Electrician in Corona: check which utility serves your street

Corona has two electric utilities: SCE for most streets and the city's own Utilities Department for a few areas. Which one you have changes the rules for batteries and rebates.

Turnaround. The Expedited Permits page lists EV charging stations (along with solar PV and solar water heating) as expedited online types, with no turnaround time stated.

EV charger permits. The city's 'Electric Vehicle Charging Stations: Expedited Online Permits' guidelines say the city's EVCS ordinance, application and checklist were developed under the full criteria of AB 1236. That projects meeting the streamlined criteria are administratively approved through a non-discretionary building permit, limited to health and safety review. Submit the application, checklist and PDF plans through eTRAKiT under permit type 'Expedited' and pay plan check fees first. Plans need a site plan, single line diagram, panel schedules and load calculations. A panel upgrade or mechanical ventilation needs a separate building permit and fees. Plugging into an existing 120V 15 or 20 amp receptacle needs no permit.

Inspections. Inspections can be scheduled online Monday through Thursday (City Hall is closed Fridays). For a Friday inspection due to hardship, call 951-736-2250 by Wednesday at 5:00 p.m.

Find out which utility you are on

The city utility has its own rebates, rules and interconnection process. If your street is on it, the city says a separate approval is needed before work starts, and a line-side tap or a second meter needs its own review. The bill tells you which utility you have.

That split matters most for batteries. At city-utility addresses a backup switch cannot go in the main panel or on the meter, so the layout of the job changes. Read home battery installation to see where these devices usually go, and size the battery before the panel is ordered.

Permits: chargers fast, panels not

Charger permits run through the city’s eTRAKiT portal as an Expedited permit type, under an ordinance built around AB 1236. Panel upgrades are not on the expedited list, and the city does not publish a turnaround in days. The practical result: a plain charger circuit moves quickly, but a charger that forces a panel upgrade becomes two permits with two sets of fees. Look at the permit table above and compare it to the typical cost of a panel upgrade and the EV charger cost. The AB 1236 guide explains what the state requires.

The Building Division counter and City Hall close on Fridays, so book inspections Monday to Thursday.

Tract homes, newer panels

Master-planned growth set most of Corona’s panel sizes. The median home dates to 1991, 14 percent predate 1970 and about a quarter predate 1980. The housing that followed went up in areas like Dos Lagos, Eagle Glen and Sierra Del Oro, where 100 to 200 amp panels are typical. Small older cottages sit near downtown and the Circle.

The usual job is adding a charger or a heat pump to a panel that is already busy. Start with the load calculation guide and do I need a panel upgrade for an EV charger.

Rebates follow the meter

Corona Utilities lists rebates for appliances and cooling, and does not list one for chargers, panels or batteries. At SCE addresses, Charge Ready Home is the program to check. It is open only to income-qualified or disadvantaged-community households, so look up your address and the current terms. See the Charge Ready Home guide.

Hillside edges and wind

Streets toward the Santa Ana Mountains face higher fire threat and the fall wind days that go with it. The shutoff history above is a good reason to think about backup power early. Read the shutoff explainer and the wildfire zones guide.

Getting power work done with SCE

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

SCE addresses: SCE Service Planning decides what size service can be provided at an address. City building departments in SCE territory generally require a permit, an inspection, and a release to SCE before SCE reconnects the meter. The usual pattern is an SCE disconnect in the morning and reconnect the same afternoon once the city inspection passes. Utilities Department phone (951) 736-2234.

EV rate. SCE addresses: SCE offers TOU-D-PRIME, a residential time-of-use plan for customers with an EV, home battery or heat pump (enrollment requires an attestation).

Backup power for shutoff days

Fire weather and power shutoffs

Shutoff record: Named on a possible-shutoff list only

On Dec. 9, 2018 CBS Los Angeles reported SCE identified 25 high-risk circuits in Corona that could be eligible for a public safety power shutoff, with a public meeting at the Corona Fire Department. In October 2019 Patch listed Corona among Riverside County areas told to prepare for possible SCE shutoffs. The Holy Fire (started Aug. 6, 2018 in the Cleveland National Forest) burned about 23,100 acres and destroyed 24 structures (CAL FIRE incident page).

Questions about electrical work in Corona

Is my Corona home on Edison or the city's electric utility?

Most homes are on SCE. Small areas near Dos Lagos, The Crossings, Corona Pointe and Princeland are served by the city's Utilities Department. Your electric bill shows the provider. The city also links a service-area map from its electric pages. Check before you plan a battery, because the two have different rules.

What does Corona's Table D charge for a single-family service change-out?

Under the city's Table D, effective October 4, 2026, a single-family service change-out is $372.00, made of $93.00 plan check and $279.00 inspection. Any plan check or inspection has a $164.00 minimum. State fees are not shown in the table. A subpanel is a separate line at $316.00.

Can I put a Powerwall backup switch on my meter in Corona?

At an SCE address, SCE's own rules apply. At a Corona Utilities address, the city does not allow a Tesla Backup Switch or similar device in the main service panel or on the meter. It has to go in a separate downstream panel or meter enclosure, and the Utilities Department must approve it first.

Does the city require a panel upgrade for a Level 2 charger?

Not by itself. The city's expedited EV guidelines ask for a site plan, a single line diagram, panel schedules and a load calculation. If that math shows the panel is too small, an upgrade is needed, and it is a separate building permit with its own fees. Plugging into an existing 120 volt outlet needs no permit.

Is my hillside Corona home at risk of a utility shutoff?

It can be. In December 2018 SCE identified 25 high-risk circuits in Corona that could be eligible for a public safety power shutoff, and shutoff warnings returned in October 2019. Those were warnings, and the city has not published a parcel-level fire map for homeowners. Ask your utility whether your circuit is on its list.
