Will the panel carry a heat pump and a charger?
Most Fountain Valley houses were built in the 1960s and 1970s, before heat pumps, induction ranges and EV chargers. Nearly all of it predates 1980 (82 percent), with 40 percent built before 1970, and 78 percent of homes are single-family. That points to the load calculation as the first step, because it shows how much room the existing service has. A 200-amp panel upgrade is the usual fix when it does not fit, and heat pump electrical requirements lists what a heat pump circuit needs. Charger load can sometimes be managed instead, see EV charger load calculation.
Before and after April 2027
Edison stays the delivery company either way. What changes in April 2027 is who sets the generation charge, so a rate plan you pick now may look different after the switch. If you plan an EV, read time-of-use rates for EV owners and compare plans on a recent bill. Rates change, so do not lock in a payback figure from one month’s prices.
Coastal zone 6 and what it means
Fountain Valley is in climate zone 6, the coastal zone, unlike inland Santa Ana. That changes the Title 24 energy rules that apply to heat pump and air conditioning projects, so a plan written for a Santa Ana house may not carry over. Summers are cooler here, which keeps cooling loads lower, so an EV or a heat pump is more likely than air conditioning to push a panel past its limit.
Fountain Valley is flat and built out. See the electrification order of operations before you buy appliances.
Permits, hours and calling the inspector
The Building Division counter is open Monday to Thursday, 7 a.m. to 6 p.m., and closed Friday. Applications go in online through the Permit Center or at the counter. The city adopted its own EV ordinance under AB 1236, and a charger application needs a site plan, a single-line diagram, a load calculation worksheet and the expedited checklist. The fee table on this page shows the panel lines, and plan check and state fees are separate.
Inspections are requested in the Permit Center portal. You can also call your assigned inspector from 7:00 to 8:30 a.m. or 4:30 to 6:00 p.m. After the city clears the work, SCE sets the meter. The utility’s steps come after the city’s and a service change takes weeks, so book SCE early. Read the utility coordination guide. For comparison, see Santa Ana and Huntington Beach.

Getting power work done with SCE
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE owns the wires, meters and poles and does the service upgrade work. The city council voted in late 2024 to join Orange County Power Authority (OCPA), a community choice program. Both OCPA's Fountain Valley page and the city's page say service is projected to start in April 2027 (an earlier plan said October 2026). Customers get two notices in the 60 days before April 2027 and two more within 60 days after, and can stay with SCE or change plans.

Questions about electrical work in Fountain Valley
Will Orange County Power Authority change my electric bill when it starts in Fountain Valley?
It will change the generation part of the bill. The city's page and OCPA both project a start in April 2027, with Basic Choice as the default plan. Smart Choice costs $0.01 per kWh more and 100% Renewable costs $0.015 more. You can opt out and stay with SCE. SCE still bills delivery.
What goes into the Fountain Valley permit total for a 200 amp panel?
The city's 2025 fee form lists $85.20 for a new panel or upgrade up to 250 amps, plus a $21.30 permit issuance fee. A sub panel is $53.25. Plan check and state fees are separate. The form does not print an effective date, so confirm the amount with the Building Division before you budget.
Do I need a permit for a Level 2 EV charger in Fountain Valley?
Yes. The city has an ordinance (Title 18, Chapter 18.30) following AB 1236. Apply with a site plan, a single-line diagram, a load calculation worksheet and the expedited checklist. The city's EV page says staff review takes 1 to 10 days. The charger needs a final inspection.
Do I need to upgrade my Fountain Valley panel for a heat pump?
Maybe. Most homes here were built before 1980, and an older service can have little room left once a heat pump is added. A load calculation shows the answer, and the city posts a residential load calculation handout that your electrician can use. If the numbers do not fit, load management is another option.
Why is Fountain Valley's climate zone different from Santa Ana's?
Fountain Valley is in California Energy Commission climate zone 6, the coastal zone. Santa Ana and Garden Grove are in zone 8. The zone changes the energy code rules that apply to heat pump and air conditioning projects, so a plan for a Santa Ana house may not carry over.
