Electrician in Riverside: charger, battery and heat pump rebates

Riverside Public Utilities serves the whole city, so SCE programs do not apply. A panel job starts with an RPU meter spot, and RPU has its own EV charger, battery and heat pump rebates.

Turnaround. The city's Permits page says some permits are issued same day over the counter. It lists residential service meter upgrades among them (alongside simple water heater change-outs, reroofs and re-stucco). Other projects may need plan review.

EV charger permits. The Public Permit Portal lists 'Electric Vehicle Charging Stations' as a project type that needs extra documents at submittal and links a 'Residential EV Charger Guidelines' document. The city's EV charger fee is a flat $66.00 plus the permit issuance fee. The portal page does not cite AB 1236 (Gov. Code 65850.7) by name.

Inspections. Phone only as of the city's Inspections page: Automated Inspection Request Line (951) 826-5361, with the permit number and the 3-digit inspection code from the job card. Requests before 5:00 pm are usually scheduled the next business day. Inspections run 8:00 am to 4:00 pm. The page said online scheduling was 'coming soon' through the new portal.

Start with the meter spot

Riverside Public Utilities has served the city since 1895. SCE does not bill city addresses, so SCE rebates such as Charge Ready Home do not apply here. Before a new panel goes in, RPU offers a meter spot visit to confirm where the panel can go. Nobody has to be home. RPU’s standard fees cover services up to 200 amps. Above that, the price is based on cost to serve. RPU’s fee schedule changed on July 1, 2026.

The electrician then applies for the permit. Riverside lists residential service meter upgrades among the permits it can issue over the counter the same day. See the utility coordination guide and the meter spot timeline.

Reading the city fee schedule

The July 2026 schedule has flat lines for a service up to 200 amps, a residential EV charger, a subpanel and a rewire, each on top of an issuance fee and a 14% surcharge. The table above has the numbers. The surcharge is the part people miss when they add up a quote. Inspections are booked by phone at (951) 826-5361, and requests before 5 p.m. are usually scheduled for the next business day. The city said online scheduling was coming through its new portal.

Rebates that change the math

RPU’s money is the real local story. It pays for a charger, a battery, a heat pump and a used EV, and several of the rebates need a permit with final inspection, so do not start work before you read each program. For the install side, see EV chargers and home battery installation.

Heat and older wiring

Riverside’s July high averages 93 F, with about 21.6 days a year at 100 F or more. Central air conditioning and heat pumps run hard just when time-of-use prices peak. RPU’s EV page says charging works on either its standard or time-of-use residential rate. The time-of-use guide covers how to compare.

About 4 in 10 Riverside homes predate 1970, and the median year is 1976. Downtown, the Mission Inn Historic District holds buildings from the 1880s to the 1940s, and electrical work there can run into plaster and masonry that a tract-home panel swap never meets. Plan time for that.

Fire and shutoffs

About 13.7% of RPU territory is wildland-urban interface. The Bain Fire in May 2026 led to evacuation orders for more than 24,000 residents before they were lifted May 22. A battery or a transfer switch makes sense for that reason. Moreno Valley has a similar city-and-SCE split, with its own permit office.

Working with RPU on a service change

RPU is the city-owned electric utility. Its 2024 Wildfire Mitigation Plan says it has served Riverside since 1895 and serves the whole city, about 81.5 square miles and 113,083 electric accounts as of January 31, 2024.

Standard fees listed: temporary power overhead $1,009.00, underground $1,268.00, disconnect/reconnect $1,198.00. Phone for RPU: (951) 826-5489. RPU's page does not describe a separate meter-release form.

Backup power for shutoff days

Shutoff record: Named on a possible-shutoff list only

RPU says it has not preemptively shut off service for wildfire yet. Its PSPS page warns customers can still lose power from an SCE PSPS event (up to 7 days) if SCE shuts off the transmission lines that connect Riverside to the regional grid, and that rotating outages could reach any RPU customer. On Oct. 25, 2020 RPU told NBC Los Angeles it had no shutoffs planned while SCE monitored nearby Glen Avon.

RPU's 2024 wildfire plan reports 13.7% of its territory as wildland-urban interface and 8.2% as intermix by area.

How shutoffs work · Backup power options

Riverside specifics

  • RPU's battery rebate ($500 per kWh up to $10,000) requires final-inspected permits, a customer-owned system, and a domestic time-of-use rate for the life of the system. Homes whose construction began on or after January 1, 2026 do not qualify. Source
  • That makes a battery or a transfer switch more relevant here than the lack of local PSPS events suggests. Source
  • The Mission Inn Historic District (about 1880s to 1940s buildings, including part of the Seventh Street Historic District, now Mission Inn Avenue) covers downtown Riverside. The Mission Inn itself is a National Historic Landmark (designated 1977). Source

Questions about electrical work in Riverside

Do I call SCE or the city to upgrade my panel in Riverside?

Call Riverside Public Utilities at (951) 826-5489, not SCE. RPU serves every city address. It offers a meter spot site check before the new panel goes in, with an initial inspection fee of $98.00 on its page. The electrician then applies for the panel permit through Building and Safety.

How much is the RPU rebate for an EV charger, and does it cover the outlet?

RPU pays up to $1,500, or up to $2,500 for SHARE enrollees, for a wall-mounted Level 2 charger. A bare 240V outlet is not eligible. Hard-wired or new 240V work needs an electrical permit. It is one per household every three years, and you apply within 180 days.

Can I get an RPU rebate for a home battery?

Yes, with conditions. RPU pays $500 per kWh up to $10,000 for a customer-owned battery bought on or after July 1, 2026. The job needs a permit with final inspection, and the home must stay on a domestic time-of-use rate. Properties that began construction on or after January 1, 2026 are excluded.

Is an older house in Riverside ready for a heat pump or charger?

Not always. About 4 in 10 Riverside homes were built before 1970, and small services and older wiring are more common in that group. A load calculation and a look at the panel come first. RPU's heat pump rebate is $750 per ton for matched new equipment at 15.2 SEER or higher.

Will my power go out if SCE calls a shutoff even though Riverside has its own utility?

It can. RPU says it has not shut off customers on its own for wildfire. But if SCE shuts off the transmission lines that connect Riverside to the regional grid, RPU customers can lose power for up to 7 days. Rotating outages could reach any RPU customer.
