Electrician in West Covina: One Stop portal, not email

West Covina's Building Division no longer takes applications by email, so every panel or charger permit goes through the One Stop portal. More than half of homes here were built before 1970, and all run on SCE.

Tract homes with 1960s panels

Panels from the 1960s were sized before central air and electric cooking loads grew, and West Covina has plenty of them: 40 percent of homes predate 1960, 54 percent predate 1970 and 77 percent predate 1980, with a median build year of 1967. Most are single-story tract homes, with condos and apartments mixed in, and many panels have been stretched since. That is why panel upgrades lead the list of jobs here. If the panel is a Zinsco or Federal Pacific, see what to do about those brands.

Only 7 percent of homes were built after 2000, so newer wiring is the exception. The city’s Building Division page also links solar and ADU information. Both add a subpanel or service work to older lots. The ADU electrical guide lists what the new unit needs.

The portal is the only door

The One Stop Building Permit Center is the only way to submit. Email applications are refused, which is not true of every city nearby. Make sure your electrician submits through the portal, then watch GoPost for correction notes. The city does not publish a turnaround, so ask when you submit.

The fee table above comes from a 2023 sheet, and the city’s plan check percentage for electrical work is not published. The cost of a panel upgrade page puts permit fees in context with the rest of the job.

EV chargers: checklist first

Chargers are permitted with the city’s checklist as a supplement to the building permit application. The AB 1236 permit rules explain why a complete checklist should lead to a permit. Before you buy, run a load calculation to see whether an older panel can carry the charger and the air conditioner together.

The city offers no charger or battery rebate. SCE’s Charge Ready Home is the one program to check, and it depends on your address: it is for income-qualified or disadvantaged-community SCE households. The Charge Ready Home guide covers the rules. Condo owners should read HOA and condo chargers.

SCE and the meter

SCE owns the service wires and meter. The usual order is that the electrician checks the load, asks SCE for a meter spot if the service changes, pulls the city permit and installs. The city inspects and releases, then SCE reconnects. Read the utility coordination guide for the details. No shutoff or wildfire event has been reported for West Covina, but the shutoff explainer is worth a read.

Questions about electrical work in West Covina

Can I email my panel upgrade permit to West Covina?

No. The Building Division says it no longer accepts applications by email. Submittals go through the One Stop Building Permit Center Portal, and replies come back through the GoPost system. The counter at 1444 W. Garvey Ave S., Room 215 is open Monday to Thursday, 7:30 a.m. to 5:30 p.m. Call (626) 939-8425 with questions.

What does West Covina's 2023 fee sheet list for a panelboard up to 399 amps?

The city's electrical fee sheet, effective July 1, 2023, lists a $55.02 permit issuance fee plus $77.32 for a service or panelboard up to 399 amps. That adds to about $132 before plan check or state fees. The sheet is a few years old and later adjustments may apply, so confirm the current total with the Building Division.

What does the West Covina EV charger checklist require?

The city publishes a Residential and Non-Residential Checklist for Permitting Electric Vehicles and EVSE. It is attached to the building permit application. Once the checklist is deemed complete, a permit shall be issued, unless the installation might have a specific adverse impact on public health or safety. In that case the city asks for more verification.

Can my condo association stop me from installing a charger in West Covina?

Not outright. California Civil Code 4745 voids rules that effectively prohibit or unreasonably restrict a charger in your unit or your assigned parking space. The association must answer in writing, and a request not denied within 60 days is treated as approved. A charger in a common area has added conditions, such as a licensed contractor and insurance.

Do I need Edison before the city finals my panel?

Only if the service must change. SCE owns the wires and the meter. If the service is upsized or moved, the electrician asks SCE for a meter spot before pulling the permit. After the city inspects and releases the job, SCE reconnects. SCE's steps and the city's review each add time, so plan for weeks.
