Power from SCE

How a Torrance panel upgrade gets from permit to power

A Torrance panel swap ends with SCE setting the meter, and SCE does that only after the building department reports a pass. The permit is electronic and priced by job value.

Who passes the baton to SCE

A Torrance panel job has four steps in a row: the electronic permit, the electrician’s work, the city inspection and SCE’s meter. The last two are linked. The building department reports the pass, and SCE acts on that report, so a quick permit does not shorten the final step. Ask your electrician to start the SCE side early and to say who is notifying whom. SCE publishes targets for its own steps and the city’s time is extra, so plan for weeks and not days. The timeline guide shows where the meter spot fits.

Permit by value, not by line

Torrance does not list a panel fee. The residential schedule prices permits by project value, so the fee follows the job value you declare. The fee box on this page shows one valuation row, not an electrical one. A standard swap is typically $2,500 to $4,500 as a SoCal range, and $5,500 to $10,000 where the meter or service run changes, per the cost page. Ask your electrician to put the permit on its own line in the quote, so you can match it to what the city charges.

Electrical is a separate trade permit in the portal. Everything has been electronic since January 5, 2026, and a zoning screening comes before the filing.

What the housing says about the job

The median Torrance home was built in 1964, and about two in three predate 1970. Open the panel door and read the label with the panel reading guide. A panel from the original build, or one with no free slots, is a candidate for replacement. Zinsco and Federal Pacific names are red flags. The 200 amp upgrade page covers the usual target size.

In a rented house the owner decides, so a tenant should ask in writing with the electrician’s findings attached.

Zones, forms and outages

Most of Torrance is CEC climate zone 6, but ZIP codes 90504 and 90506 are zone 8. The zone changes the Title 24 energy forms attached to HVAC and some panel jobs. If the panel upgrade is for a charger, the Torrance charger page covers the separate charging station inspection. Torrance’s two big outages came from SCE substations, not wildfire shutoffs, so backup planning is about the substation, not the season.

Questions people ask

Who tells SCE that my Torrance panel passed inspection?

The building department. Under SCE Rule 16, SCE sets the meter only after the building department tells it the work passed. Ask your electrician how the notice is sent and whether you need to call SCE too. Do not expect the meter to be reconnected the same day as the city inspection.

Does a Torrance panel permit use a fixed fee?

No. Torrance sets building permit fees from a project-value table for fiscal year 2026-27, with no electrical-only line for a panel. The city's FAQ says small permits may cost under $100 and larger projects several thousand dollars. Ask the Building and Safety Division what your declared job value produces.

Can I turn in a paper plan to Torrance for a panel job?

No. Since January 5, 2026 all plan reviews and permit submittals are electronic only, through the city's portal. Electrical is its own trade permit application, and a zoning screening comes first. Your electrician files it. Inspections are scheduled online through the city's Schedule Building Inspection page.

Should a Torrance panel upgrade allow for backup power?

It is worth asking. SCE substation failures cut power to nearly 115,000 households in September 2013, 83,000 of them in Torrance, and to about 100,000 customers in October 2016. No wildfire shutoff is documented for the city. A panel job is a good time to leave room for a battery or a transfer switch.
