Power from SCE

Electrician in Apple Valley: flat permit fee for services up to 200 amps

Apple Valley is a town, not a city, with its own power purchasing program and its own Permit Center. SCE still owns the lines. Most homes here were built in the 1980s or later.

Who sends the bill, who sets the rate

Apple Valley Choice Energy buys the electricity. SCE delivers it, maintains the lines and sends one bill that carries both. For a homeowner this matters only at the moment of a change. Adding solar or an EV can shift which charges apply, and a household that opts out of the town program after the first 60 days may not get back in right away. Ask both parties what your plan does before you sign for equipment. For rate plans built around a charger, see time-of-use rates for EV owners.

What the Permit Center path looks like

Applications go through the Town’s online permit account, and inspections are booked there too. A service up to 200 amps is one flat line, so a panel swap is easy to price up front. A charger is different. The schedule has no charger line, so the cost depends on how the counter counts outlets and circuits. Ask the Town for the turnaround and any charger-specific procedure when you call. State law still requires cities and towns to run a streamlined, non-discretionary approval for home chargers, and the EV charger pages explain what that means in practice. For wider cost context, see panel upgrade cost and electrical permits in Southern California.

Homes built late, loads that grow

Fuse boxes are rare in a town this young. Only about 1 in 10 homes was built before 1970, 27 percent went up after 2000, and the median year is 1987. That points away from old fuse boxes and toward a different problem: a panel that is fine for the house but short of capacity for a charger, a heat pump or a shop. Around 79 percent of homes are single-family and 70 percent are owner-occupied, so most of these decisions belong to the person living in the house. Lots tend to be large, which means long wire runs to a detached garage or a well, and those runs affect wire size and voltage drop. The subpanel installation page and the detached garage charger page cover those questions.

Charger circuits and the unit fee

A new 240V circuit for a charger is priced by units, not by a charger line. The first unit is $10.67, and each unit after that is $2.11, up to 10 units, on top of the issuance fee. Count the outlets and circuits your job adds, then ask the counter how it will tally yours. A charger plus a shop subpanel can land in more than one band. If outages are a worry, the generator inlet box page covers the options.

Panel money exists for some households. If yours is income-qualified or sits in a disadvantaged community, SCE’s Charge Ready Home rebate may cover part of the panel and charger circuit, and SCE takes applications while you plan, during the work or up to six months after. The Charge Ready Home guide lists the steps.

What SCE handles on a panel or charger job

SCE sets and reconnects the meter. Its published targets cover only SCE steps, and city review time is extra. How the steps fit together.

SCE delivers the power, maintains the lines and bills; AVCE sets generation rates each year at a Town Council hearing, designed to track SCE and save about 3 to 5 percent on generation (2019 and 2020 council reports). Customers are enrolled by default. Those who opt out within the first 60 days can return any time.

What the record shows on outages in Apple Valley

Shutoff record: Named on a possible-shutoff list only

Apple Valley was on SCE's June 2019 list of about 6,500 high-desert customers who might lose power in high winds (KTLA, KNX). No power was cut that Friday. County notices describe 40 to 50 mph Santa Ana gusts in Victorville and Apple Valley and say SCE could declare PSPS. NWS issued a wind advisory for Apple and Lucerne Valleys through June 21, 2025.

Questions about electrical work in Apple Valley

Is the Apple Valley panel permit a flat fee or priced by amps?

It is priced by service size, with one flat line for service up to 200 amps. The Town lists $121.29 for that line plus a $121.29 permit issuance fee per application, about $242.58 in town fees. The posted schedule carries a FY 2023-24 header, so a newer one may exist. Confirm with the Permit Center at 760-240-7000.

Is Apple Valley Choice Energy cheaper than SCE for EV charging?

Not necessarily. Town council reports from 2019 and 2020 aimed to track SCE and save about 3 to 5 percent on generation, but current rates are set each year by the council. Delivery charges still come from SCE. Compare your full bill under a time-of-use plan before assuming savings, and ask the program for its current generation rate.

Do I need a permit for a 240V outlet in my Apple Valley garage?

Yes, a new circuit needs an electrical permit. The Town's schedule has no EV charger line, so a 240V outlet is priced from its unit system: $10.67 for up to 1 unit, then $2.11 per unit up to 10, plus the issuance fee. Call the Permit Center to confirm how they will count yours.

Can I run a shop or well pump from my existing service in Apple Valley?

Only after the loads are added up. A shop, pump and house on one service can exceed it, and long wire runs add voltage drop. The electrician does a load calculation and may suggest a subpanel at the outbuilding. The Town needs a permit for the added circuits, and SCE may need to review a larger service.

Can I opt out of Apple Valley Choice Energy before adding a charger?

Yes. Customers are enrolled by default, and those who opt out in the first 60 days can come back any time. After that, SCE may bar a return for a year. Delivery stays with SCE either way. Decide before the charger or solar goes in, since your usage and bill will change.
