Turnaround. The MEP trade permit application is filed in CSS. A streamlined process lets one plan check upload cover multiple permits.

EV charger permits. Per the City's EVCS checklist (BLD-119, Aug 2023 and a newer version): the Building Division does plan review and inspection. The checklist asks for a load calculation, whether a service panel upgrade is required, and whether the EV circuit is sized for a continuous 125% load (CEC 210.19). Planning, engineering and fire review are usually not needed. If the existing panel is below the minimum, a new upgraded panel must be installed. The MEP trade permit page requires a single-line drawing and manufacturer's manual for new installations.

Inspections. Daily building inspection schedule is posted on the City's EnerGov self-service site. The City also notes Fridays alternate closed.

No city-run rebate is listed for Encinitas. See the rebate finder for programs from SDG&E and the state.

Start with the utility, not the city

Everything about a bigger panel in Encinitas runs through SDG&E first. San Diego Community Power supplies your electricity, but SDG&E owns the meter and the service line. The city’s counter will not take a meter panel upgrade or service change application without the SDG&E work order letter, so that letter sets your schedule. The utility coordination guide walks through the order of steps.

SDG&E has a shorter Express path for upgrades up to 400 amps that add no load. Jobs that add load, such as a bigger service for a charger or heat pump, take the longer route. See SDG&E programs for EV and panel work.

Half the homes predate 1980

Many Encinitas panels come from before central air and car chargers were common: half the homes predate 1980 and about 1 in 5 predate 1970. Check the rating on the main breaker before you plan anything. A panel upgrade is not always needed for a charger, and a load calculation answers that question. Three in four homes are single-family and two in three are owner-occupied, which keeps most jobs on the homeowner’s own side of the meter.

Permits and fees: what is published

The Building Division handles permits, and applications are filed through the city’s online self-service site, which approves new accounts in about a business day. The MEP trade permit wants a single-line drawing and the manufacturer’s manual for new equipment. Counter hours are Monday to Thursday and Friday afternoons, with alternate Fridays closed.

The city does not list dollar amounts for electrical or EV permits. Its fee handout names the fee components and says staff will tell you what is due. It does not publish a plan check turnaround either. The AB 1236 guide explains the state rule behind the charger path.

Rules for rebuilds and remodels

New single-family homes and detached ADUs must meet Encinitas’s local green building rules, which include solar and, for houses, an EV-ready circuit in the garage. Remodels at $50,000 or more need one efficiency measure. If you plan a tear-down in the coastal zone, the city lists a Coastal Development Permit for demolishing residential units, which comes before any service is disconnected.

For most owners a backup battery is a question of ordinary outages; see home battery installation. Costs for a new SDG&E rate plan are worth a look if you add a charger, and the rate name to ask about is EV-TOU-5, whose prices change at least yearly.

Getting power work done with SDG&E

SDG&E sets and reconnects the meter and issues a work order for service changes. How the steps fit together.

Encinitas is one of the founding San Diego Community Power cities (2019, with Chula Vista, Imperial Beach, La Mesa and San Diego) and SDG&E's Active CCAs page lists it as an SDCP city.

Local details

  • Encinitas's 2021 all-electric new-construction ordinance was later suspended and replaced by a 2024 high-performance approach that does not ban gas but makes all-electric cheaper. Existing homes are not required to electrify or add solar. Under AB 130 a moratorium on new residential reach codes runs Oct 1, 2025 to June 1, 2031, and the City readopted its codes in September 2026 where allowed. Source

Questions about electrical work in Encinitas

Do I need an SDG&E letter before Encinitas will permit my panel upgrade?

Yes. The city's MEP trade permit page requires a letter from SDG&E, the work order, for any meter panel upgrade or service change. Panels of 400 amps or more also need a circuit card, a load summary and a panel schedule. Ask SDG&E for the work order first, because the permit application is not accepted without it.

Are Encinitas permit fees waived for a home EV charger?

Possibly. A city flyer on the Building page says permit fees are waived for basic home EV charging, solar and solar water heating, and reduced for larger jobs. The city does not say whether that still applies. Call the Building Division at 760-633-2730 and ask for the current fee before you budget.

Does my Encinitas remodel trigger the city's energy rules?

Possibly. Under Ordinance 2024-04, a remodel or attached ADU with a permit value of $50,000 or more must add an energy efficiency measure from Table 150.2-E. Smaller jobs, like a panel swap or one charger circuit, are not described as triggering it. Confirm with the Building Division before you finalize the scope.

What does the Encinitas EV charger checklist ask for?

The Building Division does the plan review and inspection. Its checklist asks for a load calculation, whether a panel upgrade is needed, and whether the charger circuit is sized for a continuous load at 125 percent under CEC 210.19. Planning, engineering and fire review are usually not needed. If the existing panel is below the minimum, a new panel is installed.

Who supplies power in Encinitas, SDG&E or San Diego Community Power?

Both. San Diego Community Power buys the electricity by default, and Encinitas is one of its founding cities. SDG&E still delivers it, owns the meter and does all service work. Call SDG&E for outages and meter or service upgrades. Your bill shows a charge from each.
