Who runs what on the bill

Lancaster is one of the few California cities with its own community choice program, Lancaster Energy, formerly Lancaster Choice Energy. It started in May 2015 and went citywide that October. SCE still owns the poles, wires and meters, handles outages, and sends one bill with the generation charge on it. You can opt out to SCE supply, and for an EV owner that is a real comparison to run, since the numbers differ by plan.

SCE’s TOU-D-PRIME plan needs an EV, a home battery or an electric heat pump on file. The SCE Charge Ready Home guide covers a panel rebate limited to income-qualified and disadvantaged-community households, so confirm yours qualifies before counting on it.

The solar rule and full panels

The city changed its zoning code so new single-family homes include at least 1 kW of solar, effective January 1, 2014, and later added a Zero Net Energy rule of about 2 watts per square foot of living space. A home from that period starts with a solar system and a panel that may be close to full. Adding a charger there is a load calculation question first. If the solar installer is gone, see what to do when your solar installer went bankrupt.

A wide spread of ages

One in five homes predates 1970 and one in four went up after 2000, with a median year of 1986 between them. Seventy-two percent are single-family, 60 percent are owner-occupied, and only 17 percent heat with electricity, so a heat pump is new load for most homes. 200 amp panel upgrades are the common request. For ranges, see the panel upgrade cost page.

Permits: what the city does not publish

The city routes permits through Accela Citizen Access. It has no EV charger checklist page, but the fee schedule has subpanel and EV charging station lines. State law (see AB 1236 EV charger permit rules) requires an expedited process, so ask the counter what it needs and get the total in writing. Fee lists on other websites conflict with each other, so use the city’s number, not those.

Desert heat and wind

Cooling load is the main reason panels fill up here. Spring wind and dust storms close roads. SCE’s first Antelope Valley shutoff warning in October 2021 covered up to 6,550 customers. Read PSPS power shutoffs explained and the home battery page. The closest city page is Palmdale.

Lancaster is the city-run Community Choice Aggregation (CCA) in the Antelope Valley. Customers are enrolled by default and can opt out to SCE supply. Lancaster Energy's default product was Clear Choice (35 percent renewable) with Smart Choice (100 percent renewable) as an opt-up at about $10 a month extra for homes (2016 city update). In SCE's June 1, 2026 joint comparison, a 659 kWh home pays about $249.05 on SCE and $292.00 on Clear Choice. Supply cost is a real question for EV owners.

  • The city sells itself on fast solar permitting. Its mayor said an installer gets a permit in about fifteen minutes in Lancaster, compared with two months in neighboring Palmdale (2013 reporting, not a current service level). Source

Questions about electrical work in Lancaster

Should I stay on Lancaster Energy or opt out to SCE if I add an EV?

Compare the bills first. SCE's June 2026 comparison for a typical home showed Lancaster Energy's two plans costing more than SCE supply. Customers are enrolled by default and can opt out. Ask Lancaster Energy for the generation rate that pairs with SCE's EV plans, then compare your total monthly bill both ways.

Does a Lancaster home built after the solar rule have room for a Level 2 charger?

Maybe, maybe not. New single-family homes have had to include solar since 2014, and the panel may already be close to full once air conditioning and the solar breaker are counted. A load calculation by an electrician shows the spare amps. If there are few, load management or a service upgrade is the choice.

How do I pull an electrical permit in Lancaster online?

Permits go through the city's Accela Citizen Access portal, and the city says most requests and payments are online. The citywide fee schedule lists a subpanel and an EV charging station fee, so ask Building and Safety for the total before you sign a quote.

Can a battery keep my Lancaster home running during a wind shutoff?

It can, if it is sized and wired for backup. Lancaster appeared on SCE's list of places that might lose power in the October 2021 Santa Ana wind event. Many homes already have solar, which a battery can pair with. Size the battery to the loads you want to keep, such as the refrigerator and cooling.

Is a panel upgrade needed to add a heat pump in the Antelope Valley?

Sometimes. Cooling dominates the load here, and a heat pump adds a 240 volt circuit. If the panel is full or the total load passes the rating, a 200 amp upgrade is the usual fix. A load calculation is the test, not a guess, and it should be done before you order equipment.
