Power from SDG&E
Electrician in Oceanside: mobile home parks and SDG&E disconnects
Oceanside splits electrical permits into simple and complex. A service over 200 amps needs plan approval, while a simple job does not. SDG&E must disconnect the panel first.

Turnaround. The City FAQ says new residential plan check usually takes 7 to 21 calendar days. Residential electrical repair or replacement does not need plans and can be obtained through Web Permits or at the counter.
EV charger permits. The City's Residential and Non-Residential Checklist for Permitting Electric Vehicles and EVSE (effective 01/01/26 to 12/31/28) is filed with the building permit application. It asks for the existing main service rating, the demand load (or a utility demand-load reading), and the charger circuit rating. Once the checklist is deemed complete, a permit is issued. Multifamily and commercial jobs also need accessibility plans.
Inspections. Schedule in eTRAKiT. Requests entered by 3:30 p.m. are inspected the next business day. You can also leave a request at 760-435-3925 by 3:30 p.m. The owner or permit holder must be present for inside inspections.

Two permit tracks
Oceanside’s Building Division sorts electrical work by how much review it needs. A simple permit without plans covers small jobs. A complex one, which includes a service upgrade over 200 amps and a rewire, needs plan approval and costs several times as much, as the fee table above shows. The schedule on the city site ended in June 2026, so ask for the current total. It does not name panel upgrades or EV chargers for single-family homes. A 200-amp panel upgrade most likely fits the simple line, and a 400-amp service the complex one.
The city says new residential plan check usually takes 7 to 21 calendar days. Repairs and replacements without plans can go through Web Permits or the counter. Plans are submitted electronically.
Disconnect first, then work
The city FAQ is direct: SDG&E must disconnect the panel before work starts. Clean Energy Alliance supplies your electricity, but SDG&E owns the meter. If the panel is part of a solar job, the city’s SolarAPP+ track excludes main panel upgrades, so the panel needs its own permit. For the order of steps, see utility coordination for service upgrades.
The charger checklist
The city’s EV checklist runs from January 1, 2026 to December 31, 2028 and goes in with the building permit application. If you cannot show the load on paper, a utility demand-load reading counts. The method is in the load calculation guide, and the state rule behind it is in the AB 1236 guide.
Inspections and mobile home parks
Book inspections in eTRAKiT. Requests entered by 3:30 p.m. are inspected the next business day, or you can leave a message at 760-435-3925 by that time. The owner or permit holder must be present for inside inspections.
Oceanside also has mobile home parks, and the Building Division enforces the State Mobile Home Parks Act on top of the Building Code. That puts pedestal and space upgrades in the same office as house permits.
Housing and weather
About 62 percent of Oceanside homes were built in 1980 or later (the median year is 1984), while 17 percent predate 1970 and 18 percent went up after 2000. Sixty-four percent are single-family and 58 percent owner-occupied. For most of the stock the question is capacity, not condition: a charger or heat pump on a service that was sized for the 1980s. The coast is the coolest part of the region, so cooling load is lighter than inland, and no SDG&E shutoff naming Oceanside has been reported. The SDG&E programs guide covers rates and the Express Program for panel upgrades.

SDG&E: meter, service and rate steps
SDG&E sets and reconnects the meter and issues a work order for service changes. How the steps fit together.
Oceanside joined CEA with Vista in 2024 (KPBS, April 2, 2024) and each city chose a 75% clean energy default. About 2% of residents opted out. SDG&E still bills, owns the meter and does service work.

Questions about electrical work in Oceanside
Is a 200 amp panel upgrade in Oceanside a simple permit or a plan-check job?
The city's schedule puts a service upgrade over 200 amps in the complex category, which needs plan approval. A job of 200 amps or less appears to fit the simple permit without plans. The schedule does not list panel upgrades by name, so confirm the category and the current fee with the Building Division at 760-435-3950.
Does SDG&E have to disconnect my power before the Oceanside panel swap?
Yes. The city FAQ says a service panel upgrade needs a permit and that SDG&E must disconnect the panel before work starts. That makes the SDG&E appointment the first date on your calendar. Your electrician schedules it, then books the city inspection so the meter can go back on.
What does the Oceanside EV charger checklist ask for?
The checklist, effective January 1, 2026 through December 31, 2028, asks for the existing main service rating, the demand load and the charger circuit rating. A utility demand-load reading is one accepted way to show the demand load. Once the checklist is deemed complete, the permit is issued. Multifamily and commercial jobs also need accessibility plans.
I live in a mobile home park in Oceanside. Who permits electrical work?
The city Building Division does. It enforces the State Mobile Home Parks Act along with the Building Code, so park electrical work is permitted there and not by a separate state office. Call 760-435-3950 before you plan a pedestal or space upgrade so you start with the right application.
Is my Oceanside power from SDG&E or Clean Energy Alliance since 2024?
Both. Oceanside joined Clean Energy Alliance in 2024 with a 75% clean energy default, so the Alliance supplies your electricity. SDG&E still bills you, owns the meter and does the service work. About 2% of residents opted out. Call SDG&E for outages and for meter or service upgrades.
