Power from SCE
Electrician in Huntington Beach: bigger panels cost more in permit fees
Huntington Beach prices a service change per amp, not as one flat fee, so a 400A panel permit costs about twice a 200A one. SCE delivers and bills the power.

What the per-amp fee means for a panel job
Most cities in this area charge one flat fee for a service change. Huntington Beach does not. The fee sheet bills each service meter by the amp, so the permit grows with the panel you choose. Sizing down to 200A instead of 400A roughly halves that line, and the table on this page shows the other lines. There is no separate EV charger line, so a charger is priced from the circuit and any service or sub-panel work. Confirm the figures with the Permit Center, because the electrical pages are dated earlier than the rest of the sheet. For ballpark totals, see the panel upgrade cost page and the 200 amp panel upgrade guide.
Housing age and what it points to
Much of the city went up before central air and EV chargers were common: 39 percent of homes date before 1970 and 69 percent before 1980. Only 59 percent of homes are single-family, so some jobs sit in complexes or small lots. If you plan a charger, read how to tell if you need a panel upgrade for an EV charger. Wiring in the oldest houses may call for a partial rewire.
Salt air near the water
The harder problem near the coast is salt air. It eats exterior panels, meter enclosures and outdoor receptacles. If your panel is outside and rusted, that alone can be a reason to replace it. Heat waves with Santa Ana winds push load for a few days a year, but air conditioning runs fewer hours than inland Orange County.
Much of the city lies in the Coastal Zone. The city follows state ADU law, and an ADU in the Coastal Zone may need a Coastal Development Permit. If you are adding one, read the ADU electrical cost page and ask about coastal review early.
Permit path and the meter
The Building and Safety Permit Center handles permits. The city lists an Express Permitting program for simple single-family permits, but ask whether a panel upgrade or charger qualifies before counting on it. Anything that needs plan review takes longer. Details on the SCE side are in the panel upgrade timeline guide.
Some streets have overhead service drops that may change if the city builds an undergrounding district, which a city committee with SCE and Verizon decides. Ask before you pay to move a mast on a street that may be on that list.
Fire and shutoffs
Huntington Beach has had no shutoff reported. Shutoffs in Orange County have centered on foothill and canyon areas, not the coast. Read PSPS power shutoffs explained if you are thinking about a battery. For a flat-fee comparison nearby, see Newport Beach.

What SCE handles on a panel or charger job
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE delivers and bills all electricity in Huntington Beach. The city was a founding member of Orange County Power Authority but its council voted 4 to 3 in May 2023 to leave. The exit was completed July 1, 2024 per press coverage, so households are back on SCE bundled service. Panel upgrades that change the service need SCE to approve the meter spot and set or release the meter after the city inspection.
All residential customers get an SCE allowance toward upgrades to SCE facilities. Work beyond the allowance is paid by the customer.

Questions about electrical work in Huntington Beach
Why does the Huntington Beach permit fee change with the amperage?
The city fee sheet charges a service change at $1.15 per amp, which works out to $230 for 200A and $460 for 400A, before a processing charge and an automation fee. The electrical pages of the sheet carry a 2023 date, so confirm the total with the Permit Center at (714) 536-5241 before you budget.
How do I apply for and book an electrical inspection in Huntington Beach?
Use the city's HB ACA Portal, which takes applications, payments and inspection requests and needs a registered account. The Permit Center is at 2000 Main Street, (714) 536-5241. For a panel change the city inspects first, and SCE sets or releases the meter after the city clears the work.
Do I need a Coastal Development Permit for electrical work near the beach?
Coastal Development Permits apply to some projects in the Coastal Zone, such as detached ADUs, and electrical-only work may not need one. If your address is near the beach, Sunset Beach or Huntington Harbour, ask the city's Planning staff before the work is scheduled so a coastal question does not stall the permit.
Is my electricity from SCE or Orange County Power Authority?
It is SCE. Huntington Beach was a founding member of Orange County Power Authority, but the council voted 4 to 3 in May 2023 to leave, and the exit took full effect in July 2024. Households buy generation from SCE again. Your bill and any rate plan, including EV plans, come from SCE.
Can my older beach-area house handle a Level 2 EV charger on a 100 amp panel?
Maybe. A 100A panel with gas appliances can sometimes take a charger with load limits. If the house also has an electric dryer, central air or a heat pump, a service upgrade is more likely. An electrician runs a load calculation to decide. The city also has an EV charger guideline for single-family homes.
