Power from GWP
Who handles what on a Glendale panel upgrade
A Glendale panel job runs through two offices: Glendale Water and Power for the service side, and the city's Permit Services Center for the permit and inspection. They do not book for each other.

Keep the two conversations separate
The utility conversation and the permit conversation need different people. GWP decides what the service side needs and when the meter is released. The city decides whether the electrical work meets code. Neither one schedules the other’s visit. Ask the electrician who is calling GWP, who files the permit and who tells you the date of each step. The utility coordination guide shows the usual sequence for a city-owned utility.
Ask GWP for its fees in writing before you accept a quote that includes them. Utility steps and time vary by job, so avoid promising a finish date to anyone until GWP has answered.
What the permit and inspection cover
The permit goes through the Glendale Permits portal with an account. The inspector looks at the new panel, the grounding and bonding, breaker sizing, labeling and the clearance in front of the equipment. The city does not publish a turnaround, and the Permit Services Center keeps limited Friday hours, so a Thursday finish can slip into the next week. See the permit and inspection page for the full checklist.
Old houses and old brands
Glendale’s older single-family houses are pre-war bungalows and Spanish-style homes. The median home was built in 1966, and roughly 3 in 10 homes predate 1950, so original panels turn up. Open the door and read the label. Zinsco or Federal Pacific panels are the names to flag. Typical SoCal range for a standard swap is $2,500 to $4,500, rising to $5,500 to $10,000 for meter or service work, per the cost page.
Hillside parcels below the Verdugos also fall under the city’s High Fire Hazard Severity Zone resources. GWP says a shutoff is a last resort, so ask the electrician about backup power options while the service is open.
Condos and apartments
Most Glendale homes are in multi-unit buildings, and most households rent. In a condo or an apartment, the panel usually belongs to the building, so the upgrade is the owner’s or the board’s decision. Bring a written scope from a licensed electrician. If a charger is the reason for the work, the Glendale charger page lays out the parking-space rules and GWP’s charger programs, and the rebate comparison shows how Glendale differs from Pasadena and Burbank.

Questions people ask
What should I ask GWP before the electrician quotes a panel upgrade?
Ask GWP's Customer Service Engineering what it needs from the job, what fees apply to your service and how the meter is released afterward. Get the answers in writing. The utility's steps and fees are not posted in detail online, so a quote that skips them can leave a gap at the end of the job.
Does GWP pay for a panel upgrade?
Only alongside an EV charger rebate, based on GWP's EV page. It is not a standalone panel payment, and the amounts on that page were last checked October 2026. Confirm eligibility and the form with GWP before work starts, and keep the permit paperwork, because rebate claims usually ask for it.
Where do I apply for the Glendale electrical permit?
Through the Glendale Permits portal, which needs an account, or at the Permit Services Center, 633 E. Broadway, Room 101. The city's fee schedule lists a service fee by size for single-family homes, so ask the center what the electrical permit costs for your exact job. Inspections are requested through the same portal.
My Glendale condo panel is full. Who decides on an upgrade?
Usually the building owner or the association, since the panel often serves shared equipment or more than one unit. Ask the board in writing and attach the electrician's findings. Bring the typical SoCal cost range so the discussion starts from numbers. Charger requests have separate legal backing, but a panel upgrade request is negotiated.
