Electrician in Hemet: park pedestals follow state Title 25 rules

In Hemet, pedestal work in a mobile home park follows state Title 25 rules rather than the city permit. SCE also served Hemet during its November 2024 shutoff, so backup power comes up often.

Parks, pedestals and Title 25

Hemet grew from the 1960s on as mobile homes and retirement communities, and many age-restricted parks remain. Manufactured homes on rented pads often connect through a park pedestal, and inside the park the owner may own the underground wiring. The city’s own fee schedule sends pedestal work up to 200 amps to Title 25, the state rules for mobile home parks. So before you hire anyone, find out who owns the pedestal. Then read the subpanel installation page and meter and service mast.

Houses outside the parks

Outside the parks, Hemet houses mostly date from the 1970s on. The median is 1984 and about 1 in 5 predate 1970, so the usual panel job is adding capacity. Single-family homes make up a bit over half the stock, and owners occupy about 6 in 10. For a house, the city lists panel, EV plug and battery storage lines in its fee schedule, shown in the table above. The city does not post a turnaround or an EV checklist online. See the typical panel cost.

Portal, inspections and who to ask

The city uses an online portal for permit and plan check status, and staff set up contractor accounts. Ask how inspections are scheduled when the permit is issued, since the city does not say. Before SCE reconnects a meter after a panel change, expect a passed city inspection and a release to SCE. The permit and inspection guide shows the usual order.

Summer heat

July highs average about 96 F, and the record is 115 F. A repair that cuts power in that heat matters more than a long permit queue. For symptoms like a breaker that keeps tripping, the fix is often a bad breaker or an overloaded circuit, not a new panel.

Shutoffs, fire and SCE power

Hemet appeared in SCE’s October 2019 shutoff warning and in the November 2024 shutoff area. The 2018 Cranston Fire burned 13,139 acres around Idyllwild and Lake Hemet in the San Jacinto Mountains above town. Learn what to expect in the PSPS guide. A generator interlock kit costs less than a battery, but a battery runs without fuel.

SCE supplies and bills for power. For a charger that needs a bigger panel, Charge Ready Home serves income-qualified or disadvantaged-community single-family households of SCE customers; check current terms on the Charge Ready Home guide. Perris has a separate permit office.

Questions about electrical work in Hemet

I live in a mobile home park in Hemet. Who handles my pedestal and meter?

It varies by park. The city fee schedule says electrical pedestal work up to 200 amps follows Title 25 of the California Code of Regulations, the state mobile home park rules. The park may own the underground distribution. Ask park management first, then your electrician, before assuming a city permit covers it.

What does Hemet list for a 200 amp versus a 400 amp panel permit?

The city's posted Master Fee Schedule lists $198 for a panel up to 200 amps and $247 for up to 400 amps, with a $99 permit processing fee on all permits. The posted PDF carries no date, so confirm the current numbers with the Building Division at (951) 765-2475 before you budget.

Can my 55+ park home take an EV charger or heat pump?

Maybe, but check the feed first. Park feeders and pedestals can be small, and many Hemet parks are age-restricted. The city schedule lists a residential EV charging plug at $297 in fees. A load check on the home and the park service shows whether the charger or heat pump fits, and the park's rules may add a step.

Is Hemet still part of Western Community Energy?

No. Western Community Energy ceased operations after it filed Chapter 9 in mid-2021, and the City of Hemet says all customers moved to SCE with no service disruption. Your electric service and bill are SCE. Ignore any old notices that mention the program.

Will SCE shut off my power in the fall Santa Ana winds?

It might. SCE's November 6 and 7, 2024 shutoff cut power to more than 13,500 Riverside County customers, in an area reported to include Hemet. In October 2019, SCE also named Hemet in a shutoff warning. A battery or a generator interlock kit is the usual answer.
