Installing a home EV charger in Torrance

In Torrance a charger has its own trade permit and its own inspection code. Everything is filed online, and the load question is settled between your electrician and Building and Safety.

Two filings, two inspections

A Torrance charger is an electrical trade permit, filed in the Citizen Access portal and separate from any building permit. A zoning screening comes first, and the city takes electronic submittals only. The city’s inspection list has a charging station code of its own, and a service change is inspected under a different code, so a job that includes both gets two kinds of visit. Torrance prices permits by project value, so ask the Building and Safety Division at (310) 618-5910 what your job will cost. The general process is in electrical permits in Southern California.

Will the existing service carry it

About two in three Torrance homes were built before 1970, and the median year is 1964. A house from that era may have a service sized for a range and a dryer, not a charger on top. A load calculation tells you whether the main breaker has room, and the electrician should run it before quoting. The do I need a panel upgrade guide walks through the signs.

Typical SoCal range for a charger on a panel with room is $1,000 to $2,000. If the service must grow, it is $3,600 to $7,500 as the cost page lays out, and the Torrance panel page covers that route.

Two climate zones and the outage record

Most of Torrance is CEC climate zone 6, while the east and inland ZIP codes 90504 and 90506 are zone 8. Zone 8 runs warmer, so the air conditioner takes a larger share of a small service there. The zone also changes the Title 24 energy forms attached to HVAC jobs, though a plain charger circuit does not usually need them.

Torrance has also seen two large SCE substation outages, in September 2013 and October 2016, and the second came in October, not on a heat wave. For a charger, that is a reason to ask whether the new circuit and panel leave room for a battery later.

The SCE bill and renting

SCE serves Torrance. Its TOU-D-PRIME plan is for customers who attest to an EV, home battery or electric heat pump, and it is the plan most EV owners compare first. Prices change, so check the current tariff before enrolling. About 55% of Torrance homes are owner-occupied, so if you rent, ask the owner in writing before the electrician starts. Condo owners should read EV chargers in HOAs and condos.

Charger permit path

The city's electrical inspection codes include a charging station inspection and an electrical service inspection, and an electrical trade permit is applied for separately in the portal.

Questions people ask

Is the Torrance charger permit part of a building permit?

No. Electrical is a separate trade permit application in the city portal. Since January 5, 2026 all permit submittals are electronic, and paper is no longer accepted. A zoning screening comes before submitting. The city's inspection list also has a separate code for a charging station, so expect a visit specific to the charger.

What does state law say about Torrance's charger review?

Gov Code 65850.7 requires every city to approve a complete charger application administratively, after a limited health and safety review, and to publish a checklist online. Under 65850.71, a city that sits on a complete application for 20 business days is deemed to have approved it. Ask the Building and Safety Division at (310) 618-5910 for the current checklist.

Can a Torrance landlord refuse a charger for my parking space?

Usually not. Civil Code 1947.6 says a landlord shall approve a written request for a charger at the tenant's assigned space, for leases signed or renewed after July 1, 2015, if the tenant meets its conditions, such as paying costs and carrying liability coverage. Exceptions include lots with fewer than five spaces.

How long does a Torrance HOA have to answer a charger request?

Sixty days. Under Civil Code 4745, an association that does not deny a written request within 60 days of receiving it is deemed to have approved, unless the delay comes from a reasonable request for more information. Rules that effectively prohibit or unreasonably restrict a charger in your unit or assigned space are void.
