Permits through TESSA
Costa Mesa takes electrical permits through TESSA, its online permit system. Under Insta-Permit you apply and pay with standard plans and the permit is emailed within minutes. The city also has a Residential Panel Upgrade form that asks for the old amp size, the new amp size, and whether the panel is interior, garage, carport or exterior. Because the city does not say which jobs count for same-day, ask before you schedule around it.
The service fee is flat by size rather than per amp. That differs from Huntington Beach, which prices by amp. For general ranges, see the panel upgrade cost page.
The EV charger rule from 2017
Costa Mesa passed Ordinance 17-13 in 2017 to follow state law on fast EV permits. See AB 1236 EV charger permit rules. The checklist asks for manufacturer specs, a load calculation and plans signed by an electrical engineer or a C-10 contractor. Projects that do not pass the checklist go through standard review, which is slower.
Older stock, tighter panels
Nearly half of Costa Mesa homes, 46 percent, went up before 1970, and the median is 1972. A house from that era may still have a small original panel, and some may have ungrounded wiring, so the electrician checks the service size and the wiring type before quoting a charger. If you see round-fuse boxes or a brand like Zinsco, read Zinsco and Federal Pacific panels.
Only about half of homes are single-family and about 40 percent are owner-occupied, so many tenants and condo owners will want the HOA and condo charger page.
ADUs are driving subpanel work
In September 2024 the state housing department found that the city’s 2023 ADU ordinance did not comply with state law, and a council hearing was set for March 2025 to update it. A new ADU on an older lot often needs a subpanel or a service upgrade. See subpanel installation and the ADU electrical cost page.
Coastal heat and the meter
July highs stay in the upper 70s on the coast, with inland-style heat reaching the north and east sides during Santa Ana wind events. Many older homes never had central air, which keeps summer load modest. SCE sets the meter after the city clears the work, and that step can take weeks. Newport Beach uses a different express-permit setup.

Working with SCE on a service change
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE delivers and bills all electricity in Costa Mesa, and generation is SCE bundled service. Costa Mesa is not an Orange County Power Authority (OCPA) member as far as could be confirmed: in September 2025 the council voted 5 to 2 to draft an ordinance that would let the city consider joining, with the item expected back on October 7, 2025.

- At a Finance and Pension Advisory Committee meeting on October 1, 2025, OCPA staff presented and residents questioned whether OCPA would lower rates. Until the council completes a vote, Costa Mesa customers stay on SCE. Source

Questions about electrical work in Costa Mesa
Can I get an electrical panel upgrade permit the same day in Costa Mesa?
Possibly. The city runs Insta-Permit in TESSA, where you pay and the permit is emailed within minutes, and it has a Residential Panel Upgrade form. The city does not say which electrical jobs qualify. Call the Building Division at (714) 754-5273 to ask whether your panel swap is eligible before you plan around same-day.
Does my Costa Mesa EV charger permit need stamped plans?
The city's expedited checklist asks for electrical plans signed by a California licensed electrical engineer or a C-10 electrical contractor, plus manufacturer specs and a load calculation. The posted checklist is the multifamily version, so ask the Building Division what the one- and two-family version requires for a house.
Will Costa Mesa join Orange County Power Authority, and does it change my bill?
Not yet. At an October 1, 2025 advisory committee meeting, OCPA staff and residents discussed whether the city should join. Until the council completes that process, you stay on SCE bundled service, and your EV rate options are SCE's. Watch city council agendas if you want to know when it comes back.
Does Costa Mesa charge for a panel by amp size?
The fee is a flat amount by service size, not a per-amp charge, with an issuance fee on top and an hourly charge if plan review is needed. No adopted fee amount is confirmed on this page, so ask the Building Division for the current figure before you compare bids.
Do I need to upgrade my panel to add an ADU on an older Costa Mesa lot?
Often, but not always. A new ADU adds a full set of loads, and an older panel may not have room. An electrician adds up the loads, and the answer is usually a subpanel or a service upgrade. The city also updated its ADU rules after a state housing review, so confirm what applies to your lot.
