Electrician in Perris: EV rule asks proof the service can carry the load

Perris bills through Edison since its community power program failed in 2021. The city's EV rule asks for proof of capacity, and its fee schedule changed in 2025, so figures found online may be old.

A railroad town with newer tracts around it

Perris began around a railroad depot in 1885 and was incorporated in 1911. Downtown is old. Around it are tracts built since the 1990s and large warehouses. Statistically the city is young: the median home dates to 2000, and only about 7 percent were built before 1960 and 13 percent before 1980. That split is why two houses on the same street can need very different electrical work.

Older downtown houses and mobile-home areas often have small or aging services. This is a general pattern, not a city count. Where an electrician finds knob-and-tube or a tired panel, see knob-and-tube replacement and Zinsco and Federal Pacific panels. Newer tracts have 200 amp panels that fill up with air conditioning, EV and solar loads.

Edison, and the community power that went away

Perris, Eastvale, Hemet, Jurupa Valley, Norco and Wildomar formed Western Community Energy in 2020. It filed for bankruptcy in 2021 and ceased operations, and its customers went back to SCE. Today SCE bills for electricity and does all meter and service work. The city runs water and sewer.

For a time-of-use plan, SCE’s TOU-D-PRIME needs an EV, a home battery or a heat pump on file. Read time-of-use rates for EV owners before you choose a plan.

Permit path and fees

Permits and inspections run through the city’s Accela Citizen Access portal. A 2025 city resolution adopted the August 2025 Building Valuation Rates and said fees for certain electrical permits will go up, so a quote from before then may be low. The city does not post turnaround times, and two different phone numbers appear in city documents, so confirm the right line before you call.

Perris Municipal Code section 16.25.040 covers EV charger permits and requires the applicant to verify system capacity and loads. The city’s plug-in EV checklist is based on the 2025 California Codes. Start with the load calculation guide and the EV charger load calculation page.

Wind, hills and the fire map

Perris Valley sits between the Box Springs Mountains and the San Jacinto Valley, and Santa Ana winds funnel through it in fall. July highs average about 97 F. The city adopted an updated fire hazard severity zone map in March 2025, which affects code rules near Lake Perris and the hills. The map’s zones are by neighborhood, so look yours up.

See the PSPS prep checklist and the cost page for a home battery. SCE’s Charge Ready Home reaches only income-qualified or disadvantaged-community households, and the rebate guide lists the current terms.

Shutoff record: Named on a possible-shutoff list only

In October 2019 SCE warned that customers in parts of Riverside County, including Perris, Menifee and Hemet, could lose power in a Santa Ana wind shutoff. A separate notice listed Perris and unincorporated Mead Valley among areas to prepare for outages (Patch, Oct. 2019). More than 22,300 SCE customers in Riverside County were in the affected areas then.

Questions about electrical work in Perris

Why are older Perris permit fee numbers likely wrong?

Because the city adopted new Building Valuation Rates in August 2025, and its resolution says fees for some electrical permits will rise. The city's pages show no current dollar amount for a panel permit, so figures posted elsewhere are likely out of date. Ask the Building and Safety Division for the current fee before you budget.

Does Perris require a load calculation for a home EV charger?

The city's municipal code (section 16.25.040) asks the applicant to verify that the charger will not hurt electrical system capacity and loads. The city also has a plug-in EV checklist updated January 1, 2026. Your electrician should bring a load calculation with the application.

Is my Perris address on Edison or a community choice program?

Edison. Perris joined Western Community Energy in 2020, but that program went bankrupt in 2021 and its customers moved back to SCE. The city's own utility page lists SCE for electricity. Your bill and any outage call go to SCE.

Do I need to worry about SCE power shutoffs in Perris?

Some. SCE named Perris in a Santa Ana wind shutoff warning in October 2019. Those were warnings, and the city has not published any confirmed shutoff of Perris customers. The city updated its fire hazard map in March 2025. A battery or generator inlet is worth pricing.

Can I add a second panel or meter on an older downtown Perris house?

Often yes, but it depends on the service. Old downtown houses can have small services near their limit. A subpanel adds room inside the house if the main service has capacity. A new meter or larger service needs SCE's approval and a city permit and inspection first.
