Electrician in Victorville: city utility serves only industrial sites
Victorville homes are on SCE, since the city's own utility serves only industrial customers. Most houses are newer than the LA basin, but high-desert wind brings shutoff warnings.

SCE for homes, the city for big industry
Victorville Municipal Utility Services is the city’s own electric utility, but it serves only commercial and industrial customers at the airport and Foxborough. Homes get power from SCE. SCE says each residential customer gets an allowance toward utility-side work like the service wire and transformer, and a service planner states the amount for your address. Your side of the meter, meaning the panel, meter socket and wiring, needs a city permit and inspection first.
For the order of steps, read utility coordination for service upgrades. SCE’s TOU-D-PRIME needs an EV, battery or heat pump on file.
Permit fees
The city posts a stand-alone fee sheet. Ask Building & Safety for the current service, subpanel and circuit lines. The permit is a small part of the job, and the rest is on the panel upgrade cost page. Bring the service size and the circuits you plan to add. Ask whether the counter wants the load calculation with the application when the job adds a charger or a heat pump.
Mostly newer tracts
Tracts from the 1990s and 2000s set the tone: 39 percent of homes went up after 2000, the median year is 1994, and only about 11 percent predate 1970. Seventy-seven percent are single-family and 61 percent are owner-occupied. A newer house usually has a service sized for its original loads, so the question is more often “can this fit a charger and a heat pump” than “is this panel unsafe.” Cooling dominates the load and a heat pump also has to handle cold winter nights, so run the load calculation before you order equipment and before you promise a contractor a date.
Acreage, wells and outbuildings bring subpanel installation and longer runs. A charger in a detached garage is covered on the outdoor or detached garage page.
Wind, not smoke
The June 2019 warning put Victorville on SCE’s list with Apple Valley, Hesperia, Palmdale and Lucerne Valley. Caltrans warned that traffic signals on I-15 and other High Desert routes could go dark during a shutoff, so a commute can fail along with the house. If you work from home or run medical equipment, see the generator interlock kit and the shutoff explainer.
Apple Valley faces the same SCE wind warnings, with its own permit office.

Questions about electrical work in Victorville
Does Victorville charge extra for a bigger service?
The city posts a stand-alone fee sheet. Ask Building & Safety for the current service, subpanel and circuit lines before you budget. Those cover the city permit only, not the electrician's labor, the panel or any SCE charges.
Does Victorville have its own electric company for homes?
No. Victorville Municipal Utility Services sells electricity only to commercial and industrial customers at Southern California Logistics Airport and Foxborough Industrial Park. Homes use SCE, which the city's utilities page lists at 800-655-4555, and that is the number to call about the meter and service wire.
Do I need a permit for an EV charger in Victorville?
Yes. The city has an EVSE permitting checklist that works as a supplement to the building permit application. Under AB 1236, the permit is issued once the checklist is deemed complete. The checklist posted is a 2020 form, so ask Building & Safety whether it has been updated.
Will wind shutoffs hit my Victorville home and do I need a battery?
It is possible. In June 2019 SCE warned about 6,500 high-desert customers, including Victorville, of a possible shutoff. No power was cut that Friday. San Bernardino County has also warned of 40 to 50 mph gusts here. If you need power for medical gear or work, a battery or interlock makes sense.
Can my high-desert panel handle a heat pump?
Only a load calculation can say. A heat pump here has to be sized for hot summers and cold winter nights. The electrician adds up your existing loads and the new circuit, then checks them against the service. Only about 15 percent of Victorville homes heat with electricity today, so most would be adding a new load.
