upgrades.

Before paying for a bigger panel, ask about alternatives. SDG&E lists meter socket adapters and load management as ways to add a charger without a full upgrade.

Billing and rates

Clean Energy Alliance supplies your electricity, and SDG&E delivers it and does the meter work, but you still get one SDG&E bill. SDG&E’s EV-TOU-5 plan is for households with a DMV-registered EV, and it charges far less overnight than late afternoon. Your Alliance generation charge changes the total, and prices change, so read the current sheets. The time-of-use guide shows how to set the car to charge off-peak.

Where to mount it

July highs average about 79 F in climate zone 7, so a garage or side-yard wall is fine. A shorter run between panel and charger cuts the wiring cost, so ask the electrician to look at where the panel sits before you pick a wall. If you rent or live in a condo, the owner or association controls the wiring, and the HOA and condo page lists the steps. Raise it early, in writing.

Questions people ask

Does a plug-in charger on a 240 volt outlet need a Vista permit?

A new 240 volt circuit is electrical work either way, and the city prices a hardwired home charger as its own permit item. How it treats a plug-in unit on a new outlet is a question for the Building Division at 760-639-6100. Ask before you assume an outlet skips the permit.

How late can I book a Vista inspection for next-day sign-off?

Request by 3:30 p.m. to be considered for a next-business-day inspection, using the 24-hour line at 760-639-6106 or the online form. Have the permit number, address and inspection type ready. The city says next-day slots depend on availability, and the Building Division is closed on alternate Fridays.

I rent in Vista. Can I put in a charger?

Often yes. Civil Code 1947.6 says a landlord must approve a tenant's written request for a charger at the tenant's assigned space, if the lease is covered and the tenant follows the landlord's process and pays the costs. It does not apply with fewer than five parking spaces or when parking is not part of the lease.

What can a Vista condo association do about a charger request?

Less than most people think. Civil Code 4745 voids rules that effectively prohibit a charger or unreasonably restrict one in your unit or your assigned space. The association must answer in writing within 60 days, or the request is deemed approved. Send the request in writing and keep a copy of everything.
