Inspections. Since January 2024 all permit applications go in online through the Citizen Self Service (CSS) portal, which also tracks status and books inspections. Residential rooftop solar goes through SolarAPP+ first, then a CSS permit. Plans (three copies) are required for building permits other than appliance swaps.

No city-run rebate is listed for Indio. See the rebate finder for programs from IID and the state.

IID, not Edison

Imperial Irrigation District is a public power district, and it serves Indio under an arrangement that goes back to 1934. Because IID is not an investor-owned utility, Desert Community Energy and other community choice programs do not apply. Outage notices come from IID, so it is the call to make when the lights go out. The utility coordination guide explains the general order of steps for a service upgrade, but ask IID how its own meter work is scheduled.

IID and the Indio Electric Financing Authority broke ground on the Avenue 42 substation on January 6, 2026. It is the first of four projects in a plan of about $100 million to add capacity for the city’s growth. For EV owners, IID’s reCharge program is the place to look. See EV chargers.

Permits go online only

Every permit application goes through the Citizen Self Service portal, which also books inspections. The city’s 2026 fee schedule lists electrical service fees; call the city or check the portal for the total before you budget. There is no counter visit to plan around. The permit overview shows the usual order.

A young city for the Coachella Valley

Half of Indio’s homes went up after 2000 (the median year is 2000), and only about 15 percent date to before 1970. Owners hold 67 percent of homes, 71 percent are single-family, and 30 percent heat with electricity. That makes this a city of newer panels with less wiring risk than most of Southern California, and the common jobs are capacity ones. A second air conditioner or a charger is the point where a 200-amp upgrade comes up, and electric heat adds winter load on top.

Heat and short outages

Summers are severe and air conditioning runs most days. The recorded outages in Indio have been short and tied to heat or equipment, not wildfire, and IID is not part of SCE’s shutoff program. Small groups lost power in August 2020, October 2021, March 2023 and July 2023. That is why local homeowners ask about surge protection and batteries.

Solar and plans

Residential rooftop solar takes a two-step route. It goes through SolarAPP+ for approval first, then a permit in the same city portal. Other building permits need three copies of plans, except for appliance swaps. Because a battery or solar array adds a circuit and sometimes a subpanel, settle the electrical scope before you apply. If you already have a system that is not working, see solar inverter and system repair. Palm Desert and Cathedral City have different permit rules, so a permit or rebate does not carry over.

IID: meter, service and rate steps

Indio's electricity comes from IID, a public irrigation-district utility, not SCE. IID serves Indio under a decades-old arrangement (a 1934 agreement traced in the LAFCO study). Outage notices for Indio are issued by IID.

Expect the same sequence as elsewhere: city permit, city inspection, then the utility reconnects.

EV rate. Ask IID whether it offers a residential EV rate.

Questions about electrical work in Indio

I live in Indio on IID power. Who do I call for a panel upgrade?

Call IID, not SCE. IID controls the service and meter in Indio, and it does not publish a panel-upgrade procedure online. The usual order is a city permit, a city inspection, and then the utility reconnects. Ask IID about its steps before the work is scheduled so the shutoff and reconnect are lined up.

Does IID have a rebate for a home EV charger?

IID's reCharge program lists a rebate for a Level 2 charger, with the amount tied to the charger and install cost. Amounts and availability change, so confirm the current terms on iid.com before you buy. SCE's Charge Ready Home does not apply in Indio because IID, not SCE, serves the city.

How do I get an electrical permit in Indio?

Apply online through the city's Citizen Self Service portal. Since January 2024 it takes all permit applications, tracks status and books inspections. Plans (three copies) are needed for building permits other than appliance swaps. Residential rooftop solar goes through SolarAPP+ first, then a portal permit.

Why does my Indio power flicker in summer heat?

Heat and equipment problems are the recorded causes. Nearly 3,500 IID customers lost power in March 2023, and over 1,000 briefly in July 2023. A smaller group of 284 was out in an August 2020 heat wave. A surge protector or a battery may help, and an electrician can check your panel.

Can I add a charger and a second air conditioner to an older Indio service?

It depends on the service size. A 100-amp service often cannot carry a charger and a second AC unit together. Have an electrician run a load calculation before you order equipment. If the numbers fall short, a 200-amp upgrade or a load management device is the usual answer. In a mobile home park, ask park management first.
