Turnaround. Residential Express Permits for electrical (subpanel up to 100A, additional circuits, panel upgrade up to 400A) are filed online through CiViC. The city flyer does not state a turnaround time.
EV charger permits. Ordinance 2017-10 added Chapter 15.19 to the municipal code to implement AB 1236. The Building Division publishes an eligibility checklist for expedited EVCS permitting at one- and two-family homes (dated 12/22/2022). It sorts chargers from Level 1 up to Level 2 at 100A (19.2 kW) and asks for manufacturer specs, an electrical load calculation worksheet (CEC 220), a charging circuit sized for 125% of continuous load (CEC 210.20), a site plan at least 18 by 24 inches, a single-line diagram. Plans for any required panel upgrade.
Inspections. Inspections are scheduled through the CiViC account. A valid CiViC account has been required for both in-person and online permits since May 1, 2025. Permit questions go to [email protected] or 949-718-1888.
No city-run rebate is listed for Newport Beach. See the rebate finder for programs from SCE and the state.

Express permits and the CiViC account
The Building Division lists three Residential Express Permits for electrical work: add a subpanel (100 amp maximum), add circuits, and upgrade a panel (400 amp maximum). They are filed online through CiViC, and a valid account has been required since May 1, 2025, for online and counter permits alike. Inspections are scheduled there too.
The fee table prices a service as a flat amount by size, with plan review added only when plans are reviewed. There is no EV charger line, so a charger circuit is priced from the outlet, appliance and service lines. Huntington Beach, by comparison, charges per amp. See the 400 amp service page if you are going above 200.
The charger checklist
Chapter 15.19 of the municipal code implements the state expedited-permit law, see AB 1236 EV charger permit rules. The checklist sorts chargers from Level 1 up to Level 2 at 100A and 19.2 kW. It cites the 2022 electrical code, and the current edition is the 2025 code, so the city may have a newer version. For the load math behind it, read the load calculation page.
Older lots and salt air
A third of Newport Beach homes (34 percent) predate 1970, and the median year is 1978. Balboa Island, the Peninsula and Corona del Mar have narrow older lots, often with small services and large remodels, while Newport Coast, Newport Ridge and Newport Center are the planned areas of the 1980s to 2000s.
Salt air corrodes exterior panels and meters near the water. A rusted outdoor enclosure is a reason to move or replace it, see meter and service mast. Coastal Zone rules can also reach larger remodels, so an electrician working on a project that changes the outside of a home should ask the city.
Fire areas
The fire concern is canyon and hillside areas. Read the PSPS prep checklist if you live up there. SCE delivers all power. Expect weeks for SCE to set the meter after the city clears the work.
Solar and batteries
Residential solar for single-family and duplex homes has been online-only through SolarAPP+ since August 1, 2024, and the city offers expedited plan check for solar and whole-house battery systems. See solar and battery tie-in. Nearby is Costa Mesa.

The fire concern is in the canyon and hillside areas: the State Fire Marshal issued updated recommended Local Responsibility Area fire hazard maps for Newport Beach on March 24, 2025. A 2012 city notice designated Buck Gully and parts of Newport Ridge and Newport Coast east of Newport Coast Drive as Very High.

Questions about electrical work in Newport Beach
Can I get an express permit for a 200 amp panel upgrade in Newport Beach?
Yes, the city lists panel upgrades up to 400 amps as a Residential Express Permit on CiViC. It also lists a subpanel up to 100 amps and added circuits. The city flyer does not give a turnaround time, so ask the Building Division at (949) 644-3200 how long your permit will take.
Do I need a Coastal Development Permit to upgrade a panel or add a charger in Corona del Mar or on Balboa Island?
Ask first. Much of the city is in the Coastal Zone under a certified Local Coastal Program, and the city issues Coastal Development Permits itself. The city does not say whether an electrical-only job needs one. Check with the Building Division before work starts, especially if the job changes the outside of the building.
What does the Newport Beach EV charger checklist ask for?
The checklist for one- and two-family homes asks for manufacturer specs, a load calculation worksheet, a charging circuit sized for 125 percent of continuous load, a site plan at least 18 by 24 inches, and a single-line diagram. It also asks for plans for any required panel upgrade. The posted version is dated December 2022, so ask for the current one.
Why do I need a CiViC account to pull an electrical permit?
Since May 1, 2025, the city has required a valid CiViC account for both in-person and online permits. Permit questions go to [email protected] or 949-718-1888. Your electrician usually applies, but inspections are also scheduled through the same account, so the account holder matters.
Is my Newport Coast or Newport Ridge home in a high fire zone, and does that affect electrical work?
Parts of Buck Gully, Newport Ridge and Newport Coast east of Newport Coast Drive were designated Very High in 2012. The State Fire Marshal issued new recommended maps on March 24, 2025. The city has a viewer that compares the 2012 and 2025 maps, so check your address there and ask whether the council has adopted the new map.
