Electrician in Lake Forest: EV load calculations and fees added to base fees
Lake Forest requires a permit and a load calculation for any Level 2 charger. SCE serves the city, and the Silverado Fire of 2020, which put about 9,500 residents under evacuation orders, still shapes how owners think about outages.

Turnaround. The city publishes an eligibility checklist for expedited EV charger review. Counter hours listed on the permit form are Monday, Tuesday and Thursday 8:00 to 11:45 am and 1:00 to 6:00 pm, Wednesday morning. Alternate Fridays, but the eLakeForest page lists different hours, so confirm before visiting.
EV charger permits. The city's EVCS permitting process says a Level 1 charger on an existing 120V outlet needs no building permit, but any electrical change to add that outlet does. Level 2 installations need an electrical permit and inspections. The application must show the service capacity for the added load and the wire size, with an electric load calculation worksheet and a site plan showing where the charging system's panel sits. Applicants can complete the Residential and Non-Residential EVSE Checklist to qualify for expedited review, as AB 1236 requires. The charger must be inspected for final approval after all permits are issued.
Inspections. Request inspections in the eLakeForest portal (log in, pick the project, schedule) or by phone at (888) 890-6298. The yellow job card, the permit and approved plans must be on site or the inspection is marked Not Ready. If your email is not on the project, send a letter of authorization from the contractor license holder or owner-builder to [email protected].
No city-run rebate is listed for Lake Forest. See the rebate finder for programs from SCE and the state.

The charger rules are written down
Lake Forest spells out its EV charger process. A Level 1 plug-in on an existing 120 volt outlet needs no building permit, but adding that outlet does. Every Level 2 charger needs an electrical permit, a load calculation worksheet and a site plan showing the panel location. Chargers that meet the city’s EVSE checklist qualify for expedited review under state law. Read AB 1236 EV charger permit rules and the load calculation page.
The city adds electrical fees as 12 percent of base fees for permits that need electrical review, a percentage method unlike the flat service fees in Newport Beach and Aliso Viejo. The schedule in force today (July 2025) lists a $58.99 service line, a $58.99 sub panel line and a $32.00 issuance fee, with no residential panel or EV line. A new schedule starts November 2, 2026 with a $227 residential panel line, $118 for an EV charger, a $49 issuance fee and a $148 minimum inspection, so ask for the total before you sign a bid. The counter number is (949) 461-3470.
Wind season and the Silverado Fire
The Silverado Fire started October 26, 2020. SCE’s report to the state pointed to a telecom wire touching an SCE line, and the CPUC fined SCE $2.4 million over conductor clearance. Foothill and canyon edges in the city touch wildland areas, which is why outage planning comes up more here than in the flat parts of Orange County.
If outages worry you, read PSPS power shutoffs explained, the prep checklist and the generator interlock page.
Homes and HOAs
Few Lake Forest homes are old: about 1 in 10 predate 1970, a bit under 4 in 10 predate 1980, and 15 percent went up after 2000 (median 1984). That makes the typical house old enough for its first big electrical update but not old enough for knob-and-tube worries. Most newer communities have an HOA that reviews exterior changes, so a charger or panel on an outside wall may need approval. Check the HOA and condo charger page and the HOA charger law guide.
A panel upgrade usually comes up when a charger joins an air conditioner and a dryer on the same service.
Meter and portal
SCE delivers and bills everything. Expect weeks for SCE to set the meter after the city clears the work, which comes on top of city review. Permits run through eLakeForest, a self-service portal. Counter hours differ between city pages, so confirm before visiting. The nearest city pages are Irvine and Mission Viejo.

Working with SCE on a service change
SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.
SCE delivers and bills all electricity in Lake Forest, including Foothill Ranch and Portola Hills. Lake Forest voted to join Orange County Power Authority in December 2020 but its council voted 4 to 1 in early 2021 to withdraw before service began. There is no community choice program and generation is SCE bundled.

Questions about electrical work in Lake Forest
Do I need a permit to plug a Level 1 EV charger into an outlet in my Lake Forest garage?
No, if you use an existing 120 volt outlet. The city says a Level 1 plug-in on an existing outlet needs no building permit. Adding a new outlet to reach the charger does need an electrical permit. Level 2 chargers always need an electrical permit and inspections, so a 240 volt install is a different job.
What does the Lake Forest EVSE checklist ask for?
The city offers expedited review for chargers that meet its Residential and Non-Residential EVSE Checklist. The application shows the service capacity for the added load and the wire size. It also needs an electric load calculation worksheet and a site plan showing where the panel sits. The charger must pass a final inspection after the permits are issued.
Could my Portola Hills or Foothill Ranch home lose power during a Santa Ana wind event?
It could. Local news has reported SCE shutoff warnings that named Lake Forest and nearby foothill communities. Homes at the canyon edge face the most risk, and a shutoff can last longer than a normal outage. A battery or a generator interlock is how some owners cover it, so price both against your loads.
Is Lake Forest part of Orange County Power Authority like Irvine?
No. Lake Forest voted to join in December 2020, then voted 4 to 1 in early 2021 to withdraw before service began. Generation is SCE bundled service. That also means SCE's own plans, including its EV time-of-use plan, are the ones that apply to your bill.
What do I need to schedule an electrical inspection in Lake Forest?
The yellow job card, the permit and the approved plans must be on site, or the inspection is marked Not Ready. Request it in the eLakeForest portal or call (888) 890-6298. If your email is not on the project, send a letter of authorization from the license holder or owner-builder to [email protected].
