Simple Permits, one online door
Palm Springs no longer accepts paper permit applications. Everything runs through Palm Springs Online, and the city calls main panel upgrades, residential solar and HVAC replacements Simple Permits. For a homeowner that means the electrician files online and the inspections are booked there too. The Building and Safety site has an EV Chargers page with an AB 1236 checklist, so ask which permit type a charger uses. The city does not post a fee line by amp that this page can quote, so ask the Permit Center what a panel job totals before you compare bids. See the permit overview and the AB 1236 guide.
Historic houses are a real constraint
Class 1 historic sites fall under Municipal Code 8.05. Exterior changes need a Certificate of Approval from the Historic Site Preservation Board, which has looked at exterior lighting and mechanical equipment screening. A new meter location or a surface-mounted panel on a designated mid-century house is the kind of change to ask about early. Which houses are designated is a question for the city. A smart panel or a meter and service mast job lands here.
Who sends which bill
Palm Springs customers moved to Desert Community Energy in August 2018, and city accounts default to DCE’s carbon-free plan. DCE buys the power, but SCE still owns the wires and sends one bill, so a service upgrade is an SCE matter even though DCE sets the generation price. That split matters for an EV: the delivery rate plan is SCE’s, and the generation rate is DCE’s. Read time-of-use rates and compare plans on a recent bill, because prices change.
What the house ages say
Palm Springs homes lean mid-century and later: 5 percent date before 1950, 16 percent before 1960, 29 percent before 1970 and 57 percent before 1980. Only 55 percent of homes are single-family, and owners are 66 percent of households. Condos and townhomes bring shared meter rooms and HOA rules; see HOA and condo chargers. In the older houses, a load calculation shows whether the service can take a charger or heat pump.
Desert heat and pools
Air conditioning and pool equipment drive the load, and 32 percent of homes heat with electricity. Pool wiring has its own page: pool and spa wiring. If your household is income-qualified or in a disadvantaged community, SCE’s Charge Ready Home may help; read current terms in the rebate guide.
Shutoffs on the north side
Wind shutoff watches name North Palm Springs and Desert Hot Springs, not the central valley floor. See PSPS explained and nearby Cathedral City.

Working with SCE on a service change
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
Desert Community Energy, the CCA formed by Palm Springs, Palm Desert and Cathedral City, buys the power; Palm Springs city accounts are enrolled in DCE's 100 percent carbon-free plan (city directory). Residents default to DCE, can opt up to a 100 percent carbon-free plan (about 14 percent over SCE's base rate per Palm Desert's energy page) or opt out to SCE.
EV rate. DCE customers keep SCE delivery pricing. Ask DCE for its generation rate.

Shutoff record: Power was cut in a past event
SCE's PSPS watch lists for the Coachella Valley have named North Palm Springs and Desert Hot Springs (KESQ, NBC LA). A Thanksgiving-period event shut off power to more than 64,000 customers across five counties with North Palm Springs among areas listed. In October 2023 only 163 customers were actually cut off. A non-PSPS outage hit Desert Hot Springs, Palm Springs and Whitewater, affecting 15,578 customers.

Questions about electrical work in Palm Springs
Does my Palm Springs panel job qualify as a Simple Permit, and how long does it take?
The city lists main panel upgrades, residential solar and HVAC replacements as Simple Permits, and paper applications are no longer accepted. Everything goes through Palm Springs Online. The city does not publish a review time online, so ask Building & Safety how long a Simple Permit takes and whether your job qualifies.
Can I change the meter or panel on a Class 1 historic mid-century house in Palm Springs?
Check first. Class 1 historic sites fall under Municipal Code 8.05, and exterior alterations need a Certificate of Approval from the Historic Site Preservation Board. The board has reviewed exterior lighting and equipment screening. Ask the city whether a meter or panel move on a designated home needs that review before you schedule the work.
Does Desert Community Energy change what I pay to charge an EV in Palm Springs?
It can. City accounts default to Desert Community Energy for the power, while SCE delivers it and sends one bill. DCE customers keep SCE delivery pricing and pay DCE's generation rate, so ask DCE for the current one. The carbon-free tier costs more than the default plan, and the choice changes the EV math.
How do I get a charger or panel inspected in Palm Springs?
Through Palm Springs Online, which handles applications, payments and inspection scheduling. The Building and Safety site has an EV Chargers page with an AB 1236 checklist. Ask the division whether a charger is filed as a Simple Permit or a building permit, and settle that before the electrician quotes.
Will a wind shutoff hit north Palm Springs and do I need a battery or generator?
It might. SCE's wind shutoff watch lists for the Coachella Valley have named North Palm Springs. In October 2023 only 163 customers were actually cut off, and central Palm Springs has seen no shutoffs. A 2023 equipment outage, which was not a shutoff, hit 15,578 customers. Weigh a battery by how often you lose power.
