Nine communities, many lot types
Jurupa Valley incorporated in 2011 from nine communities, including Mira Loma, Glen Avon, Pedley, Rubidoux and Sunnyslope, and each has different lot sizes and service types. Roughly one in five homes predate 1960 and another one in five went up after 2000 (the median is 1979), so the stock splits between older parcels and newer tracts. Newer tracts have the opposite problem from older lots: the panel is modern but the breaker spaces are tight. Neighbors like Eastvale and Riverside have different counters.
Permits online, fees unknown
The city’s permits page lists residential electrical service changeouts as the first item that can be applied for and issued fully online in Accela. The city also posts monthly electrical permit logs, and recent entries show panel upgrades from 100 to 200 amps and EV outlet jobs filed as electrical permits. No fee schedule is posted where a homeowner would find it, and the permits page does not mention EV chargers, so ask how a charger is handled. The AB 1236 guide explains the state rule, and the panel upgrade cost page gives typical ranges.
Shutoffs and the Bain Fire
SCE began shutting off power on the morning of October 26, 2020 to thousands of customers in Jurupa Valley and Simi Valley during a Santa Ana wind event. In January 2025 it ran community resource centers in the city. The Bain Fire burned about 1,497 acres, starting in the Santa Ana River bottom near Mira Loma, and put more than 24,000 residents under evacuation orders.

SCE rates and rebates
SCE’s TOU-D-PRIME plan needs an EV, battery or heat pump on file and has a 4 to 9 p.m. peak. See the time-of-use guide. If your household qualifies by income or by disadvantaged-community address, Charge Ready Home is the SCE rebate to ask about, and its terms can change. The utility coordination guide shows how SCE and the city steps line up.
Questions for an electrician on a big lot
Ask how far the meter sits from the house, whether the service is overhead or underground, and whether a trench is needed for a new run. Ask how a battery or generator inlet would connect, and what it would power during an outage. Write the answers into the quote. The guide to quotes shows what a clear one lists.

The City of Jurupa Valley's Partnering Service Providers page says SCE is the energy provider for city residents. Western Community Energy filed Chapter 9 bankruptcy in mid-2021 and ceased operations. The City of Hemet's page says all WCE customers were transitioned to SCE. Today the bill comes from SCE. The city's PSPS page says SCE intends to notify affected customers about 48 hours ahead and again about 24 hours before a shutoff.

Questions about electrical work in Jurupa Valley
How do I get a panel upgrade permit in Jurupa Valley?
Residential electrical service changeouts can be applied for and issued entirely online through the city's Accela portal. Inspections are scheduled in Accela too, and the inspection line is 951-332-0790. The city does not post a fee schedule that is easy to find, so call Building & Safety at 951-332-6464 and ask for the current fee before you compare bids.
What should I do about power shutoffs in Glen Avon and Mira Loma?
Plan for outages that can last more than a day. SCE shut off Jurupa Valley circuits on October 26, 2020 during Santa Ana winds, and it staffed community resource centers in the city in January 2025. The city's page says SCE aims to notify customers about 48 hours ahead and again about 24 hours before.
Will a bigger service need a new line, pole or trench on my lot?
It can. Lot size, the distance from the meter to the house and whether service is overhead or underground all change the work. SCE Service Planning decides what size service can be provided at an address. Ask your electrician to request a meter spot before the design is final.
Did Western Community Energy change my bill?
Not now. Jurupa Valley joined Western Community Energy in 2020, but that program filed Chapter 9 bankruptcy in mid-2021 and its customers moved back to SCE. Today the bill comes from SCE. The city's own page names SCE as the energy provider for residents.
Is it worth adding a battery after the Bain Fire?
It is a fair question. The Bain Fire began May 19, 2026 near Bain Street and Limonite Avenue in Mira Loma and led to mandatory evacuations for more than 24,000 residents before orders lifted May 22. A battery covers outages, not evacuation. Compare it with a generator inlet for your loads.
