Panel upgrade in Riverside
A Riverside panel upgrade involves the city utility and the Building and Safety Division, not SCE. Service above 200 amps and older downtown wiring are the two places where the job grows.

Start with the meter spot
Before a new panel is ordered, RPU offers a site check to confirm where the panel can go. Asking for it early avoids buying equipment for a wall that does not work. After that, the electrician files the permit with Building and Safety, and the utility coordination guide shows the general order. The city’s Permits page lists residential service meter upgrades among permits that can be issued over the counter, though larger or more complex jobs may need plan review, so ask which route applies.
The 200 amp line
Most homes need a 200-amp upgrade, and RPU’s standard fee list covers that size. A larger 400-amp service is priced by the utility for the address. Ask the electrician which of the utility’s listed items apply to your job, such as temporary power or a disconnect, since the page does not say which lines a panel swap triggers. The panel cost page gives the typical SoCal range, dated October 2026.
Older houses and mixed wiring
Close to four in ten Riverside homes were built before 1970 and about one in ten before 1950. Downtown, around the Mission Inn Historic District, older buildings can mean plaster, masonry and early wiring that a tract-home swap never meets. Cloth cable and ungrounded outlets are common finds. Newer tracts usually have a modern panel, but its breaker spaces can be full after solar or a heat pump. Ask the electrician to open and inspect before quoting a fixed price.
Inspection and backup power
Inspections are booked by phone through the city’s automated line, (951) 826-5361. Requests made before 5 p.m. are usually scheduled for the next business day. Ask RPU what it needs from the city, if anything, before it reconnects the meter.
RPU says it has not preemptively shut off service for wildfire, yet customers can still lose power for days if SCE de-energizes the lines that feed the city. A panel with room for a battery or a transfer switch is cheaper to plan now than to retrofit. The Riverside city page has more on fire and outage history.
Utility and meter work
Before a new panel goes in, RPU offers a 'meter spot' site check to confirm where the panel can go (appointment window 9 a.m. to 2 p.m., nobody needs to be home). RPU's page lists an initial inspection fee of $98.00 and says the city approved a new electric fee schedule effective July 1, 2026. Standard fees listed: temporary power overhead $1,009.00, underground $1,268.00, disconnect/reconnect $1,198.00. Fees apply up to 200 amps; above 200 amps they are based on cost to serve. The electrician then applies for a panel upgrade permit through Building and Safety. Phone for RPU: (951) 826-5489. RPU's page does not describe a separate meter-release form.

Questions people ask
Does anyone have to be home for the RPU meter spot visit?
No. RPU's appointment window is 9 a.m. to 2 p.m., and nobody needs to be home. The visit confirms where the new panel can go, so make sure the meter and the wall are reachable. Call (951) 826-5489 to schedule, or ask your electrician whether they will book it for you.
What if the house needs more than 200 amps?
Expect a custom quote. RPU's standard fee list stops at 200 amps, and above that the utility-side charge is based on the cost to serve your address. Ask RPU for a written estimate before the electrician orders equipment for a 320 or 400 amp service, because the number can be well above a standard swap.
Why would a Riverside house lose power if RPU has never shut off lines for fire?
RPU says Riverside connects to the regional grid through transmission lines that SCE can shut off. When that happens, RPU customers can lose power too, and RPU warns that rotating outages could reach any customer. That is why some owners add a battery or a transfer switch to a new panel. Ask the electrician about it before the permit is filed.
Does a new panel replace the old wiring in a downtown Riverside house?
No. A panel upgrade swaps the panel and the service, not the branch circuits behind it. Cloth-covered cable and ungrounded outlets stay unless they are separately replaced. Ask the electrician to inspect what leaves the old panel, and price a partial rewire if the wiring looks tired.
