Electrician in Menifee: SCE disconnect tied to the inspection

Menifee prices a single-family panel up to 400 amps at $103 and issues Fast-Track panel permits in about two business days. The inspection is tied to a same-day SCE disconnect, so the day needs planning.

Turnaround. Fast-Track permits (which include minor electrical work and panel upgrades) are typically processed within two business days with no plan review. Plan review otherwise is estimated at 14 business days for the first review and 10 business days for each later one.

EV charger permits. The city's Residential EV Charger Requirements handout (version 10/26, on the 2025 California codes) says a Level 1 charger on an existing outlet needs no permit. A new 120V outlet or any Level 2 (240V) circuit needs an electrical permit and inspection, submitted through the Menifee Permit Portal as a Residential Electrical permit with one set of digital plans and a showing that the existing service can handle the added load. The municipal code (section 8.24.010 per a code summary) lets EV charging stations be permitted once the Building Official finds the application complete, in line with AB 1236. The Permits page does not list EV chargers as Fast-Track.

Inspections. Online through the portal. Requests for panel upgrade inspections must be in by 2 p.m., tied to the SCE disconnect/reconnect date.

The panel day

Menifee has written out how a panel change runs. The contractor holds the permit and job card, books the same-day SCE visit, and shows the confirmation to the inspector. Inspection requests must go in online by 2 p.m. Tampering with SCE’s meter tag or working on a live panel is a violation. For the owner’s side of that day, read how to prepare for the electrician visit.

Panel upgrades are Fast-Track permits, typically in about two business days with no plan review. Other plan review runs longer, so a job that adds an ADU or a large load should not count on the fast lane.

A solar permit is not a panel permit

If a solar company shows a new panel in its plans, the city still wants a separate permit for it, pulled by a C-10 contractor. This catches many people with a solar job on hold. For that situation, see solar inverter and system repair and the federal tax credits status page, which shows what is still available.

Where chargers fit

A Level 2 charger is not a named line in the fee schedule. It probably falls under an appliance line or the miscellaneous line, but the schedule does not say, and the permits page does not list chargers as Fast-Track. Ask the counter first. The AB 1236 guide explains why the city must treat chargers in an expedited way.

Sun City and the tracts around it

Menifee incorporated in 2008 from several communities. Sun City, the Del Webb 55+ community in the northwest, began in the early 1960s. Newer construction dominates: 53 percent of the city’s homes went up after 2000, and only about 1 in 10 predate 1970. That mix means the older homes need a panel check and the newer ones run out of capacity once a heat pump or charger is added. Nine in ten homes are single-family. See heat pump electrical requirements.

Heat and the 2019 alert

July highs average near 97 F, so air conditioning runs hard. In October 2019, some Menifee homes were included in an SCE Santa Ana wind shutoff alert, though power was not cut. Read PSPS explained if that worries you. Neighbors in Temecula work with a different permit office.

Charge Ready Home, an SCE program for income-qualified and disadvantaged-community households, can offset panel work. Read the SCE rebate guide and check the current terms.

Working with SCE on a service change

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

The City of Menifee's service panel procedure sheet sends contractors to SCE (951-928-8290) for the same-day disconnect/reconnect, and SCE's service-territory city list includes Menifee. Menifee is not a member of the old Western Community Energy group (members were Eastvale, Hemet, Jurupa Valley, Norco, Perris, Wildomar), which ended in 2021 anyway. Bills come from SCE. Sun City and other older areas have long-established SCE service.

City procedure sheet: all panel upgrades need their own permit even when solar plans show the panel. Only C-10 contractors can pull it. The application lists bus bar rating and old and new main breaker amps. SCE disconnects in the morning, the city inspector comes in the afternoon, and SCE reconnects if the panel passes.

Patch listed Menifee among Riverside County communities told to prepare for possible SCE outages on Oct. 9, 2019 and reported on Oct. 24, 2019 that some Menifee homes were included in the alert. Menifee is on the same SCE circuits as Perris and Hemet in the 2019 Santa Ana wind warnings.

Menifee specifics

  • Menifee's fee for an electrical service or panel up to 400 amps at a single-family home is $103.00 (plus a $59.75 permit issuance line) in the schedule effective July 1, 2026, which is lower than the totals listed by Corona, Hemet and Murrieta for a comparable service job. Source
  • A solar permit in Menifee does not cover the panel: the city's procedure sheet says even when solar plans show a panel upgrade, a separate permit is required and only a C-10 electrical contractor can pull it. Source
  • The city's EV charger handout (version 10/26) requires a load showing that the existing service can handle a Level 2 charger and is based on the 2025 California codes, adopted by Menifee. Source

Questions about electrical work in Menifee

How long does a panel upgrade take in Menifee and what is the SCE outage?

The city issues Fast-Track panel permits in about two business days with no plan review. On the work day, SCE disconnects power in the morning, the city inspector comes in the afternoon, and SCE reconnects if the panel passes. The contractor books the same-day SCE visit, and the confirmation must be shown to the inspector.

Why does my solar company need a separate permit for the panel in Menifee?

The city's procedure sheet says a panel upgrade needs its own permit even when the solar plans show the panel. Only a C-10 electrical contractor can pull it, and the application lists the bus bar rating and the old and new main breaker amps. A solar-only permit does not cover that work.

Is my Sun City house panel big enough for a heat pump?

Only a load calculation on your own house can say. Sun City began in the early 1960s, so some homes there are old enough to have a smaller service than a heat pump, charger and dryer need together. Check the main breaker label, then compare it to the heat pump's circuit size and ask an electrician to run the numbers.

What does Menifee charge for a panel over 400 amps?

The schedule effective July 1, 2026 lists $103.00 for an electrical service or panel up to 400 amps at a single-family home, and over 400 amps is $206.06. A separate $59.75 line covers permit issuance. A meter reset is $103.00. Fees are due when you submit the application.

Do I need a permit for a 240V outlet for an EV in the garage?

Yes. The city's EV handout says a Level 1 charger on an existing outlet needs no permit, but a new 120V outlet or any Level 2, 240V circuit needs an electrical permit and inspection. You also show that the existing service can take the added load. Submit it through the Menifee Permit Portal.
