Turnaround. Licensed contractors can get a Residential Small Miscellaneous Combo Permit, which includes panel upgrade, outlets and fixtures, the same day through PermitsDIRECT!. Minor residential permits that do not qualify for same-day issuance have a two business day target. EV charger packages: completeness review about two business days, then plan check for single-family or townhouse about two to four days after payment.

EV charger permits. Submit online only through IrvineReady! (Google Chrome recommended): create an account, click the green plus, choose 'For Permitting--Other'. The homeowner's electrical contractor completes the EVCS Permit Worksheet. The package also needs the Residential EVCS Application Package, manufacturer specs and a single-line diagram. Exterior equipment must be at least two feet from the property line and screened if visible from the street. A charger in the garage cannot block the required parking space: the clear space must be 10 feet wide, 20 deep and 7 high for a one-car garage and 20 by 20 by 7 for two cars. The city says to check HOA CC&Rs before applying.

Inspections. Inspections are requested through the IrvineReady! account tied to the permit. Counter hours are Monday to Thursday 7:30 am to 5:30 pm and Friday 8 am to 5 pm.

No city-run rebate is listed for Irvine. See the rebate finder for programs from SCE and the state.

One portal, one worksheet

Irvine takes EV charger permits online through IrvineReady and nowhere else. The electrical contractor completes the EVCS Permit Worksheet, and the package adds the application, manufacturer specs and a single-line diagram. The details of the state law behind this are in the AB 1236 permit rules guide.

The residential fee lines in the table above are small per item. A service, a panel board and each branch circuit are priced separately, and a new charger circuit counts as a branch circuit. Plan check is billed on top, and the city emails the payment link after its completeness review. Read the totals the city sends rather than adding up lines yourself.

The garage is the tight spot

Irvine does not let a charger take over the required parking space. That decides where the unit goes before any wiring starts, and for many two-car garages the wall beside the door is the only place that works. Equipment outside must be screened if the street can see it. See outdoor or detached garage chargers for the options.

Village HOAs

Irvine was built in waves of Irvine Company villages. Turtle Rock, University Park and Westpark began by 1970, Woodbridge came in the 1970s and 1980s, and Woodbury and Stonegate arrived around 2009 to 2011. Most have an HOA that reviews exterior changes. Older Northwood areas, built separately from the early 1970s, do not. The state law behind charger requests is in the Civil Code 4745 guide, and condo owners should read about HOA and condo chargers.

Newer homes, bigger loads

Irvine’s wiring is rarely the problem; capacity is. The median home dates to 2002, only 4 percent were built before 1970 and 21 percent before 1980, and more than half were built after 2000. Fewer than half of homes are owner-occupied, so many charger requests come from tenants and condo owners. Summers run in the mid 80s, which means big air conditioners, and about a third of homes heat with electricity. Adding a charger on top can fill a 200-amp panel, so start with a load calculation. For SCE meter-spot requests, see panel upgrade timeline and meter spot.

Fire and outages

The October 2020 Silverado Fire led to evacuation orders for Irvine residents, and the foothill edges near Orange Park Acres sit close to open space. Fire zone boundaries are by address, so ask the city or fire authority. If outages worry you, see home battery installation.

Working with SCE on a service change

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

SCE owns the wires, meters and outage response for all of Irvine. OCPA offers Basic Choice, Smart Choice and 100% Renewable options. Irvine's council voted late in 2024 to leave, then on September 9, 2025 voted 5 to 2 to rescind the withdrawal notice on conditions that include repaying a $7.5 million startup loan and keeping customers on the default Basic Choice tier. Customers can still opt out and return to SCE bundled service.

EV rate. On OCPA service the SCE delivery rate still follows the SCE plan and OCPA sets the generation price, so check both.

Shutoffs and fire weather in Irvine

Shutoff record: None on record

The Silverado Fire started October 26, 2020 near Santiago and Silverado canyon roads, burned about 12,466 acres. Led to evacuation orders for about 70,000 people in Irvine and about 9,500 in Lake Forest. SCE's report to the CPUC pointed to a telecom lashing wire touching an SCE line. The CPUC later fined SCE $2.4 million over conductor clearance. The Orange County Board of Supervisors approved settlements with SCE totaling $18.125 million for the 2020 Silverado and 2022 Coastal fires in February 2025.

Questions about electrical work in Irvine

Do I need HOA approval before installing an EV charger in my Irvine village?

Most Irvine villages have an HOA, and the city tells applicants to check the CC&Rs before applying. California Civil Code 4745 voids HOA rules that effectively prohibit or unreasonably restrict a charger in your unit or your deeded or exclusive parking space. The HOA must give a written decision, and a request not denied within 60 days is treated as approved.

Does a Level 2 charger in my Irvine garage break the parking space rule?

It can. The city requires the clear parking space in the garage to stay free: 10 feet wide, 20 deep and 7 high for a one-car garage, and 20 by 20 by 7 for a two-car garage. Wall-mount the charger outside that box. Exterior equipment must also sit at least two feet from the property line.

How long does an EV charger permit take in Irvine?

The city quotes about two business days for the completeness review, then about two to four days of plan check for a single-family home or townhouse after you pay. You apply online through IrvineReady only. The electrical contractor fills out the EVCS Permit Worksheet. A plan check fee is charged separately at submittal.

Is my Irvine electric bill from SCE or OCPA, and does an EV rate still work?

Both appear on one bill. SCE delivers power and owns the wires. Orange County Power Authority sets the generation price unless you opted out. Delivery follows SCE rate plans such as TOU-D-PRIME, which is built for homes with an EV, battery or heat pump, so check both price sheets before you switch.

Can I get a same-day panel upgrade permit in Irvine?

Sometimes. Licensed contractors can get a Residential Small Miscellaneous Combo Permit the same day through PermitsDIRECT, and it covers panel upgrades, outlets and fixtures. Service upgrades and EV chargers are not listed as same-day on that page. Ask your electrician which permit type your job qualifies for.
