Power from SDG&E

Panel upgrade in Chula Vista

Chula Vista will not issue a service-upgrade permit until SDG&E has issued its work order, so the utility request comes first. Here is what to ask the electrician and the city.

The SDG&E work order comes before the city permit

Chula Vista’s utility permit page says the city will not issue a permit to upgrade electric service, reset or relocate a meter, or set a temporary pole until the SDG&E work order is in hand. The order matters, so ask the electrician who files with SDG&E, who files with the city, and who tells you when each is done. San Diego Community Power supplies the electricity here by default, but SDG&E still owns the wires and the meter and does all service work. A job that adds no load can go through SDG&E’s Express Program, which wants photos of the existing panel and a 3 ft by 3 ft clear, level space at the meter. A job that adds load or upsizes the service line goes through a longer request.

What the city charges

The city’s posted fee bulletin lists $139 to upgrade an existing electrical service, $139 for a new meter or reset and a $62 intake fee for a permit without plans. That bulletin is dated July 2017, and the city’s fee schedule page says it was updated in June 2026, so the amounts may have changed. Call Development Services at 619-691-5031 or ask the electrician for the current line before you compare quotes. The city does not post a turnaround for utility permits, so ask the permit counter how long the review runs.

Homes in Chula Vista

The median Chula Vista home was built in 1987. About 28 percent were built before 1970, 42 percent before 1980, and 34 percent after 2000. A panel from the 1960s or earlier is worth a look for warm breakers, buzzing or a brand with a poor safety record, but a panel that is full is a different problem from one that is unsafe. In the newer east-side tracts around Eastlake and Otay Ranch (ZIP 91914, California climate zone 10), the strain is more likely heavy air conditioning, solar and a charger together. Chula Vista does not force an upgrade on an existing home, so the decision is yours.

Questions that save a second visit

Ask what the quote covers: the mast, meter socket, grounding and bonding, and patching of stucco or drywall. Those lines are where a low quote grows. Compare the answers with the 200-amp panel cost page, which shows the typical SoCal range as of October 2026. If a charger is the only new load, ask whether a meter socket adapter or load management could avoid the larger job. The meter and service mast page shows when a mast or meter move comes into play.

Inspection and getting power back

The city inspects the new equipment, and the electrician books it. A contractor with a Chula Vista business license can schedule inspections online. Ask for the day the power will be off and who calls SDG&E to reconnect the meter. The general sequence is on the permit and inspection page, and the SDG&E programs guide covers incentives. For local background, see the Chula Vista city page.

Questions people ask

How do I know my Chula Vista panel needs replacing?

Signs include breakers that trip often, warm or buzzing panel covers, scorch marks, fuses, or a brand with a known safety record. A full panel with no spare slots is a capacity issue, not a safety one. An electrician can inspect the panel and tell you which applies. Ask for the finding in writing before you commit to a quote.

What should I tell the electrician before the panel work starts?

List every load you plan to add in the next few years, such as a charger, heat pump, spa or solar. Also share the age of the home and any past breaker trouble. That lets the electrician size the service once and file the right utility request. Changing the plan later can mean filing again.

How long is the power off during a Chula Vista panel swap?

The power is usually off for a good part of one working day while the old panel comes out and the new one goes in. Power returns after the city inspection clears the work and the utility reconnects the meter. Ask the electrician to book both and give you a window in advance.

Why does Chula Vista want an SDG&E work order before the panel permit?

The city's utility permit page says it will not issue a permit to upgrade electric service, reset or relocate a meter, or set a temporary pole until the SDG&E work order is in hand. So the electrician files with SDG&E first, then applies to the city. Ask who files each and in what order.

Does the quote include the stucco and drywall repair?

Often it does not. Ask the electrician whether patching, painting, and moving a meter or mast are in the price or extra. A quote that lists only the panel and breakers can grow once the wall is opened. Get the exclusions in writing so you can compare quotes on the same scope.
