Electrician in Chino: chargers and heat pumps in newer homes

Chino's median home dates to 1987, and only about 1 in 6 were built before 1970. That makes added load, not old wiring, the usual reason for a panel or charger permit here.

EV charger permits. AB 1236 (Gov. Code 65850.7) requires every city to run an expedited, administrative review for EV charger permits and publish a checklist, and AB 970 (Gov. Code 65850.71) adds review timelines (GO-Biz). Applications are made through the Accela portal. Confirm with the Building Division at (909) 334-3251 whether a residential charger is reviewed over the counter.

Newer homes, different problems

Most Chino panels are a 200 amp box already carrying central air. About 38 percent of homes went up after 2000, another stretch in the 1970s and 1980s, and only about 16 percent predate 1970. So the usual call is not a rewire. It is a charger, a heat pump or an ADU added to a panel that is nearly spoken for. The panel upgrade cost page and the subpanel page cover the options short of a full replacement.

Older houses around downtown and the east side are the exception. If the panel there is from the Zinsco or Federal Pacific era, read the Zinsco and Federal Pacific page first.

The Preserve

The Preserve is the large master-planned area on former dairy land in the south of the city. These homes are recent and usually have 200 amp panels, so the question is room. Two chargers, a heat pump and a pool can add up faster than people expect. Read do I need a panel upgrade for an EV charger and the load management page before buying anything.

What the fee sheet leaves out

The fee table above comes from the Building Division sheet. Two things it does not answer. It has no EV charger line, so ask which line a charger circuit falls under. It also does not give plan check percentages, so a quote that adds only the table numbers can come in low. The city does not publish a turnaround for electrical work.

SCE, the meter and the rebate

SCE serves Chino. Its timelines cover only SCE’s work, not city permitting, so the two waits add up. A Service Planner can tell you what allowance applies to utility-side work at your address. Charge Ready Home, which helps with a panel upgrade ahead of a charger, is open to SCE customers in income-qualified or disadvantaged-community households, and terms change, so confirm them before counting on it. See the Charge Ready Home guide.

Portal, solar and fire

Permits go through Accela Citizen Access, and inspection requests need a registered account or a call to (909) 334-3251. Residential solar has its own SolarAPP+ guide on the city site, while panel and charger permits use the standard application. Chino sits on the valley floor, and the Chino Valley Fire District posted the March 2025 state fire hazard map update for the area. The nearest city pages are Ontario and Chino Hills.

Local notes

  • A 2021 Champion Newspapers piece quotes the city planner at 4,794 built and occupied units, 851 more in plan check or permitted. 11,976 homes at buildout 10 to 15 years later. It also says the Chino Valley dairy preserve once held about 350,000 cows on roughly 50 square miles. Newer Preserve homes need added-load work, not rewires. Source
  • The Chino Valley Unified School District collects a school development fee before the city issues a building permit for new construction; Chino's fee schedule notes the district contact. The schedule ties it to new construction, so it is not part of a panel or EV permit. Source

Questions about electrical work in Chino

Does my older Chino house need a new panel before I add an EV charger?

Not automatically. Some older houses near downtown still have 100 amp service or a full panel, while newer homes usually have 200 amp panels. An electrician adds up the loads in a calculation. If the charger fits within the rating, a new panel is not required. If it does not, the choices are an upgrade or load management.

What does Chino charge for a service up to 200 amps versus one over 200?

The Building Division schedule effective August 16, 2025 lists a $67.94 issuance fee plus $27.25 for a service up to 200 amps, and $55.50 for a service over 200 up to 1,000 amps. Plan check percentages are separate, so ask the city at (909) 334-3251 for the full total on your job before you sign anything.

Can I get a Chino EV charger permit over the counter or only online?

The city takes applications through its Accela Citizen Access portal and does not post an EV checklist page. State law still requires an expedited review for chargers. The practical step is to call the Building Division at (909) 334-3251 and ask whether a residential charger is reviewed over the counter or through the portal.

I live in The Preserve. Is my 200 amp panel big enough for two EVs and a heat pump?

It may be, but not always. A 200 amp panel with central air, an oven and a dryer can have little left. Two chargers and a heat pump together can exceed it on paper. An electrician runs a load calculation. Load-managed chargers that share a circuit are a common way to avoid an upgrade.

Do I need a new meter for an ADU in Chino?

That is decided with SCE and the city together. The city does not publish an ADU metering rule. A separate meter means a service request to SCE and often a new panel. A subpanel off the main house is the other route. Ask both offices before you design the electrical plan.
