EV charger permits. All applications go through the Online Permit Center, and plan check is electronic. AB 1236 (Gov. Confirm with the permit technicians whether a residential charger needs plan check.

Which utility, and why it matters

Rancho Cucamonga Municipal Utility has served the southeast since 2004. Everyone else is on SCE. The two run different EV clocks. SCE’s EV plans use a 4 to 9 p.m. peak, while RCMU’s January 2026 tariff has a separate EV schedule for a separate meter with a midday weekday peak. Charging advice from one does not carry over, so read time-of-use rates for EV owners for the SCE side and call RCMU at (909) 919-2612 for the other.

Wind, shutoffs and backup

The clearest local reason people ask about batteries here is October 30, 2019, when SCE cut power during extreme Santa Ana winds. The city lists a High Fire Area Map adopted by ordinance, and parcel status is by address, so look up your lot. Start with what PSPS shutoffs are, then compare generator vs battery backup. A transfer switch or interlock is part of any generator plan.

Online permits, next-day inspections

Rancho Cucamonga does not issue permits at the counter. You apply through the Online Permit Center, and plan check is electronic. The fee schedule has no residential service panel line, only commercial ones, so a home panel change is priced from other lines and the total is worth confirming by email before you sign. The release inspection is the step that lets the meter go back to the utility, so it appears on most service jobs.

The pages the city posts name no EV checklist, but the state AB 1236 rules apply to every city. The permit and inspection page explains the usual sequence.

Two eras of wiring

Two eras sit side by side. About 29 percent of homes predate 1980 (10 percent predate 1970), the median home dates to 1988, and 56 percent were built before 1990. Foothill streets in Alta Loma and old Cucamonga may still have a small panel or an older brand; see Zinsco and Federal Pacific panels. The 1990s and 2000s tracts in Etiwanda and Day Creek more likely have 200-amp panels that fill up after a charger, ADU or heat pump. About 70 percent of homes are single-family and 62 percent are owner-occupied.

Money for the panel

At SCE addresses, Charge Ready Home pays toward the panel and circuit, not the charger itself. It is aimed at income-qualified or disadvantaged-community households, you can apply while planning, during the work or up to six months after, and a licensed contractor does the job. The SCE Charge Ready Home guide has the current terms for your address. RCMU has its own EV charger and residential rebates, so ask RCMU for the current amounts if your bill says RCMU.

Getting power work done with SCE

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

RCMU is a city-run electric utility started in 2004 that serves more than 3,900 metered businesses and residents in a selected southeastern area. Its residential customers are listed by name on the city's page: The Enclave (11755 Malaga Drive), Day Creek Square, The Row and Bungalows (Haven Ave and Church St), The Resort (9301 The Resort Parkway), Day Creek Villas and Cadence Senior Living. Single-family homes in Alta Loma, Etiwanda and the older neighborhoods are on SCE. RCMU is electric only. Gas is not RCMU. Check the electric bill for the utility name before quoting any program.

SCE addresses: SCE says every residential customer gets an allowance toward utility-side work (service wire, transformer) and an SCE Service Planner states the amount for a given address (SCE electrician FAQ). The city's fee schedule has a 'Utility Release (Utility Connection) inspection' of $172 for the first meter, charged by Building and Safety, which is the city step that releases the meter to the utility.

Shutoff record: Power was cut in a past event

Rancho Cucamonga appears on both October 2019 SCE lists. SCE actually shut off power in Rancho Cucamonga and Etiwanda on October 30, 2019 (FOX 11: Devore Heights, San Bernardino, Etiwanda, Lytle Creek, Rancho Cucamonga). Rancho Cucamonga was on CBS LA's earlier list of San Bernardino County cities under consideration (about 41,280 county customers). RCMU's own customers have a separate utility.

Local details

  • Its residential customers are named communities (The Enclave, Day Creek Square, The Row and Bungalows, The Resort, Day Creek Villas, Cadence Senior Living). An electrician has to check whether the bill says SCE or RCMU before talking about service upgrades or rebates. Source
  • Time periods are fixed: on-peak noon to 6 p.m. weekdays, mid-peak 8 a.m. to noon and 6 to 11 p.m. weekdays, off-peak all other hours. That is a different clock than SCE's 4 to 9 p.m. EV plans, so charging advice differs by address. Source
  • The city does not issue permits over the counter: all permits are applied for and issued online through the Online Permit Center or by email from the permit technicians. First plan review takes 10 business days and later reviews take 5. Inspections are next day, Monday to Thursday, scheduled through the same online account. Source
  • The FY 2026-27 fee schedule (effective July 1, 2026) lists an 'EV Charge' line at $343 and a Utility Release inspection at $172 for the first meter. Source
  • The city's Building and Safety page lists climate zone 10, 110 mph wind exposure C and a High Fire Area Map adopted by Ordinance No. 1048, and says the city enforces the State Mobilehome Park Act itself for mobile home parks within city limits. A mobile home park pedestal or space upgrade goes through the city, not HCD. Source

Questions about electrical work in Rancho Cucamonga

Is my Rancho Cucamonga address served by SCE or by RCMU?

Most single-family homes in Alta Loma, Etiwanda and the older neighborhoods are on SCE. The city's own utility, RCMU, serves named communities in the southeast, including The Enclave, Day Creek Square, The Row and Bungalows, The Resort, Day Creek Villas and Cadence Senior Living. Look for the utility name on your bill.

How do I get an electrical permit in Rancho Cucamonga if there is no over-the-counter service?

Apply online through the Online Permit Center. The city issues no permits over the counter, and the permit technicians can also issue by email. First plan review takes 10 business days and later reviews 5. Inspections are next day, Monday to Thursday, booked from the same online account.

What does an EV charger permit cost in Rancho Cucamonga?

The FY 2026-27 fee schedule, effective July 1, 2026, lists an EV Charge line at $343, plus a $172 utility release inspection for the first meter. The schedule does not say whether that line is residential or commercial, so confirm it with the permit technicians before you budget.

Should I add a battery or generator inlet in Alta Loma or Etiwanda after the 2019 shutoffs?

It is worth pricing. SCE shut off power in Rancho Cucamonga and Etiwanda on October 30, 2019 during Santa Ana winds, and the city keeps a High Fire Area Map. A battery covers short outages quietly, and an inlet box lets a portable generator feed key circuits. Compare both before you decide.

Can I add a second electric meter or subpanel for an ADU in Rancho Cucamonga?

Yes, but expect the paperwork. The city charges a $172 utility release inspection for the first meter and for each additional meter, and its online permit center lists the ADU submittal requirements. The utility, SCE or RCMU, sets what service size it can provide at the address.
