Turnaround. The division says online applications can be submitted any time and are processed in the order received during business hours, and that permits are not reviewed during the winter closure. No day count is published for electrical permits.

EV charger permits. Upland has an EV Charging Station Ordinance (Municipal Code Chapter 15.34, Electric Vehicle Charging Facilities) that sets up expedited permitting for qualifying chargers. The city posts a Checklist for Permitting EV and EVSE, a residential construction permit application and permitting guidelines. The applicant uploads them through the CSS portal with plans. AB 1236 (Gov. Code 65850.7) requires every city to run an expedited, administrative review for EV charger permits and publish a checklist, and AB 970 (Gov. Code 65850.71) adds review timelines (GO-Biz).

Inspections. Inspections are requested only through the Inspection Voicemail Line (909) 931-4129. After an inspector is assigned, you can call that inspector directly. City Hall is closed Fridays.

Fees that changed this month

Upland’s Master Fee Schedule took effect on October 1, 2026 and replaced a January 2026 version, so any older fee list online is out of date. It has separate lines for a new or upgraded service, a single-family EV charger and the electrical issuance fee, and the table on this page lists them. Card payments carry a 3.75 percent processing fee, and plan review is billed separately when plans are required. For what a whole job costs, compare with the panel upgrade cost page.

An older city than most of its neighbors

Upland has 17 percent of homes before 1960, 33 percent before 1970 and 56 percent before 1980. The 1950s to 1970s houses are where 100 amp services, Federal Pacific and Zinsco panels, ungrounded outlets and 1960s to early-1970s aluminum branch wiring turn up. Read aluminum wiring risks and Zinsco and Federal Pacific panels before an inspection.

If a house has a detached garage or an ADU, the city’s handout on burial depths for electrical lines matters for the trench. See the subpanel installation page.

How the permit and inspection work

Upland posts a handout titled Electrical Panel Upgrade with its residential permit handouts, so ask the division for it. Applications are online only and are processed in the order received. The counter is open Monday to Thursday, and the city does not publish a day count for electrical permits.

Inspections are requested only through a voicemail line, (909) 931-4129. Once an inspector is assigned, you can call them directly. After the city inspection passes, SCE sets or releases the meter. SCE’s Service Planner states the allowance for utility-side work at your address. See panel upgrade permit and inspection.

EV charger path and the SCE rebate

Chapter 15.34 of the municipal code covers EV charging facilities. The city posts a permitting checklist for EV and EVSE, plus a residential permit application and guidelines, which the applicant uploads with plans. State law (AB 1236) requires expedited review, and the AB 1236 guide explains it.

Charge Ready Home pays toward the panel and the dedicated 240 volt circuit, not the charger, for SCE customers who are income-qualified or live in a disadvantaged community. SCE accepts applications while you plan, during the work or up to six months after. Terms can change. Start with the SCE rebate guide and the EV charger load calculation page.

Foothill wind

Upland sits at about 1,500 feet in climate zone 10. The north side gets Santa Ana wind days in fall. Neighbors include Rancho Cucamonga and Ontario.

Backup power for shutoff days

What the record shows on outages in Upland

Shutoff record: Named on a possible-shutoff list only

Upland was on the CBS LA list of San Bernardino County cities under consideration for an SCE public safety shutoff in October 2019 (about 41,280 county customers on that list). The list is 'under consideration', not a confirmed shutoff for Upland. The city's legacy site carries a PSPS page, which returned a server error when fetched.

Questions about electrical work in Upland

Does my 1970s Upland house need a panel upgrade before I add an EV charger?

Not automatically. About 56 percent of Upland homes were built before 1980, so many have a 100 amp service or an older panel brand. A load calculation decides it. If the calculation shows the service can carry a charger, the existing panel can stay in place. If it does not, the upgrade comes first, then the charger circuit.

Did the October 1 fee change touch the Upland EV charger permit?

The fee schedule effective October 1, 2026 lists $165.00 for a single-family charger, plus the $82.00 electrical permit issuance fee. Upland also has its own charging ordinance, Chapter 15.34, that sets up expedited permitting for qualifying chargers. Fees can change, so check the October 1, 2026 schedule.

Can I apply for an electrical permit in person at Upland City Hall?

No. Building permit applications go in online through the city's Citizen Self Service portal. City Hall counter hours are 8 a.m. to 5 p.m., Monday to Thursday, and the building is closed every Friday. The counter can answer questions, but the application itself is uploaded online.

Does Upland's winter closure delay my panel permit?

It can. The building division says permits are not reviewed during the winter closure. An application sent in late December waits until staff return. If your project has a date, such as a utility appointment, send the application well before the closure.

Should I add a battery or generator inlet because Upland was on an SCE shutoff watch?

Think about it. In October 2019 SCE was weighing a shutoff for several San Bernardino County cities, Upland among them, and none was reported in Upland from that event. Fall wind is the risk on the north side. A generator inlet costs less than a battery, but needs fuel and a safe place to run it.
