Panel upgrade in Corona
Corona panel upgrades go through regular plan check, not the expedited track used for chargers and solar. City Hall is closed Fridays, which shapes how inspections and reconnects get scheduled.

Why the permit is slower than a charger
Chargers and solar go through the expedited online track. A panel upgrade does not, so expect regular plan check through eTRAKiT and a goal of approval by the third review. The practical effect is that a vague first filing can add review rounds. Ask the electrician to include the load calculation, the service size and the utility information up front. A sub-panel is sometimes enough when the main service has spare capacity but no free spaces, and the panel upgrade cost page shows the typical SoCal range as of October 2026.
Read the fee table before choosing a size
The electrical fee table combines plan check and inspection into one total per line, and it lists different lines for a service change-out, a sub-panel, an EV-only panel and a meter reset. Ask the city which line fits your job, then ask the electrician to quote against that line. Choosing the wrong one changes the fee and the inspection.
Which utility sets the meter
At SCE addresses, SCE decides what service size an address can have, and the city releases the job to SCE after the inspection. At the small city-utility areas, the utility’s approval is needed before work. Batteries add a rule there: a Tesla Backup Switch or similar device cannot go in the main panel or on the meter. The utility coordination guide lists the questions to ask, and the permit and inspection page covers the inspector’s side.
Who actually needs one
Corona’s median build year is 1991, and about one in four homes was built before 1980. The oldest housing is a small ring of citrus-era cottages near downtown and the Circle. Most tract homes already carry 100 to 200 amp panels, so upgrades are usually driven by a full panel after a heat pump, a charger or solar. The Corona city page has more.
Summer and fall matter too. July highs average about 92 F, and Santa Ana winds blow through the Santa Ana Canyon. SCE named Corona circuits as possible shutoff candidates in 2018, and the shutoff guide explains what that means for a house with a battery in the plan.
Utility and meter work
SCE addresses: SCE Service Planning decides what size service can be provided at an address, and city building departments in SCE territory generally require a permit, an inspection, and a release to SCE before SCE reconnects the meter; the usual pattern is an SCE disconnect in the morning and reconnect the same afternoon once the city inspection passes. Corona Utilities addresses: the city says a separate application and approval from the electric utility for the address is required before starting work, and its EV guidelines require a separate application and review for a line-side tap or a second meter at city-utility addresses. Questions people ask
How many plan review rounds should I expect for a Corona panel permit?
The Building Division says it aims for plan approval by the third review. No day count is posted, so ask when you apply. Complete drawings, a clear load calculation and the right utility information on the first filing are the best way to avoid extra rounds. Panel upgrades are not on the expedited list.
Which fee line applies if the panel only serves an EV charger?
The city's electrical fee table separates an EV-only main service panel from a full single-family service change-out, and the EV-only line is smaller. It is meant for a panel that serves only the charger, not the house. Ask the city which line fits your job before the electrician files, since the wrong line changes the fee.
Who sets the meter in Corona after the city inspection?
SCE at most addresses. SCE Service Planning decides what service size an address can have, and the usual pattern is permit, inspection, then a release to SCE before it reconnects. At city-utility addresses a separate utility approval is required before work starts. Call the Utilities Department at (951) 736-2234 to confirm which applies.
When should a Corona panel inspection be booked?
Early in the week. City Hall is closed Fridays, so inspections are booked online Monday through Thursday. For a Friday inspection due to hardship, call 951-736-2250 by Wednesday at 5 p.m. A panel change leaves the house without power, so ask the electrician to schedule the utility reconnect around the inspection.
