EV charger permits. State law (AB 1236, Government Code 65850.7) requires every city to have a streamlined, administrative EV charger approval and electronic submittal. A Level 2 charger needs an electrical permit applied for through the portal. If the load calculation requires a panel upgrade, that is a separate permit.
Inspections. The city posts a daily Building and Safety inspection schedule with estimated time windows on the Building and Safety page.

Reading the fee schedule
La Habra’s issuance fee and its single-family meter or panel line are both small, and there is no separate tier for a 200 amp service. Two things change the real bill. General Plan Update and state fees are added based on job value, and plan check is billed by the hour only when plans are required. There is also no flat EV charger line, so a charger on a new 240 volt circuit is priced from the issuance fee plus per-item lines. Ask the Building Division whether the meter line applies per panel or per meter on your upgrade. Compare the panel upgrade cost page for what the job itself runs.
Online first, counter until 1 p.m.
Everything goes through the portal. Walk-in help is Monday to Thursday only, ending at 1 p.m. The city posts a daily inspection route with estimated time windows, and a failed inspection brings a re-inspection fee, so plan access: a responsible adult has to open the panel.
For a charger, state law requires a streamlined approval and electronic submittal, and the AB 1236 guide explains it. If the load calculation calls for a bigger panel, that is its own permit.
Tract houses and the load question
A little over half of La Habra’s homes (53 percent) were built before 1970 and 77 percent before 1980, with 34 percent before 1960. Those houses were sized before air conditioning, EV charging and ADUs loaded a residential service. About 62 percent of homes are single-family and 58 percent are owner-occupied, so a rental or small multi-unit lot is common too.
Start with how to read your electrical panel. A 200-amp panel upgrade is the common fix, and ADU electrical requirements matter if you add a unit.
The north hills and fire rules
CAL FIRE’s updated 2025 map moved some homes that had not been mapped before into the Very High zone, mostly along the Puente Hills and Coyote Hills. Homes in the zone need an ember-resistant defensible space zone, and the city is moving toward a local ordinance. Fire service comes from the Los Angeles County Fire Department under contract, which matters for hillside projects.
Foothill circuits elsewhere in Orange County were cut in shutoffs from 2019 to 2022, so check SCE’s circuit map for your address. See wildfire zones and electrical work. Neighbors on Edison include Brea and Placentia.

Getting power work done with SCE
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE supplies and delivers all electricity in La Habra. La Habra is not a member of Orange County Power Authority (members are Buena Park, Fullerton, Irvine and, from April 2027, Fountain Valley) and Clean Power Alliance does not serve Orange County, so residents buy generation from SCE. La Habra Heights, a separate city to the north, is also SCE.

Questions about electrical work in La Habra
What does the $28 issuance fee cover on a La Habra panel permit?
The FY 2026-27 schedule lists a $28.00 issuance fee and a $28.00 line for a single-family meter or panel, with no amp tiers. Plan check is $203 an hour when plans are required, and valuation-based city and state fees are added. Ask the Building Division how the lines apply to your upgrade before you budget.
Can I get a La Habra electrical permit online?
Yes, and online is required. Plan submittals and permit applications go through the city's EnerGov self-service portal. Staff take 1 to 3 business days to check for completeness and then email payment instructions. The counter is open Monday to Thursday, 7:30 a.m. to 1:00 p.m., for questions and pickup.
Is my La Habra hillside home in a very high fire zone, and does that affect electrical work?
CAL FIRE's updated 2025 map put some La Habra homes that were not mapped before into the Very High zone, mostly in the north hills. The city is working on its own ordinance. Check your address with the city, because zone rules mainly affect building and defensible space rather than the electrical permit.
Does La Habra have an Orange County Power Authority plan?
No. La Habra is not an OCPA city, unlike Fullerton and Buena Park next door. Residents buy generation from Southern California Edison, which also delivers the power. Fountain Valley joins OCPA in April 2027, but La Habra is not on the member list.
Can an older La Habra house with a 100 amp panel take an EV charger?
Possibly. About three in four homes here were built before 1980, and many of those have small services. A load calculation shows whether a Level 2 charger fits on the existing panel. If it does not, a panel upgrade is a separate permit, and load management is another option.
