Tract homes with panels sized for older appliances
Tract houses from the late 1980s set the pattern: the median home was built in 1989, and only about 1 in 10 predates 1970. About 8 in 10 are single-family, and 66 percent are owner-occupied. These tract houses were wired for the appliances of their day, not for a charger plus a heat pump plus an electric dryer, so the usual job is capacity, not repair of aging wiring. See subpanel installation if you are feeding a detached garage or shed.
Heat and wind drive the work
The air conditioner is the biggest load in most high-desert houses, which is why an AC change often reveals a panel at its limit. Read heat pump electrical requirements before you swap equipment.
SCE listed Palmdale in shutoff warnings in June 2019 and October 2021. The city’s fire zone status is not published in one place, so ask Building and Safety about your lot. If you want backup, look at home battery installation and the PSPS prep checklist.
Working with Building and Safety
Permits, fees and inspections all run through the Accela Citizen Portal. A typical home panel or charger job is permit-only under the fee schedule, with no plan check, though turnaround is not published. The city also has its own electrical chapter, Municipal Code 8.04, so local amendments can sit on top of the state code.
Plan the work around the four-day week: a Thursday finish means the inspection and the meter release wait for the following Monday at the earliest, and that can leave a house without a main panel over a weekend if the job is scheduled badly. Ask the electrician to book the inspection before the power is shut off.
Rental owners have another reason to act. Rental homes must pass a city inspection under the Residential Rental Unit Registration program, and landlords sometimes fix panels and smoke or CO alarms before registering. See smoke and CO detectors.
The utility side
SCE says every residential customer gets an allowance toward utility-side work, and an SCE Service Planner states the amount for a given address. Customer-side panel and meter-socket work needs a city permit and inspection first. Charge Ready Home, SCE’s panel rebate, is limited to income-qualified and disadvantaged-community households; read the SCE Charge Ready Home guide before you count on it. Neighboring Lancaster has a different permit office. Costs for a typical job are on the panel upgrade cost page.

Getting power work done with SCE
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE delivers power to all of Palmdale. Palmdale did not appear on Clean Power Alliance's August 2025 member list, so most homes appear to buy SCE's bundled supply. This differs from Lancaster, next door, where the city's own CCA buys the power.

Shutoff record: Named on a possible-shutoff list only
SCE warned about 6,500 high-desert customers, including Palmdale, of possible shutoff in June 2019 (KTLA, KNX). No power was cut that Friday. In October 2021 SCE listed Lancaster and Palmdale among areas that might lose power in a Santa Ana wind event (CBS LA).

Questions about electrical work in Palmdale
Does the Palmdale permit fee rise with panel size?
Yes. The fee schedule effective July 1, 2025 lists a $35.50 issuance fee plus a service and panel fee that rises with amperage. Confirm the exact line for your size with Building and Safety at 661-267-5353. Labor, the panel and utility work cost far more than the permit.
Do I need a permit to add a Level 2 EV charger in Palmdale?
Yes. Palmdale lists a residential vehicle charging station permit at $36.50. The city posts an express checklist for one- and two-family chargers (Form EV023A) and a site plan form (EV023D), which follow California's AB 1236 rules. Applications go through the city's online portal.
Will my Palmdale home lose power during a wind shutoff, and should I get a battery?
It is possible. SCE named Palmdale in high-desert shutoff warnings in June 2019 and October 2021, though no power was cut in the 2019 warning. A battery or generator inlet is worth pricing if you have medical equipment or work from home, and an electrician can size it to the loads you want to keep.
Can I run an air conditioner and a heat pump on my existing Palmdale panel?
Maybe not. Long, hot summers keep air conditioning running for hours, and a panel can run out of room once a heat pump or charger is added. Only 17 percent of Palmdale homes heat with electricity, so a heat pump is new load for most. A load calculation by an electrician gives the real answer for your house.
Why is Palmdale's permit counter closed Fridays and how do I book an inspection?
The city counter is open Monday to Thursday, 7:30 a.m. to 6 p.m., with a break from 11:30 a.m. to 1:30 p.m. Inspections are booked online through the Accela Citizen Portal. Plan your job around a four-day week, since Friday requests wait until Monday.
