Electrician in Murrieta: C-10 permit for panel upgrades

Murrieta homes are mostly newer stucco tracts on Edison power, and the city was inside SCE's wind shutoff areas in November 2024 and January 2025. Backup power questions come up here before most other cities.

Turnaround. The Building & Safety page says permit processing for the completeness check is approximately 15 business days and that staff contact the applicant when the check begins. Small residential self-issue types (SolarAPP+ roof solar, like-for-like HVAC and water heater) are issued directly.

EV charger permits. Murrieta Municipal Code Chapter 15.63 has the Building Official issue a charging station permit when the installation meets the chapter and has no specific adverse impact on health, safety and welfare, which is the AB 1236 pattern. If an impact is found the city can require a minor conditional use permit. The Building page does not list EV chargers among self-issued permits.

Inspections. Inspection requests are online only (no phone or counter requests). Solar inspections run in the morning. Same-day cancellations go to 951-461-6062.

Why backup power comes up first here

Murrieta has been inside SCE’s wind shutoff areas more than once, most recently in the winter of 2024 to 2025, and the city has posted notices of possible shutoffs since. Winter Santa Ana wind days are the bigger electrical risk here than summer heat. The south and east hills, and the Santa Rosa Plateau side, are the fire edge, so ask the city about your lot. Read generator vs battery backup and the PSPS power shutoff explainer before you pick equipment.

Stucco tracts with 200 amp panels near full

Murrieta’s stucco tracts are young: the median home dates to 2000, half were built after 2000 and only about 6 percent predate 1980. Most have 200 amp panels, and those panels are often close to full once air conditioning, a pool pump and solar are in place. Adding a charger or a heat pump is mostly a question of room, not age.

That makes a critical loads subpanel a common answer. It moves a few circuits to a small panel that a battery or generator can run.

Who pulls what

The fee table above has no EV charger line, so charging equipment falls under the electrical installation or upgrade lines. Plan check covers a maximum of three reviews, so a complete package on the first try saves money. Ask the counter which electrical line your scope falls under before you accept a quote, so the permit number in the bid matches what the city will charge.

The city is strict about who pulls permits. A homeowner or installer can self-issue only a few small types. Anything involving the service panel goes to a C-10 electrical contractor. Inspection requests are online only, not by phone or at the counter.

Murrieta’s municipal code on chargers follows the state pattern: the Building Official issues the permit if the install meets the chapter, otherwise a minor conditional use permit can be required. See the AB 1236 guide.

The utility and the rebates

SCE decides what size service it can provide at an address, and its steps plus the city’s review add up to weeks, not days. Read the panel upgrade timeline guide and price the 200-amp panel upgrade.

The only panel rebate to look up is SCE’s Charge Ready Home, which is limited to income-qualified or disadvantaged-community SCE households. The Charge Ready Home guide has the current terms.

SCE: meter, service and rate steps

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

The City of Murrieta's PSPS notices to residents refer to SCE's shutoff decisions, and SCE's service-territory city list includes Murrieta.

Murrieta's Building page says a service panel upgrade needs its own permit pulled by a C-10 electrical contractor, even when the panel is part of a solar job.

Shutoff record: Power was cut in a past event

On Jan. 23, 2025 the City of Murrieta told residents that portions of the city were experiencing an SCE shutoff due to high winds and extreme fire danger, calling it a measure of last resort. The city posted a notice that SCE warned of a possible shutoff in portions of Murrieta for June 16-17, 2025. In October 2019 Murrieta was spared while Temecula Valley Wine Country and Menifee were included (Patch).

Questions about electrical work in Murrieta

What do plan check and inspection add up to for a Murrieta panel upgrade?

Murrieta's fee schedule effective July 1, 2026 lists $67.56 for plan check plus $96.36 for inspection on an electrical upgrade, about $164. Small state and records fees are added on top. Complex upgrades are charged at actual cost, so a large or unusual job can cost more.

Can I pull my own permit for a panel upgrade in Murrieta?

No, not for a panel. The city says a service panel upgrade needs its own permit, pulled by a C-10 electrical contractor, even when the panel is part of a solar job. Only roof solar through SolarAPP+ and like-for-like HVAC or water heaters are self-issued.

How long will Murrieta take to review my EV charger permit?

The city's Building page gives about 15 business days for its completeness check on permit applications. It does not say whether that applies to a simple charger permit, and no Murrieta charger checklist is posted. Call Building and Safety and ask what applies to your job. State law also limits how long a city can sit on a complete charger application.

I lost power in the January 2025 shutoff. What backup should I install?

It depends on what you need to run. A battery covers lights, the fridge and internet quietly. A generator inlet and interlock is cheaper but needs fuel and noise tolerance. Murrieta had shutoffs in November 2024 and January 2025, so compare both options on the backup power page.

Do I need a permit for a generator inlet or transfer switch in Murrieta?

Yes. Transfer equipment is electrical work and needs a permit pulled by a C-10 contractor, with an inspection. The fee schedule has no separate generator line, so it falls under the electrical installation or upgrade lines. Ask the city which line your scope uses.
