Electrician in Montclair: EV charger checklist and older homes
About half of Montclair's homes were built before 1970, so small services and old panels are plausible. City Hall is closed every Friday, and the city posts an AB 1236 checklist for EV chargers.

Turnaround. The city says its small size lets staff spend time at the counter so projects move forward. Plan-check status goes to the Plans Examiner at (909) 625-9433.
EV charger permits. Montclair posts a 'Residential and Non-Residential Checklist for Permitting Electric Vehicles and EVSE' on its Forms & Handouts page. The checklist says that when it is deemed complete a permit shall be issued, unless a specific adverse impact on public health or safety needs extra verification, which is the AB 1236 language. AB 1236 (Gov. Code 65850.7) requires every city to run an expedited, administrative review for EV charger permits and publish a checklist, and AB 970 (Gov. Code 65850.71) adds review timelines (GO-Biz).
Inspections. Inspection request hotline (909) 625-9448. A request called in before 5 p.m. is scheduled for the next day. The city is closed every Friday, so a Thursday call is scheduled for Monday. For missed times or finals call the inspector at (909) 625-9449.

Mid-century homes, original panels
Over half of Montclair’s homes (51 percent) predate 1970 and 31 percent predate 1960, so in most houses the panel may be original. The median year is 1969. Small lots are the norm here. Before any big addition, read how to read your panel and look at Zinsco and Federal Pacific panels, which turn up in houses from this era. About 23 percent of homes heat with electricity, so a heat pump is new load for most.
If the numbers show the panel is full, a 200-amp panel upgrade is the usual fix. Owners hold 55 percent of homes, and 64 percent are single-family, so many decisions sit with landlords and HOAs.
Scheduling around the Friday closure
City Hall is closed every Friday. Inspection requests called in before 5 p.m. are scheduled for the next day, and a Thursday call lands on Monday. So a Thursday panel job needs a plan for the weekend, with the power off or a temporary hookup. SCE sets the meter only after the city signs off, and SCE’s own timelines do not include city time. See panel upgrade timeline and meter spot.
Fees and the charger checklist
The only fee schedule posted on the city page dates to 2022, so treat the table above as a starting point. One quirk is worth a look: it prices a service over 200 amps almost the same as one up to 200 amps. Compare the typical SoCal cost.
The Building Division posts a checklist for residential and non-residential EV chargers. Under it, a permit shall be issued once the checklist is complete, unless there is a specific adverse impact on health or safety. That is the rule in the AB 1236 guide. The EV charger load calculation page explains the paperwork.
Weather and shutoffs
Montclair sits on the valley floor and did not appear on SCE’s October 2019 shutoff lists, and no shutoff has been reported in the city. The foothill cities nearby carry the wind exposure. That makes outages here more likely to come from equipment or heat. Ask an electrician to size cooling load from the house itself.
Growth and rebates
The Montclair Place plan covers about 104 acres and allows up to about 6,300 homes by 2040. That is new service work, not homeowner panel jobs. A household that is income-qualified or in a disadvantaged community can ask SCE about Charge Ready Home; the guide has the steps. Upland and Ontario have different permit offices.

Local notes
- The Montclair Place District Specific Plan covers about 104 acres around the mall site and allows up to about 6,300 apartments, homes and condominiums with redevelopment running to 2040 (environmental filing: 6,321 units and about 512,000 square feet of added commercial space). Source
- The North Montclair Downtown Specific Plan sets up transit-oriented mixed use around the Montclair Transcenter on about 150 acres. A 2016 amendment proposed raising the dwelling-unit cap to 5,888, and the city's plan page remains the reference for what is built. Source
- Inspections for next-day requests are scheduled only if called in before 5 p.m., and City Hall is closed every Friday. Source
- Montclair has a solar permits page with a portal link, a solar eligibility checklist, an inspection guide and two standard plans (central/string inverter and micro inverter). Residential solar has its own streamlined path apart from panel permits. Source

Questions about electrical work in Montclair
Do I need a permit and a load calculation for an EV charger on an old Montclair panel?
You need a permit. Montclair posts a checklist for residential chargers that follows the state AB 1236 rule, and it says a permit shall be issued once the checklist is deemed complete. Older homes often have small services, so a load calculation is the way to find out if the panel has room.
Does Montclair charge more for a bigger service?
Barely. The city's posted 2022 Master User Fee Schedule lists a flat permit fee by service size plus an issuance fee, and a service over 200 amps costs almost the same as one up to 200. It has no EV charger line. Because it may be out of date, call the counter at (909) 625-9477 before you budget.
When can I get an inspection if the city is closed on Fridays?
Call the inspection hotline at (909) 625-9448. Requests called in before 5 p.m. get next-day scheduling, and calls on Thursday go to Monday because City Hall is closed every Friday. Your electrician can tell you which day the work will be ready.
Do I need to replace a fuse box in a 1950s Montclair house?
Not by law, but it is worth a check. About half of Montclair homes were built before 1970, and some older panels are small or worn. An electrician can inspect the panel and tell you if it should be replaced before you add any new load.
Will a new apartment or ADU next door change what my power service can handle?
It could affect local capacity, but only SCE can say. The Montclair Place and North Montclair Downtown plans allow thousands of new units. For your own lot, an ADU adds load to your service, so ask the electrician for a load calculation and ask SCE about utility-side limits.
