Electrician in Westminster: Westminster Build permits and SCE easements
Westminster is a post-war suburb where three in four homes predate 1980, permits run through the Westminster Build portal, and SCE easements can decide where a new ADU subpanel goes.

One portal for permits
Westminster moved permits online on March 31, 2024, to a portal called Westminster Build. You can pay invoices, check plan and permit status, request inspections and see the day’s inspection schedule there. The Building Division at 8200 Westminster Blvd. also takes walk-ins on weekdays. The Community Development fee schedule that took effect September 1, 2025 prices permits from valuation tables, so ask the counter for the figure on your job. The permit overview shows the usual sequence.
For chargers, the city publishes an expedited checklist under AB 1236. It asks for a load calculation worksheet, a single-line diagram, charger specs and a site plan signed off by Planning. If the calculation shows a panel upgrade is needed, the plans must show it. Call the Building Division at 714-548-3254 to learn which version covers a home.
ADUs and the easement rule
Westminster’s ADU guide says SCE easements are no-build areas, even for roof eaves, so a structure cannot go in an easement without the easement holder’s permission. For an ADU that matters twice: the unit cannot sit in the strip, and the new meter or subpanel may have to move to a different side of the lot.
The city offers pre-approved standard ADU plans, which lose that status if modified, and the state housing department reviewed the city’s ADU ordinance in 2023. Read the ADU electrical requirements and the subpanel page together.
Climate zone and outages
Westminster sits in CEC zone 6, while Garden Grove, Santa Ana and Anaheim are in zone 8, so energy-code requirements can change across the city line. Panel upgrades here are more often driven by chargers, heat pumps and ADUs. That makes a heat pump circuit a common project. Check the heat pump requirements guide.
Wildfire shutoffs are not what homeowners here plan around. The June 2025 balloon outage is the documented example of what does go wrong, and a small battery covers events like that. Fountain Valley next door joins Orange County Power Authority in April 2027, so the two bills will differ then. Westminster generation stays with SCE.
Housing from the 1950s to the 1970s
Three in four Westminster homes (76%) predate 1980, 48% predate 1970 and 22% predate 1960, against a 1971 median. Only 9% are newer than 2000. Single-family homes are 63% of the stock and owners are 53% of households. Original panels in this era are often small, so read how to read your electrical panel. For comparison, see Garden Grove.

SCE: meter, service and rate steps
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE supplies and delivers all electricity in Westminster. Westminster is not a member of Orange County Power Authority (members are Buena Park, Fullerton, Irvine and, from April 2027, Fountain Valley). Clean Power Alliance does not serve Orange County, so generation comes from SCE.

Local notes
- On June 4, 2025 stray metallic (Mylar) balloons caught on SCE equipment cut power to about 4,631 customers within a mile of Westminster Boulevard and Goldenwest Street. Source

Questions about electrical work in Westminster
Where do I apply for a Westminster panel upgrade permit?
Through the Westminster Build portal, which the city launched on March 31, 2024. You can pay invoices, check plan and permit status and request inspections there. City Hall also takes walk-ins Monday through Friday, 7:30 a.m. to 5:00 p.m. Projects that need planning approval take longer, so call 714-548-3254 to ask about your job.
I am adding an ADU in Westminster. Do I need a new electrical service or just a subpanel?
It depends on the load calculation and what SCE allows at your address. The city offers pre-approved standard ADU plans and warns that SCE easements are no-build areas, so structures cannot go in them without the easement holder's permission. That limits where a new service or subpanel can sit on the lot.
Why does my Westminster power go out so often?
The documented cause is objects on the lines. On June 4, 2025 stray metallic balloons on SCE equipment cut power to about 4,631 customers near Westminster Boulevard and Goldenwest Street, some into the next morning. That is one event, not a measured trend, so ask SCE for your circuit's outage history if you are weighing a battery.
Does Westminster's climate zone change my heat pump requirements?
It can. Westminster is in CEC climate zone 6, the coastal zone, while Garden Grove, Santa Ana and Anaheim next door are in zone 8. The zone changes Title 24 energy requirements for heating, cooling and ADU projects. Ask your electrician or the Building Division which requirements apply to your permit.
How do I get an EV charger permit in Westminster?
File through the Westminster Build portal. The city publishes an expedited checklist under AB 1236 that asks for a load calculation worksheet, whether a panel upgrade is needed, a single-line diagram, charger specs and a site plan signed by Planning. Ask the Building Division which version applies to a home and what the fee is.
