Electrician in Rialto: inspection notice and 30-day plan review
Rialto's inspections page says no meter releases happen on Fridays because SCE is closed. That one rule sets the schedule for a panel upgrade, along with a posted 30-day review time for plans.

Turnaround. The Online Permitting Center status table says plans 'in review' take 30 days. Solar uses SolarAPP+ for electronic review. No separate over-the-counter timeline for panel or EV permits is published.
EV charger permits. Rialto posts a residential EVSE (Electric Vehicle Service Equipment) checklist for one- and two-family dwellings that is a supplement to the building permit application and includes a service load calculation worksheet. It calls the load-calc method voluntary. The city also posts a non-residential EVSE form and an Electrical Load Calcs Worksheet on its Forms page. AB 1236 (Gov. Code 65850.7) requires every city to run an expedited, administrative review for EV charger permits and publish a checklist, and AB 970 (Gov. Code 65850.71) adds review timelines (GO-Biz).
Inspections. Request inspections through the Online Permit Center. Schedule 2 to 3 business days ahead. Next-day cutoff is 3 p.m. An adult (18 or older) must be present for interior inspections, approved plans must be on site, and no meter releases are done on Fridays because SCE is closed. Inspectors are available by phone 7 to 8 a.m. and 5 to 6 p.m.

The Friday rule and the calendar
Rialto’s Inspections page is unusually specific. Inspections are requested in the Online Permitting Center 2 to 3 business days ahead, with a 3 p.m. cutoff for next-day requests. No meter releases are done on Fridays. Inspectors can be reached by phone early morning and late afternoon. A panel upgrade means the power is off between the old meter and the new, so an inspection on Thursday afternoon can push the reconnect to the next week. The panel upgrade timeline guide shows where those days land.
What the fee list does and does not say
The city does not publish a service, panel or charger line, and its citywide list is still based on the 1997 Uniform Building Code, so cost questions go to (909) 820-2505. A signed Declaration Form and photo ID are required with every permit. For typical ranges only, see the panel upgrade cost page.
Older houses and the SCE side
A 1982 median year hides an older quarter: 28 percent of Rialto homes predate 1970 and 44 percent predate 1980, while only 10 percent went up after 2000. That is a split stock, with a newer half on panels sized for the 1980s and 1990s and an older quarter on original equipment. Either can run short once AC, EV charging and an ADU all draw on the same service. See the 200 amp panel page and the subpanel page.
SCE serves Rialto, and no community choice program runs here. The city is named as a partner in a solicitation to explore one with Fontana, but has not done a feasibility study. SCE gives every residential customer an allowance toward utility-side work, and a Service Planner states the amount for your address.
Charger paperwork
The residential EVSE checklist includes a service load calculation worksheet. The load calculation page explains it, and AB 1236 EV charger permit rules covers the state expedited rule. Charge Ready Home pays toward the panel and a charger circuit, not the charger itself, and only for income-qualified or disadvantaged-community SCE households. The program guide has the details.
Heat and shutoffs
Rialto sits at the base of the foothills. SCE listed it among San Bernardino County cities under shutoff consideration in October 2019, yet it was not among the cities where power was actually cut. Treat it as exposed to warnings more than outages. Read PSPS power shutoffs explained. The nearest city page is Fontana.

Local notes
- That makes a panel upgrade's disconnect-and-reconnect timing a real scheduling constraint, not a formality. Source
- The City of Rialto runs the Rialto Revive HOME Rehabilitation Grant Program, funded by HUD, giving low-income owner-occupant households grants of up to $30,000 for housing rehabilitation on their principal residence. The city keeps an interest list, and 2026 HUD income limits are linked on the page. Source

Questions about electrical work in Rialto
Why can't SCE reconnect my Rialto meter on a Friday after my panel passes inspection?
Rialto's Inspections page says no meter releases are done on Fridays because Edison is closed. Plan the inspection for early in the week. Requests should go in 2 to 3 business days ahead, and next-day requests close at 3 p.m. An adult must be present for interior inspections and approved plans must be on site.
How do I find out Rialto's panel permit price?
Call Building and Safety at (909) 820-2505. The city does not publish an electrical service fee online, and its citywide fee list is from FY23 and says permit fees follow the 1997 Uniform Building Code. Hours are Monday to Thursday, 7 a.m. to 6 p.m.
Can I get help paying for electrical repairs on my older Rialto house?
Possibly. Rialto Revive is a HUD-funded program offering grants of up to $30,000 to low-income homeowners for housing rehabilitation on their principal residence. Ask the city which repair types qualify. SCE's Charge Ready Home is a separate program for income-qualified or disadvantaged-community households.
Does Rialto have an EV charger permit checklist and load calculation?
Yes. The city posts a residential EVSE checklist for one- and two-family homes as a supplement to the building permit application. It includes a service load calculation worksheet, and the city calls the load-calc method voluntary. An Electrical Load Calcs Worksheet is also on its Forms page.
How long will Rialto take to review my electrical plans?
The Online Permitting Center lists a 30-day review time for plans in review. That is not a panel or charger permit time, and the city does not publish an over-the-counter timeline for those. Solar goes through SolarAPP+ for electronic review. Ask Building and Safety whether your job needs plan review at all before you set a schedule.
