Home EV charger installation in Palmdale
Palmdale posts the state's express checklist for one- and two-family chargers, Form EV023A, and runs permits through an online portal. Most homes are single-family tract houses, so the job is often a garage wall mount.

The paperwork is already posted
Palmdale’s Building and Safety page links a guide to the EV permit process, the one- and two-family express checklist and a site plan form. That is the state’s AB 1236 shortcut in practice, explained in the AB 1236 guide. A typical home charger is a permit-only job, since the fee schedule asks for plan check only on larger or specialty work. Ask the electrician to download the current forms and fill them out before the first visit, so the application goes in complete the first time.
The city has its own electrical chapter, Municipal Code 8.04, so local amendments can sit on top of the state code.
Plan around a four-day counter
The counter is closed on Fridays and over midday Monday to Thursday. Because inspections are booked online, the rule of thumb is to request the inspection as soon as the work is done and not wait for Monday. Ask your electrician which day the visit is likely to land before you plan time off.
Tract panels and the air conditioner
Most Palmdale homes went up from the 1980s on, and fewer than one in five predates 1980. Those panels are not antiques, but they were sized for the appliances of their day. Summers are long and hot, so the air conditioner is the largest load in most houses, and the question is how much room it leaves on the main breaker. The load calculation page explains the math. Typical SoCal range for a charger on a panel with room is $1,000 to $2,000. With panel work, it is $3,600 to $7,500, per the cost page. See the Palmdale panel page if the answer is no.
Long runs, rentals and the SCE bill
Rural lots on the edge of town add distance. A charger at a detached garage or an outbuilding is a different job from one on the garage wall, and the detached garage page covers it. One in three Palmdale homes is rented, and tenants need the owner’s yes along with the legal backing above.
SCE delivers power across Palmdale. Its TOU-D-PRIME plan needs an EV, home battery or electric heat pump on file, and prices change, so compare it with your current plan on a real bill. SCE’s Charge Ready Home program is for households that are income-qualified or in disadvantaged communities, and the rebate guide explains how to check current terms.
Charger permit path
Palmdale posts a Permitting Process for EVCS guide and an Express Permit Checklist for One- and Two-Family EVCS (Form EV023A), with a site plan form (EV023D). These are the AB 1236 streamlined checklist documents; applications go through the Accela Citizen Portal.

Questions people ask
What forms does Palmdale want for a home charger?
The Express Permit Checklist for One- and Two-Family EVCS, Form EV023A, and a site plan form, EV023D. They follow the state's AB 1236 streamlined process, and applications go through the Accela Citizen Portal. The city also posts a Permitting Process for EVCS guide. Confirm the current forms on the Building and Safety page.
How long can Palmdale take to approve a charger permit?
The city does not publish a turnaround. State law sets outer limits: under Gov Code 65850.71, an application is deemed complete if the city has not sent a correction notice within 5 business days, and deemed approved after 20 business days from completeness if the city has not acted. Those limits apply to one to 25 chargers.
Can I walk a charger permit into the Palmdale counter on a Friday?
No. The counter is open Monday to Thursday 7:30 a.m. to 6 p.m., closed Fridays, and closed from 11:30 a.m. to 1:30 p.m. daily. Applications, fee payment and inspection booking all run through the Accela portal, so most of the work can be done online. Call 661-267-5353 with questions.
Can a Palmdale landlord say no to a tenant's charger?
Often not. Civil Code 1947.6 says a landlord shall approve a written request for a charger at the tenant's assigned parking space, for leases signed or renewed after July 1, 2015, when the tenant agrees to its conditions. It does not apply where parking is not part of the lease or the lot has fewer than five spaces.
